In addition, there is a specific review of the role of specialist mental health probation staff in the United States (US). In the discussion, we compare progress with the care of the seriously mentally ill within probation in Europe and the US. A growing body of the literature suggests that video-conferencing is poised to be a core practice within community correctional settings. However, little is known about the best practice strategies for incorporating videoconferencing into routine supervision. We address this gap by interviewing and conducting focus groups with a sample of community correction officers from the US (N = 16). We identified the presence of the law enforcement—social work dichotomy in remote settings, reflected in challenges and opportunities when holding clients accountable and establishing client–officer relationships. Our findings show that officers relying on evidence-based practices (EBPs) were able to use videoconferencing tools to overcome remote challenges. We suggest that establishing in-person relationships, adapting EBP, and taking care of logistics are critical steps to strengthen remote accountability and client–officer relationships. Approximately 40% of all clients will have a mental health disorder often compounded by drug or alcohol problems. It is therefore important that a probation officer can recognise mental illness and refer to the appropriate local agency. It is therefore important to know how much probation staff understand about mental illness. The Mental Health Literacy Scale (MHLS) was distributed to probation staff in all countries registered as members of the Confederation of Europe. In this paper, overall average scores for the MHLS for each country are presented. Factors which help to explain the variation in scores are also examined such a caseload size and gender of staff member. The results are discussed within the context of a possible European curriculum for probation training. This paper briefly considers, as context for the studies, the Irish and wider international literature exploring mental health problems among those engaged with probation services and outlines the key findings from the three studies. The studies though limited in scale, scope and methodology were consistent in identifying recurring themes supporting the broader research literature highlighting the prevalence of mental health problems among probation service clients. If data were routinely collected using validated screening tools and shared between agencies, this could inform practice and commissioning decisions, and ultimately it could improve health outcomes for people under supervision. The literature was reviewed to identify brief screening tools and outcome measures that have been used in prevalence and outcome studies conducted with adults on probation in Europe. This paper shares findings from the UK-based studies in which 20 brief screening tools and measures were identified. The Council for Penological Co-operation (PC-CP), in accordance with its terms of reference for 2020–2021 (Doc. CM (2019) 131-addrev2), examined, in the course of 8 meetings in 2021 and 2022, the management of persons with mental health disorders by the prison and probation services, the challenges which might be faced by prison and probation staff in relation to this and what possible solutions and standards might need to be developed at European level. A questionnaire was sent to the prison and probation services of the Council of Europe member States to take stock of the situation and to inform the setting of key principles and recommendations. The survey established that there was a national policy for probation and mental health in just over half of the countries/jurisdictions (53%). This contrasted sharply with prisons where policy exists in nearly all countries/jurisdictions (93%). Clearly for probation, much remains to be done at a national level. A similar disparity was seen in relation to mental health awareness training with 74% of prison staff receiving some sort of training compared to only 37% of probation staff. It is worth noting that in 25 countries/ jurisdictions probation staff are not provided with any training on mental health issues. Estimates of the prevalence of mental health disorders varied significantly in prisons ranging from 0 to 80% (median = 18%) whilst in probation they ranged from 2 to 90% (median 15%). For them it is often difficult to access health treatment. Thus, improvement of mental health and access to mental health services could increasingly become a role of the probation officer. In Europe, there is less data about the use of specialty mental health probation (SMHP) than in the United States (US). In a survey for the Council of Europe, Brooker and Monteira (2021) summarized the practices of probation services and prisons among European countries. The authors alluded to useful initiatives in German states. One example is Baden-Wurttemberg, where some probation officers are trained to be mental health specialists (Brooker and Monteira 2021: 16). The main difference between the SMHP model in the US and the model in Baden-Wurttemberg is that the specialist in mental health in Baden-Wurttemberg does not necessarily care exclusively for individuals with mental illnesses, but rather serves as a source of expert knowledge to colleagues and assists with case consultations. This article considers the findings of a joint thematic inspection of the criminal justice journey for individuals with mental health needs, with a particular focus on the probation stage. Inspectors from across justice and health reviewed cases to establish the extent to which needs were identified and met. Interviews were also undertaken with 67 individuals who had lived experience of mental illness while in the criminal justice system. Findings are considered in relation to the identification of mental health needs; the role of trauma; probation practitioners’ skills, knowledge and support; case management; and access to required services. {"title":"What does Dame Carol Black’s review of drug and alcohol misuse services mean for probation services?","authors":"Kevin Ball","doi":"10.1177/20662203221147107","DOIUrl":"https://doi.org/10.1177/20662203221147107","url":null,"abstract":"The Review of Drugs in two parts by Dame Carol Black (2020, 2021) has put new life into the case for properly resourcing substance misuse services in England and Wales. The Black Review has largely been accepted by the UK Government; Dame Carol’s analysis and recommendations have been the catalyst for additional funding and a renewed policy focus upon enforcement, treatment and prevention of drug misuse. Nevertheless, the Review has been criticised for focussing upon low-harm recreational drugs, for lacking consideration of co-occurring alcohol and drug misuse, and for accepting the Government’s restricted remit which excluded from consideration the harms of criminalisation and the ‘war on drugs’ (Transform Drugs, 2021). The following will summarise the Black Review, and the associated research and evidence.
