We are witnessing the transformation from Marshall’s classic idea of “social citizenship”, based on the universality of rights, to a vision of segmented access to rights in a global neoliberal context, in which citizenship becomes a mechanism for exclusion rather than inclusion.We describe the production of the otherness of the impoverished and dangerous migrant, which gives rise to their differential inclusion. The legal system and institutional management play a key role in this classification process, being accorded legitimacy through discourses of scarcity and security. Brugué","doi":"10.5209/CUTS.52810","DOIUrl":"https://doi.org/10.5209/CUTS.52810","url":null,"abstract":"Segun el autor, pueden alegarse alguna o algunas de estas seis razones para justificar la ruptura del secreto profesional: 1) para evitar o reducir un dano a la propia persona o personas; 2) para producir un beneficio a la propia persona o personas; 3) para evitar o reducir un dano al profesional o a terceras personas; 4) para producir un beneficio al profesional o a terceras personas; 5) por imperativo legal; y (6) para castigar o vengarse de la persona o personas que han cometido un delito o para senalar su gravedad a la sociedad. Este articulo somete al analisis de cuatro de estas motivaciones (la 1, 3, 5 y 6) la cuestion de si deben o no comunicarse siempre y sin excepciones al Ministerio Fiscal las situaciones de abusos sexuales a adolescentes conocidas por los profesionales. Las conclusiones a las que llega son: i) la comunicacion al Ministerio Fiscal por parte de los profesionales de los servicios psico-socio-educativos y sanitarios de una situacion de abusos sexuales a un adolescente atendiendo a la primera y tercera razones, esta eticamente justificada siempre que se cumplan unos requisitos; y ii) si la comunicacion al Ministerio Fiscal se fundamenta unicamente en la quinta y sexta razon, no esta eticamente justificada y deviene una mala praxis profesional. The particular features presented by family intervention imply a challenge for each of the most settled values in the profession. The main reason is that the family constitutes a group organized by the mediation of moral norms, which often come into conflict with the ethical rights of the individual, within which sphere the realities to which the principle of autonomy alludes are shaped. Taking into account the moral reality represented by family units, various arguments are set forth for a critical review of the principle of autonomy. However, general criteria are advanced that provide a justification for prioritizing the individual’s ethical rights. This article analyses the reality that refugees face from a legal and psychosocial perspective, as well as considering domestic and international legal instruments, with the aim of providing social intervention using a crisis intervention model for refugees. De-professionalization refers to the process of erosion of the monopoly on knowledge as a consequence of loss of professional autonomy and authority. The conceptual elements of this theory are applied to social work and five factors that impact on the de-professionalization process are studied: a) the policy of precariousness in the provision of social services; b) the increasing precariousness of the job market; c) the bureaucratization of the professional field and activity; d) the codification and standardization of intervention; and e) fragmentation of the knowledge process. Three specific aims are identified for this purpose. The first relates to investigating the use that is made of theoretical models. The second examines the assessment undertaken of university training received prior to professional practice. The third aim is to gather opinions regarding the suitability of specialization in the mental health field. The study was carried out in Catalonia, with representatives from the four provinces. The research was qualitative, with a narrative-focused analysis. The sample was made up of 51 professionals and involved 40 semi-structured interviews and two focus groups. The results indicate that a mainly eclectic theoretical approach is used. They also reveal a difficulty in adjusting theory to everyday professional situations. We identify articles published between 2000 and 2015 and available on Internet databases; and we highlight the scarce number of investigations focusing on vulnerable people. Literature specializing in psychosocial therapies address the usefulness of mobile phones in patients in general, with greater production from psychology and to a lesser extent from social work. We highlight the research developed in the USA and its residualness in Spain, where debates focus on the competences of the social worker in this field. We identify opportunities and limitations in terms of data privacy, access to and use of mobile phones; to reach isolated or poor populations or to facilitate access to social and health services. Desbordando en algunos momentos las plazas de acogida existentes. Por lo que la regulacion de esta migracion se ha podido transformar, implicitamente, en una nueva funcion del Trabajo Social. La investigacion sobre las practicas de acogida en varios Estados europeos y en una Comunidad Autonoma espanola aporta un analisis de las tensiones entre el control migratorio y la proteccion de los menores migrantes. Asi como sobre las posibilidades de intervencion social desde un nuevo marco transnacional. A traves de las entrevistas a tecnicos y menores, el tratamiento estadistico de expedientes de tutela y la observacion en centros formativos y de acogida, se senalan las practicas de filtrado en la asignacion de recursos residenciales a los menores que migran solos, como una estrategia ajena a las soluciones duraderas y al interes superior de los menores. Desde esta experiencia investigadora internacional, concluimos que las fases del ciclo migratorio de menores no acompanados a Europa han devenido un fenomeno estable, en el que las Administraciones locales responsables de la proteccion y las redes transnacionales de los menores y sus familias se han adaptado mutuamente. García","doi":"10.5209/CUTS.56491","DOIUrl":"https://doi.org/10.5209/CUTS.56491","url":null,"abstract":"This article pursues two fundamental aims: first, to show the insecurity to which refugees are subject, and second, to highlight the possibility of using clinical social work as a tool to reduce the impacts that such insecurity may have on their lives. In order to achieve the first of these aims, we briefly describe the international situation resulting from Europe’s refugee crisis to explain the need, from the perspective of this reality, to consider how insecurity is present in the lives of these people. This sometimes manifests as objective insecurity (war, violence, attacks) and on other occasions takes the form of uncertainty over an unpredictable future.
