The economic gap is presented in terms of estimated expenditures that did not occur, on an average monthly basis. The estimations are based on the survey data carried among Babeș-Bolyai University students that assessed students’ expenditure for the year of 2015 in Cluj-Napoca. This tendency can be observed also in the process of the current reform of psychiatric care in the Czech Republic, which should gradually shift the focus of psychiatric care from large facilities to community care. Organizations representing patients and their families are among the key stakeholders in this reform. The present study analyses semi-structured in-depth interviews and documents with the objective to map and evaluate the process of patient involvement in the reform from its launch to its implementation in 2012-2019. The study identifies the major barriers to patient involvement – on the part of the patients and their organizations, professionals (healthcare professionals, care providers, administration, policymakers), as well as the whole society. It becomes clear that the reform encourages patient involvement, with a palpable shift from consultation to involvement. Radu","doi":"10.24193/tras.63E.7","DOIUrl":"https://doi.org/10.24193/tras.63E.7","url":null,"abstract":"The goal of this article is to analyze the level of citizens’ trust in different public institutions during the second wave of COVID-19 pandemic, and the influence of citizens’ trust on their compliance with the measures adopted to prevent the spread of the virus. The research was conducted between November and December 2020 on a sample of 700 residents of Metropolitan Area of Cluj, Romania. During the time of data collection, Romania registered the largest number of daily COVID-19 cases, therefore, citizens’ compliance with preventive measures was crucial to contain the spread of the virus. Citizens reported high levels of compliance with preventive measures. However, even though people were recommended to avoid meetings with relatives and friends, and participation to private events with large number of people, respondents reported that did not fully comply with social distancing requirements. Citizens have highest level of trust in the public institutions at local level, medical institutions and County Committees for Emergency Situations. On the other side, from the investors’ perspective, bonds issued by municipalities have historically been a popular investment option due to often favorable tax treatment for investors as well as the issuer’s credibility and generally high credit quality of the market. The paper explores the factors that influence the size and interest rates of Romanian municipal bonds for a 20 years period starting from 2001, when the first issuance took place, to the present. The data collected were analyzed through multiple linear regressions using ordinary least square estimator. The results revealed that municipalities with large populations, higher levels of income and expenses, and longer maturity tended to issue more municipal bonds. On the other hand, the unemployment and inflation rates increased the interest rates. The regions, fund destinations, and political variables also influenced the levels of bonds issued as well as the interest rates. These findings illustrated the importance of the context at local and national level, expressed by different social, economic and political variables that local governments should consider when issuing municipal bonds. The national authorities recently implemented the first major program —Diaspora Start-up—to support the business initiatives of Romanian citizens who live abroad and who are interested in opening a business in their home country. This scheme was developed in parallel with a broader program—Romania Start-up Plus—which was designed to support the entrepreneurial initiatives of individuals residing inside the country. These programs have already supported over 8,600 non-agricultural start-ups created in urban areas. This study conducted a comparative analysis of the two programs based on different criteria and explored their regional dynamics regarding the emergence of start-ups and the prevalence of creative industries companies. The analysis highlighted important regional differences within Romania and revealed that the Diaspora Start-up program registered a statistically significant lower level of businesses registered as part of the creative industries. Using data from the Public Sector Entrepreneurship Survey the study finds that some Confucian values can enhance in-role and organizational performance in the Korean public sector, but others can have negative or no effects. The mixed results suggest that the relationship may be more complex than assumed and that some variables may mediate the effects. This has implications on how the positive effects of Confucian values on performance can be maximized while minimizing the negative effects. The collective PSMO and EO management values developed in the Western context both enhance in-role performance but only EO management values positive effects extend to organizational performance. Lastly, the study finds that the data does not support the hypothesized positive interaction effects between Confucian values and PSMO and EO management values and both in-role and organizational performance. Maha, Elena-Daniela Viorică","doi":"10.24193/tras.si2020.5","DOIUrl":"https://doi.org/10.24193/tras.si2020.5","url":null,"abstract":"This study aims to identify the determinant country-level factors that impact the trend of registered death cases from the recently emerged infectious disease COVID-19, analyzing data from March 2020 to July 2020, for 40 European countries. We use four categories of indicators covering major areas of influence: health, demographic, economic, and societal/cultural indicators. We reduce the dimensionality of the data to three latent factors by applying a Principal Component Analysis method, and we employ a multiple linear regression model to estimate the effects of these factors on the trend of death rates. The main result of the study is that a decreasing trend of death cases is the effect of a functional and citizen-oriented state, and is not only impacted by characteristics of the medical system or by individual features. Our findings also suggest that the premises for a low mortality rate are built by policies that have effects in the long- and medium- term. Thus, after (1) we found it appropriate to make general considerations related to governmental measures for public health and safety in the introductory part, we continued with (2) the presentation of the proportionality standard, as a jurisprudential model used both at national and international level, in order to develop (3) proportionality in a narrow sense afterwards, using the formula of professor Robert Alexy, which we consider representative for the structure of balancing competing rights, using a quantifiable model, in which respect we have exemplified the applicability of this formula (4). In this context, the diseases characterized by the length of the healthcare assistance plan and high complexities in terms of treatments and complications must be considered. The above may refer to the healthcare emergency following the spread of the COVID-19 virus, employing an enormous amount of resources from both a human and a financial point of view. Using crisp-set qualitative comparative analysis, we conducted a comparative study at the European level to study the performance of different combinations of COVID-19 containment measures along with the response speeds. The outcome of this analysis can assist in identifying which set of containment measures, in the event of an epidemic outbreak, is beneficial/detrimental.
