Obidenko","doi":"10.22389/0016-7126-2024-1008-6-2-13","DOIUrl":"https://doi.org/10.22389/0016-7126-2024-1008-6-2-13","url":null,"abstract":"\u0000The results of the research on using a hybrid type of local coordinate system for transition from the LCS of the RF constitutional entity, created from CS-95 (LCS_95), to the LCS of the region, based on SCS -2011(LCS_2011), are presented. The main principles of the methodology and the outcome of its application in LCS_2011(MCS NSO are outlined. The flat rectangular coordinates in it coincide in LCS of the Novosibirsk oblast, based on CS-95 - MSC NSO. It is shown that the MSE for establishing such a system, 2011(MSK NSO), in the mentioned territory, amounted to 7 and 8 cm accordingly. By comparing the coordinates of 355 SGN points obtained in LCS_2011(MSK NSO) using the method of creating a hybrid LCS and in MSK NSO, updated by SCS-2011 with the technique of PPK «Roskadastr», the MSE of their discrepancies was obtained in the amount of 10.9 cm. It is noted that with the similarity of the final coordinates in the MSK NSO, refined relative to SCS-2011 using two compared technologies, the use of the LCS_2011(MSK NSO) has an advantage due to the method of transformation from SCS-2011 to the refined MSK NSO. Most of them in the territory of Penza city and the oblast do not correspond to their functional purpose, some of them are completely lost, and what is left does not have proper external arrangement and design. In terms of accuracy and density, geodetic points are not homogeneous and do not meet modern requirements. There has not been a mass survey of their condition in this region since 1996. Examples of practical experience of surveying geodetic points for the period from 2010 until now are presented. The development of geodetic points and their safety depends on financial support. In this regard, positive practical results are provided in information editions of the Federal Service for State Registration, Cadastre and Cartography on conservation and restoring the \"GGS of Russia\" points. Students of the Penza State University of Architecture and Construction actively participate in this campaign within the framework of the partnership during the practice period. A comparative analysis of the state of geodetic points surveyed in 2017 and in 2022 was carried out. The analysis of legislative documents related to geodetic and cartographic activities, as well as to licensed types of work, names of specialties and areas of training in the field of higher education is made. In this context, artificial intelligence neural networks are applied to classify this type of wetland. However, they encounter a task that requires extensive volume of training data to achieve high accuracy results. Within the conducted research, a method of transfer training from neural networks is proposed to overcome the aforementioned problem. The developed model combines multi-temporal Planet-NICFI satellite images for classifying coastal wetlands, especially under tidal conditions. The research results indicate that the model has upgraded its accuracy from 89,2 % to 91,3 % in the wetlands of the Ba Lat estuary. Besides, it has been successfully applied to classify similar lands in the Red River Biosphere Reserve during the period of 2016–2022. In modern realities, eco-tourism is an important investment field in the context of import substitution in the tourism services market. Development of this territory makes it possible to use nature protecting areas and archaeological heritage sites. The practical significance of the study is solving the problem of the low level of eco-tourism in Russia, using the developed software module to assess the degree of investment attractiveness. The authors prove that the proposed program designed for MapInfo will enable assessing the interest in archaeological heritage sites and developing eco-tourism there. The degree of protecting forest reclamation from degradation in agricultural landscapes was established, and the plantations safety was estimated. Employing geoinformation technologies enables accelerating the assessment of the agroforestry systems state. Anthropogenic and climatic factors affect the conditions of their functioning. At the same time, the geoinformation analysis of agroforestry landscapes based on ultra-high-resolution satellite images by the WorldView 3 satellite of the MAXAR provider allows us to identify their current state. The methodology is based on a landscape approach, and the technology - on using GIS to decrypt satellite images and determining the spatial characteristics of fields and protective forest plantations. Maps of cultivated and uncultivated lands and their safety were developed from satellite images. It is established that agricultural landscapes include 2,101 fields (189,5 thousand ha), 1,765 of which are cultivated (181,4 thousand hectares) and 336 are deposits (8,1 thousand hectares). There are 1,272 plots located on deflation-risk areas tilted by less than 2°. In potentially erosive ones with steepness of more than 2° there are 829. For this purpose, the data were processed in PPP mode from 10 objects located in Poland and the Kaliningrad oblast of the Russian Federation. As a result, residuals were obtained, from which the contribution of multipath, ephemeris errors and those, in clock corrections of navigation satellites, were subtracted. It was found out that the standard deviation of cleaned residuals is a weak indicator of increased turbulent activity caused by the hurricane. However, simple counting the total daily number of large cleaned residuals, normalized to the zenith direction can be an effective indicator for identifying periods of high tropospheric turbulence. Five approaches to designing complex digital management platforms are explained. The content of their architecture concept is introduced and considered. The essence of the functional, system and technical architectures of the design object, which together make its systemic form, is described. The principles of developing the architecture of a digital geoinformation platform are formulated. Based on them and the content of the functional, system and technical architectures of the object planning, the stages of the method of projecting a geoinformation platform as part of a digital one, for the declared goal, are described.
