The research used such methods as induction and deduction, scientific abstraction, dialectic, systematization, analysis and synthesis, abstract-logical generalization and graphic. The study proved the dependence between the speed at which enterprises achieve sustainability in relation to permanent changes in the external environment and the level of efficiency and effectiveness of their activities, in connection with which the factors influencing the innovative development of enterprises and the adaptation of their management system were analyzed. The authors attributed the following factors to the mentioned factors: digitalization of the national economy; processes of globalization in relation to the economic system; increasing the level of competition, scientific and technical progress and its leading trends; permanent complications of the operating system of enterprises and its processes; repurposing enterprises and their business processes taking into account the constant development of digital and information technologies to meet the needs of customers, the effectiveness and efficiency of the results of the companies’ activities. It has been proven that adaptive management is the basis for the formation of an enterprise’s adaptation strategy at all levels of management. It is proven that the globalization of the restaurant sector is manifested in: the possibility for restaurant establishments to obtain ingredients for foods and drinks from any corner of the world; opportunities for chefs from different countries to cooperate in order to exchange experience and develop new dishes and drinks; internationalization of food products; dissemination and implementation of production technologies of restaurant establishments both in Ukraine and abroad; development and improvement of the equipment of restaurant establishments; capital investments of domestic and foreign investors in the development of food enterprises; opportunities to pay for raw materials, goods, finished products and services using international currency transactions; availability of information about the menus and services of restaurant industry, that are located in different parts of the world; migration of workers in the restaurant industry thanks to visa-free movement in order to improve their qualification level; execution of production processes and provision of catering services in accordance with international standards.It is noted that the development of hotels and restaurants depends on the stability of the political system in the country. The absence of political crises contributes to the increase in the number of enterprises in the hotel and restaurant industry, the inflow of investments, and the growth of production volumes. It is noted that the ecologisation of production will contribute to the reduction of energy intensity of the gross domestic product. The high level of energy intensity of Ukrainian industry was determined and the necessity of transition to alternative fuels was noted. In the scientific world, there is no effective methodology for the estimation of financial management of innovative ecological entrepreneurship. On this basis, our own methodology for such an assessment is offered. The system of indicators for the calculation of multifactor production function of the influence of measures of financial and innovative management on the ecologisation of business and level of power intensity in the GDP of Ukraine was defined. Forecasting of capital investments and current environmental protection costs by type of environmental protection measures was carried out. The insufficient level of investment and innovation support of entrepreneurship in Ukraine to ensure its environmental friendliness and reduction of energy intensity was noted. The dynamics of the main economic development parameters of Poland and Ukraine is analyzed. The estimates are based on such parameters as economic development level, GDP, ease of doing business indicators, economic development index, economic freedom index, corruption perception index, etc. Poland’s advantages compared to other countries when establishing the mechanism of foreign direct investment attraction are determined. Special attention is focused on the factors that impact the development of the investment environment in Ukraine. The investment dynamics in both countries is specified. The impact of hostilities on investment opportunities not only in Ukraine but also in Poland is described. The article examines the experience of the post-war recovery in the leading countries worldwide, namely the experience of European countries in manufacturing restoration, the experience of Japan in the efficiency of fiscal and education reforms, and the post-war experiences of Israel and West Germany in the context of the future reconstruction of Ukraine and chances to attract the attention of a foreign investor. The priority industries for investment in Ukraine and Poland in the nearest future are characterized. Based on the conducted analysis, a model of foreign direct investment dependence on various economic parameters is formed. The component analysis is applied to perform the gradation of the parameters’ impact. The research enables constructing the foreign direct investment trend models in both countries and making the interval and point estimates for the next four years. The purpose of the research was the development, substantiation, and optimization of theoretical and methodological provisions as well as practical recommendations for estimating main indicators to forecast the future of the Ukrainian economy, in particular, determining through the use of economic and mathematical modeling, the influence of the level of the national trade turnover on the level of GDP and the correlation between the level of exports and the level of Ukraine’s GDP. After almost thirty years of development, the Ukrainian economy faced a serious challenge and an unprecedented shock in its history due to hostilities and the escalation of the conflict in the East of the country. In particular, it was found that Russia’s invasion of Ukraine, the sharp rise in commodity prices have created a threat to the food security around the world. In turn, before the full-scale war, one of the largest shares of Ukraine’s export and import partnership agreements was occupied by EU countries. The conducted research using economic and mathematical modeling showed a direct correlation between commodity circulation of Ukraine and the GDP of the country. Thus, main results witness the Ukraine‘s necessity to increase the level of exports and increase its trade turnover. It is determined that the fullest organic potential of any state is revealed through a system of such indicators: land use in organic farming; number of producers of certified organic products; volumes of retail trade in organic products; volumes of exports and imports of organic products; cost of consumption of organic products per person; the largest importers of state organic products, etc. Based on the constructed complex diagram, which systematically characterizes the organic potential of European countries and, in particular, Ukraine through a set of its main indicators, it is proved that: 1) the most powerful European organic leaders in 2019 are: Austria, France, Germany, Italy and Spain. Collectively, the indicators that characterize their organic potential in 2019 reached, compared to other European countries, high leadership positions; 2) according to statistics, it is determined that in 2019 Sweden for the first time after many years of importing organic grains became their exporter –116 million euros; 3) it is noted that Ukraine in the system of indicators characterizing its organic potential in 2019, among European countries is a pioneer, where the development of organic farming and organic food production is a strategic task of the state over the next few years. After all, the area of organic land in 2019 exceeded 460 thousand hectares, and the volume of exports of organic products in the same year reached the level of 272 million euros with only 470 state producers of certified organic products. The author proposes his own approach to assessing the effectiveness of organic potential in Ukraine through the prism of specific indicators-characteristics, which is generalized into a single integrated indicator – the taxonomy coefficient. The calculations proved the instability of the taxonomic indicator during the study period, which, according to the author, indicates that the state organic potential and system of organic production in Ukraine is at the stage of formation and development. Therefore, the practical aspects of the application of a system approach to the development and improvement of the management system in a rural tourism cluster are substantiated. The article aims to develop an economic-mathematical model for the optimization of the management of the rural tourism cluster parameters. The model uses the Kalman filter and deterministic feedback to evaluate the state of the dynamic system based on observations. The developed models and the management optimization algorithm are synthesized in the automatized information-analytical management subsystem. The typical list of business processes in the activity of a rural tourism cluster is characterized to specify managerial actions and improve their efficiency and performance. The ways of the algorithm’s integration into the automatized information-analytical management subsystem are outlined.
