However, charity regulation is far from uniform across the country. States differ significantly in their adoption or non-adoption of various state-level regulatory requirements, creating not one but many different regulatory environments for charities. The complexity and diversity of these regulations has made it difficult for sector stakeholders, such as researchers, regulators, practitioners, information intermediaries, and donors, to understand the nature and significance of state-level charity regulation from a comparative perspective. To address this problem, this article employs latent class analysis to identify three distinct models of state-level charity regulation: broad regulation, limited regulation, and asset oversight. Subsequent analysis identifies relationships between a state’s economic, social, and political characteristics and its model of charity regulation, suggesting new avenues of research for understanding regulatory model emergence. Often, data have a spatial component, and data relevant to the nonprofit sector are no exception. Understanding spatial aspects of the nonprofit sector may provide immense value to social entrepreneurs, funders, and policy makers, by guiding programmatic decisions, facilitating resource allocation, and development policy. As a result, spatial thinking has become an essential component of critical thinking and decision making among nonprofit professionals. The goal of this case study is to support and encourage instruction of spatial data analysis and spatial thinking in nonprofit studies. The case study presents a local nonprofit data set, along with open data and code, to assist the instructors teaching spatial aspects of the nonprofit sector. In a global context, international donors tend to design and implement capacity building programs, which then prioritize donors’ objectives and employ Western concepts in the Global South. This research note aims to reframe capacity building around inclusive and equal partnerships centered on civil society leaders who participate in designing and delivering capacity building programs. We propose action research as a process for co-creating contextually appropriate models that enable local ownership for capacity building and thus equip civil society to improve the lives of people in communities. Reprinted in Salamon (1995): 203–19) Salamon rejects the existing theories concerning the existence and the growth of nonprofit entities, both demand-side theories such as “government failure” (Weisbrod) and “contract failure” (Hansmann) and supply-side theories (James). He introduces the so-called “third-party government” approach underlining the interdependence between the state and various other (profit and nonprofit) social actors (Salamon Lester M. and Toepler S. 2015. “Government–Nonprofit Cooperation: Anomaly or Necessity?” Voluntas 26: 2155–77). The “voluntary failure theory” is based on the recognition of four limits of nonprofit organizations’ action: (a) philanthropic insufficiency; (b) philanthropic particularism; (c) philanthropic paternalism; (d) philanthropic amateurism. These shortcomings can be overcome by the creation of an institutional framework of collaboration between the public administration and the most organized part of civil society, namely the so-called third-sector organizations. The aim of this paper is to open a discussion around the adequacy of the above-mentioned approach to explain the complex configurations that current relationships between public administration and third sector organizations have assumed in Western democracies, especially in the field of welfare policies. We will do so through the analysis of the recent scientific literature on government-nonprofit relationships, with a particular focus on the so-called “new public governance” (Osborne Stephen, P. 2006. “The New Public Governance?” Public Management Review 8 (3): 377–87, Osborne Stephen, P. ed. 2009. Applying Salamon’s voluntary failure theory, we conduct a qualitative study answering the following question: How, during the COVID-19 pandemic, did government address the voluntary failures of the nonprofit sector? Results expand Salamon’s work by offering a more robust picture of what happens after federal funds are allocated to support the failures of the nonprofit sector. However, the theory has largely been developed through data on government partnerships with nonprofits for providing social services. While government-nonprofit partnerships exist in various service areas and policy contexts, the theory has rarely been applied in less “traditional” service settings. We apply a mixed-method sequential research design – empirical analysis followed by a comparative case analysis – to understand the descriptive and explanatory power of Salamon’s interdependence theory and to differentiate its applications from other theories of government-nonprofit partnerships. Our analysis shows that nonprofits are extensively engaged in public service delivery at the local level, partnering with county and municipal governments to carry out essential public services well beyond the scope of social welfare functions and human services.
