The primary objective of this scientific article is calculation of actual comparative advantages of separate countries of the world in foreign trade in agri-food products using index RCAij and determination of the pattern of international competitiveness of products that appeared to be the backbone of agri-food items of export of Ukraine on the basis of calculation of the indices of relative trade advantages RTAij, proceeding from which to propose masures in the context of raising the level of competitiveness of national food products in the world food markets. The main methods of scientific research are method for calculating index of the revealed comparative advantage RCAi as the tool for a comprehensive assessment of agri-food sector competitiveness; method for calculating index of actual comparative advantages RCAi for the assessment of agri-food production international competitiveness; study of the pattern of international competitiveness of separate food products using indices of relative trade advantages RTAij. Following the complexity principle, the author offers the tools to intensify agricultural export capacity in the system of international competitiveness, which are consolidated in the following directions: institutional-regulating, organizational-economic, manufacturing-technological, and informational-communicating. With the help of agricultural digitization, one employee can communicate with several robotic devices at once by sending them specific instructions, thereby synchronizing their work with each other. Such activities in agriculture help to save time and achieve higher productivity. Purpose of the study is to analyse opportunities for digitisation of agricultural and rural development solutions. The focus is on one of the options, the aim is to define how in a digital environment, using decision support systems (DSS), one employee can carry out several jobs and, according to feedback signal, perform their quality monitoring. Using digital technologies in agriculture and rural change management, employees can guarantee that every modern agricultural and rural development management system will start its work on time, perform it qualitatively and finish it on time. An employee can monitor the processes of change in agriculture and rural environment with the help of information technology. With the help of internet technologies and robots, implemented advanced information systems (such as DSS) can collect, analyse and process huge data (metrological, soil conditions, market information, etc.), so one person can perform several jobs at the same time. The article suggests the development of a methodological approach to assess the adaptation of employees to increase the intellectualization of enterprises under the conditions of digitalization of the economy. Іn the process of research the following general scientific and applied research methods were used: method of abstraction and formalization - to substantiate the conceptual provisions of the methodological approach to assessing the adaptation of employees to increase the intellectualization of enterprises; monographic methods - for in-depth study of the tasks; abstract-logical methods - for theoretical generalization of research results and formulation of conclusions and proposals. The suggested methodical approach is applied in Ukrainian industrial enterprises. Thus, creating and delivering value is now one of the most crucial elements necessary for organizations to survive in the market. The creation of service value for the user is characterized by specificity due to the intangibility of the service itself, inseparable from its provider. Consumers are seeking autonomous experiences, and organizations must increasingly focus on meeting such expectations. Projection planning technologies can be applied in the catering sector to create an autonomous consumer experience and increase its value. The purpose of the article examining the possibilities of using projection planning in creating and presenting value to the consumer in the catering sector is to determine which methods of presenting projection planning technology would create the greatest value. The purpose of the article is to substantiate and improve methodological approaches to assessing the effectiveness of public administration in the region in the context of the Sustainable Development Goals. The article tests the authors’ hypothesis on the adequacy of substantiation of methodological approaches to assessing the effectiveness of public administration in the region, which leads to the significant implementation of the Sustainable Development Goals. The dependence of the calculations on the selected system of indexes and indicators that determine the current profile of the region is confirmed, it illustrates the state of the economy, human development and environmental safety relative to the reference (average, target, maximum possible under these conditions) state and vector, and also characterizes the direction and speed of the region towards the implementation of the Sustainable Development Goals. The educational migration environment is examined across main components: educational migration capacity (characterizes educational and informational conditions); academic environment quality (characterizes educational-scientific conditions); educational migration motivation (shows socioeconomic, socio-demographic, and political conditions); cooperation of universities and industry in research (innovative conditions); and institutional conditions in the educational domain. The aggregate estimate of the components (integral index) shows the positions of the oblasts of the Carpathian region by the state of the educational migration environment. The conclusion on the objective need to monitor the condition of migration activity and form the system of its informational and analytical framework is made. The tools and measures to regulate educational migration are suggested to reduce the paces of educational migration and prevent possible losses of human capital. Implementation of suggested public policy measures will minimize the risks for the country and its regions caused by devaluation and loss of resources capacity and human capital of domestic higher education institutions and scientific schools and collapse of socio-cultural foundations of labor markets and educational services development. The main objectives of financial policy functioning are considered. The research used both general scientific methods and special approaches, namely analysis and synthesis, induction and deduction, scientific abstraction, scientific generalization, graphic visualization, the combination of which made it possible to achieve the conceptual integrity of this scientific work. Its main goal is determined, which is to ensure the highest possible level of welfare of the population through the most efficient distribution of GDP between types and spheres of economic activity, territories, strata and population groups. Among the directions of financial policy, two main ones are highlighted: fiscal and monetary.
