Although it was improvd by artificial bee colony algorithm, artificial bee colony has some shortcomings, such as the premature convergence, low precision and slow convergence. A kind of improved artificial swarm algorithm based on improved search strategy is proposed and is also used in fuzzy c-means algorithm. The experiments based on UCI datasets show that this new algorithm overcomes the disadvanhges of FCM. Firstly, by means of the traditional Dijkstra algorithm, which is a common way to solve the shortest path problem, we combine it with the impedance function model to obtain the dynamic time of the route. Secondly, the balance function between distance and time is adopted as the weight matrix of the algorithm for optimal path planning. Finally, the verification of the proposed method was conducted by using the numerical simulation. It performs optimized operations with the conditions of the longest relative surplus. The scheduling rule ensures the priority scheduling of the longest process, which can solve the optimal solution of each partial scheduling by comparing relative remaining period of the competitive process set of the scheduling process in partially scheduled set, to achieve global optimum or approximate optimum of the overall optimum.
