The extent to which the social protection system and interest groups promote zzp’ers to take up collective\u0000 arrangements mitigating income insecurity due to work incapacity and preventing income insecurity due to poor employability is investigated using the social risk management framework. It focuses on their statutory access to social protection schemes in 35 European\u0000 countries. We classify social protection systems into three categories based on the access they provide to insurance-based schemes for the self-employed. This article analyses the reasons behind this about-turn, linking them to tensions\u0000 between the goals of thwarting ‘bogus’ self-employment and increasing tax revenues versus commitment to a higher wage, lower tax, lower welfare economy. At the same time, welfare reform has continued under the current and previous governments, with a further\u0000 expansion of conditionality with respect to benefit recipients. But recently there has been increasing concern in Finland about the position of those who are self-employed, particularly the solo self-employed, who are often insecure, especially in terms of\u0000 their financial situation. This study discusses the dualisation of labour markets and the intrinsic dimension of financial security among those who are solo self-employed. We report on a qualitative case study evaluation of face-to-face energy advice for Traveller Communities in the North of England. The service was instrumental in building trust, facilitating access to entitlements, and increasing control over energy bills. For its supporters, access to a bank account is important for reducing the costs faced by those locked out of mainstream banking. Critics worry that financial inclusion ultimately shifts people from the security of the welfare state to the insecurity of financial markets. This paper argues that reducing the unbanked can contribute to both individual empowerment and subjection.
