India's quest for a more serious multilateral network is continuously growing in the security sphere, and Korea's induction in the same via the “Plus” framework of the quadrilateral hints at potential for successful connects with other multilateral frameworks or bodies like the AIIB to balance economic assistance and development. Ultimately, the natural upgradation of India-South Korea relations relies intensely upon the degree to which Seoul will embrace the Indo-Pacific account that India's AEP is pitching. The merging of soft and hard power by the middle and rising power is critical to India to ensure a rules-based international order; finding a formal place for Seoul in its Indo-Pacific prism must emerge as a necessary focus of New Delhi.
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"83-97"},"PeriodicalIF":0.9,"publicationDate":"2023-01-17","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50151659","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using South Korea as a reference point, this introductory paper to the Special Issue adopts the analogy of “network structures” to examine how the network of Indo-Pacific relations shapes actors' perceptions and interactions with other states in the region. South Korea's relationship with other actors in the Indo-Pacific is not just a function of bilateral relations. It is influenced by the larger strategic environment and the dynamic relationships that exist among network actors. By analyzing the Indo-Pacific strategies of several states comparatively, we aim to better understand South Korea's role and place within the broader regional strategic network. We advocate a relational approach to understanding regional dynamics in the Indo-Pacific that moves past traditional international relations paradigms.
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"5-20"},"PeriodicalIF":0.9,"publicationDate":"2023-01-17","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50135775","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It argues that the degree to which America's strategic choices in Asia embrittle or consolidate peace depends on how they intersect with relational configurations of regional order. An accommodative strategy of restraint and mutual threat reduction offers the greatest stability with the least risk either when China's ties to a unified Asia are predatory or when Asia is fractured but China's ties to it are cooperative. A balance-of-power strategy offers the greatest stability and least risk when China's ties to a fractured Asia are confrontational or predatory. And an institutional strategy offers the greatest stability with the least risk when China enjoys broadly cooperative ties to Asia regardless of whether Asian states are unified or fractured. Crucially, a strategy of primacy or containment embrittles regional peace because it conflicts with every foreseeable configuration of relational order. America's role as a Pacific Power should adapt to local relational conditions if it is to serve the greater purpose of regional peace.
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"141-152"},"PeriodicalIF":0.9,"publicationDate":"2023-01-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://onlinelibrary.wiley.com/doi/epdf/10.1111/aspp.12675","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50131445","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the context of ASEAN seeking to maintain its network power in an evolving Indo-Pacific, South Korea has played a supportive role in ASEAN's pursuit of social access, brokerage links and minimizing its exit potential from the Indo-Pacific network. South Korea's role, however, has been a comparably limited one rooted in specific functional areas and focused on certain ASEAN member states. While these efforts would certainly reinforce ASEAN's network power to some extent, the relatively thin network links between ASEAN and South Korea in other sectors suggest that there is little potential to expand cooperation beyond a functional and socioeconomic trajectory.
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"98-112"},"PeriodicalIF":0.9,"publicationDate":"2023-01-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50131446","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article adopts a network-centered approach to reveal how South Korea's regional network has narrowly focused on the bilateral ROK–US alliance to counter the North Korean threat. Although South Korea has expanded its role from junior partner to balancer and has often forged regional networks to respond to the changing balance of power, South Korea has ultimately utilized this role and network as leverage against North Korea to improve inter-Korean relations. Now, the Yoon Suk-yeol administration is attempting to reconfigure both its self-identified role, describing itself as a “global pivotal state,” and its regional strategy in the Indo-Pacific beyond the Korean Peninsula to align itself with the United States and other like-minded countries.
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"21-36"},"PeriodicalIF":0.9,"publicationDate":"2023-01-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50131448","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Given the Yoon administration's strong political will to commit to the Indo-Pacific affairs and improve its ties with Japan, can Japan and South Korea finally forge cooperation in the Indo-Pacific region? I argue that Japan has not incorporated South Korea in its FOIP vision because of four main factors: timing, leadership transition, commitment to regional and global strategic affairs, and differing perspectives on China. Particularly, the negative impact of South Korea's leadership change and its fluctuating commitment to regional and global affairs have nurtured Japan's skepticism toward South Korea's potential role in the Indo-Pacific region. In this context, the key to overcoming such difficulties and incorporating South Korea into the Indo-Pacific network depends on the Yoon administration's conceptualization and institutionalization of its Indo-Pacific strategy and Japan's support for South Korea's current diplomatic activism
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"63-82"},"PeriodicalIF":0.9,"publicationDate":"2023-01-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50131447","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article examines this question in the case of Australia. We argue that the regional strategic network is a key consideration for Australia to facilitate its interaction with a target country in the Indo-Pacific. This article analyzes Australia's approach toward South Korea as an example demonstrating the significance of the regional strategic network in shaping Australia's diplomacy. It does so by addressing the following three questions. First, what is Australia's vision for the Indo-Pacific? Second, how does Australia perceive South Korea's role in the Indo-Pacific? Third, how does Australia's Indo-Pacific vision find the relevance of South Korea for Australia's security interests? The article elucidates that Australia's view on South Korea's place in the Indo-Pacific security network influences Australia's interaction with South Korea and consequently plays an integral part in the US-led regional security order-building process.
","PeriodicalId":44747,"journal":{"name":"Asian Politics & Policy","volume":"15 1","pages":"48-62"},"PeriodicalIF":0.9,"publicationDate":"2023-01-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://onlinelibrary.wiley.com/doi/epdf/10.1111/aspp.12672","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"50131444","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
