Since their introduction to the Iranian building control system about eighty years ago these regulations have had a vast disruptive effect on the form of organic urban fabrics of Iranian cities. It is discussed that the current regulations are based on some western building typologies which are alien to the old cities of this country and in order to conserve basic formal characteristics of the remaining valuable urban fabrics of Iran these regulations should be based on vernacular patterns of architecture. As a case study Rasht city, in northern Iran, is examined and through studying its historical architecture it is attempted to identify the prevailing patterns for building placement, common dimensions of building mass, courtyards, and plot coverage ratios as a plausible basis for a new context-based regulation on building footprints. {"title":"Riegl’s ‘Modern Cult of Monuments’ as a theory underpinning practical conservation and restoration work","authors":"Carolyn Ahmer","doi":"10.1080/13556207.2020.1738727","DOIUrl":"https://doi.org/10.1080/13556207.2020.1738727","url":null,"abstract":"ABSTRACT ‘The Modern Cult of Monuments: Its Character and Origin’ (1903), written by Alois Riegl, is the first systematic analysis of heritage values and of a theory of restoration. His values and concepts became fundamental principles of the Venice Charter (1964). However, in conjunction with the 50th Anniversary of the Charter in 2014, it was pointed out that the attempt to reconcile notions of the monument with the ‘postmodern’ idea of multiple and shifting values has resulted in an ever-expanding definition of the ‘monument’ – without serious questioning of the underlying principles that guide its treatment. This article analyzes Riegl’s ‘commemorative values’ and ‘present-day values’ in the light of the conservation and restoration work of the Norwegian architect Kristian Bjerknes, who in 1979 was awarded a European prize for his preservation of cultural heritage. His work illustrates how Riegl’s age value theory can be used for a wide variety of building types and situations. Bjerknes applied it as a strategy for conservation and restoration of wooden buildings, and in adapting architectural heritage to modern living conditions. He also transferred the theory to museum work and to the rebuilding of demolished buildings. However, their origin, development, the dating of the over 400 preserved, and how the design of the construction detailing is related to common structural decay and damage, remain unknown. The research reveals that structural failures led to the demolition of many buildings, and that new floors were added to many since the late eighteenth century. Today, poor conservation, and inappropriate renovations and intervention techniques prevent us from ascertaining whether they retain their basic substrate, the layout of dwellings and timber structures. In this paper, I will outline how ‘cultural monument’ concept evolves within the main Albanian legislative timeline in the cultural heritage protection field. The discussion will highlight how cultural monuments significance, from the early concept of ‘National Monuments’ at the dawn of the new Albanian State, to ‘Cultural Monuments’ conceived as people common heritage, have always had, and still have, a pivotal role in the Albanian cultural debate. Purged from the regime ideology, those notions reflect the concept of monument intended as the main outstanding material testimony of an artefact or a constructive culture or of its formal and technical evolution which cannot be preserved through passive constraints. Finally, following the years after the regime collapse (1992), the recent updating of the national law on cultural heritage protection has been a priority for the country and the debate is still open. In China, although the understanding of the value of vernacular expression has shown some progress, technical and methodological efforts are still necessary to address the diversity and complexity of vernacular heritage. In this paper, the Xijie Historic District in Dujiangyan City in China provides an example for the preservation of the built vernacular heritage in the context of neighbourhood revitalization during a post-earthquake reconstruction project. Five types of intervention are examined in this paper, including the repair and restoration of the monuments, restoration of historic buildings, rehabilitation of traditional houses, contextual design of new buildings, and demolition to provide public space and facilities. In particular, the measures implemented to meet the residents' needs while maintaining the diversity of the built vernacular heritage are inspected. Samples of the decorations were analysed using different analytical techniques. The sequence of the paint layers was examined with a digital USB optical microscope. Microstructural examination and microanalysis of the samples were conducted using an environmental scanning electron microscope with energy dispersive X-ray microanalysis spectroscopy (ESEM–EDX). The molecular structure of the samples was analysed by Fourier transform infrared spectroscopy (FTIR). X-ray powder diffraction (XRD) was applied to identify the mineralogical composition of plaster samples. The results allowed the characterisation of two underlying layers based mainly on two phases of calcium sulphate. Pigment materials of vermilion, red lead, red ochre, hydrocerussite, carbon black and green earth were identified. Several chromatic hues were produced by different proportions of mixed pigments. Additionally, chromatic alterations in the red layer were reported and discussed. Based on the results of the analyses, a multi-step restoration was carried out. The intervention procedures were cleaning, application of injection grouts, removal of old mortars, reconstruction of missing components of the composition and retouching. In his work, the structure of the city and the buildings is reconsidered as a ‘space of communications’, rich in symbolic values, where every form can have several meanings, and therefore have an impact on the compositional, constructive and functional approach. The plans he designed for Tokyo, Skopje and the Italian directional centres, show the fluid, technological and ever-changing dynamic that Tange experienced in 1987 in the Umbrian city of Spoleto, where he was called to submit a project to improve the urban accessibility for the old town. In Spoleto, he combined technological equipment, mechanised routes on electric sidewalks placed on the surface, in close contact with the city’s historical buildings, with particular attention to the conservation of all the stratified architecture of the historic city centre. They are considered significant elements of the rural landscape. The purpose of the construction, the constructional and spatial characteristics peculiar to these dovecotes, make them an important element of global cultural and architectural heritage. Dovecotes that are built upon rocks, with mere building stones provided from the same rocks, look like a shaped form of the topography itself. This is very much to do with the geological features of the Cappadocia Region where Kayseri is located. In terms of construction techniques and spatial organization, the dramatic differences in the dovecotes’ underground and aboveground parts make them even more outstanding. This research is based on the field studies conducted in the dovecotes of Kayabağ. The landscape was studied in all aspects and each dovecote is studied for its placement, topographical interactions, plan and section typologies, materiality and construction techniques. The structural problems stemmed from the geological features and the deterioration caused by external factors are taken into consideration. They are considered the two sources of Chinese civilization. For thousands of years, the cultures of the two river basins have merged, thus forming the five thousand years of Chinese civilization. Despite this long integration, the two cultures have maintained their distinct personality. Vernacular dwellings are no exception. This paper researches the architectural decoration of traditional vernacular dwellings in these two basins. After field investigations, a total of 308 examples of traditional vernacular dwellings have been selected from the two regions. 186 examples are located in the Yangtze River basin and 122 examples in the Yellow River basin. The architectural decoration of these traditional vernacular dwellings is examined from the aspects of brick carvings, wood carvings, stone carvings, oil paintings and colour paintings. The focus of this study is the identification of decorative variances in the architectural decoration of these traditional vernacular dwellings due to regional influences.
