A printed structure named phase correcting structure (PCS) is placed above the Febry-Perot cavity antenna to enhance phase uniformity along the H-plane by varying the size of metallic patches in the PCS. Paper presents the experimental investigations carried out for obtaining X-band operation of rectangular microstrip antenna by using aperture coupled feeding technique. Frequency range set at approximately 8.6 to 10.9 GHz, by incorporating frequency range of the antenna resonates for single wideband with an impedance bandwidth of 23%. The enhancement of impedance bandwidth and gain does not disturb the humor of broadside radiation characteristics. The design concepts of antennas are presented and experimental results are discussed. Existing wind methods are only applicable to fully-developed, unlimited fetch seas. Here, a method is proposed for determining wind speeds for a fetch-limited sea. By differentiating the second-order radar cross section, an expression is derived, relating wind speed and the second-order peak Doppler frequency. This approach can be applied whether the recorded data is equally spaced (even with some missing) or not equally spaced. The technique is tested using two synthetic scattering models, then applied to real radar backscatter recorded in a compact range at high SNR. The designed antenna shows a reflection coefficient less than -10 dB over the proposed band. The antenna has a fan beam radiation pattern with 3 dB beamwidth of 9 degrees in the E-plane and 66 degrees in the H-plane. The calculated gain of the proposed antenna is 15.4 dBi. The pulse dispersion effect is quantified by calculating the pulse fidelity factor (PFF) of a transmitted pulse having 500 MHz bandwidth with a center frequency of 28 GHz. The block principle of construction of the binary structures is proposed. Monostatic RCS is reduced on co-polarizations on 15...20 dB in the band 8...16 GHz. Bistatic RCS patterns have no diffraction lobes on co-polarizations.
