{"title":"Automobile Dependence in Bangkok: An International Comparison with Implications for Planning Policies","authors":"J. The Asian cities include: Kuala Lumpur, Singapore, Jakarta, Surabaya, Hong Kong, Seoul and Tokyo. Comparisons are made for: (1) land use patterns including urban density, energy use, and public transport for journeys to work; (2) provision for cars, including length of road per person and parking spaces in the central business district; (3) car and motorcycle ownership and national purchasing power per head; and (4) patterns in private and public transport and for non-motorised modes. Implications of these comparisons are discussed for vehicle ownership, public transport, walking, cycling, waterways, paratransit, and roads. A recent study of how to handle Bangkok's pollution problem is outlined. A shift to less polluting transport modes, such as rail and waterways, would have a lower environmental impact for the same quantity of goods transported. Technological development alone will not be able to reduce transport-related pollution. Recent European Community (EC) initiatives have introduced the concept of 'sustainable mobility', effectively applied technical standards and technological improvements, and made explicit calls for action. However, it is not yet clear whether the EC is really willing to accept a radical shift in transport policy, as the planned trans-European infrastructure networks include extensive motorway development and do not yet adequately integrate different modal networks into an intermodal Trans-European Transport Network. Formulates several criteria and discusses a set of first best policy measures. {"title":"FREIGHT TRANSPORT AS AN ENVIRONMENTAL PROBLEM","authors":"J. Short","doi":"10.1108/13527619510079130","DOIUrl":"https://doi.org/10.1108/13527619510079130","url":null,"abstract":"This article examines the concepts of 'sustainable development' and 'sustainable mobility', and considers what types of direct policy measures for road freight could effectively reduce the environmental damage that it causes. Cost benefit analysis could be modified to take account of sustainability by: (1) less emphasis on time savings; (2) more explicit valuation of environmental factors like noise and air pollution; and (3) use of construction cost estimates that include optimal environmental protection. Positive measures are needed to change modal split by heavy rail investment and improved rail services, but are unlikely to be sufficient. The following measures for road freight transport can reduce environmental damage: (1) optimal technical standards; (2) good maintenance programmes for vehicles in use; (3) more efficient market organisation; and (4) optimising vehicle sizes.
