This tool will generate a product feature-based rating that gives the designer a basis for reducing environmental impacts associated with the manufacture, use, and disposition of the product. This analytical tool will provide support to the designer early in the product development cycle when it is most efficient to address environmental costs and impacts. A user-driven development plan will ensure end-user acceptance and maximize multi-industry applicability. In this paper the authors discuss user needs and the benefits of a collaborative industry-driven approach in meeting these needs. The authors evaluate technical risks and functional limitations in developing a first generation Green Design Advisor. They conclude by suggesting a general technical approach to develop and validate a prototype green design tool. One such technique, life-cycle assessment (LCA), provides decision makers valuable information on inputs, outputs, and associated environmental impacts of a defined system throughout its entire life cycle-from the acquisition of raw materials to recycling or final disposal of waste materials. Although LCA is useful for environmental decision making, it typically lacks information on costs. Including cost information in LCA would make it a more powerful overall decision making tool. This paper provides background on state-of-the-art LCA and cost assessment techniques with the objective of building an integrated, user-based life-cycle cost assessment (LCCA) model. The foundation for the model is the existing LCA framework, as developed by the US Environmental Protection Agency (EPA) and the Society of Environmental Toxicology and Chemistry (SETAC). The life cycle design framework developed at the University of Michigan guides the integration of environmental requirements into the manufacturing, use, and end-of-life states of a product system. Elements of the life cycle design framework were applied in AT&T's product realization process for a business phone. This demonstration project tested the use of a multicriteria requirements matrix which includes environmental, performance, cost, cultural, and legal dimensions. Critical requirements that shape the design of the business phone were identified and life cycle design strategies used to resolve conflicts between these requirements are highlighted in this paper. The application of life-cycle assessment in the computer industry has been limited by the complexity of the products involved and the multi-national nature of the manufacturing operations. The starting point for development of the Digital Pre-LCA method was an approach applied by Battelle to less complex products. This paper describes how manufacturing firms can develop a design for environment toolkit, including online guidance for product developers and performance assessment capabilities for analysis of design trade-offs. The database contains over 320 pure solvents and trade name mixtures. Each record includes 15 fields of environmental fate, 31 fields of health and safety, 21 fields of regulatory status, 36 fields of chemical/physical properties, and 19 fields of descriptive and supplier data. The Solvent Database is a stand-alone PC based application which runs under Paradox Runtime. The NCMS project, Compatibility Testing-Electronic Assembly Materials, examined the compatibility of seven ODC-free alternatives and two ODC-based control solvents on 124 materials commonly used in electronic assemblies. The materials groups included metals, metal surface coatings, polymers, composites, elastomers and shrink tubing, adhesives and locking compounds, non-metallic coatings, marking materials, and tapes. Pre- and post-exposure measurements included weight, volume, hardness, salt fog, dielectric strength, lap shear, torsion, adhesion, chemical/scrub resistance, pull strength, and dimensional stability.
