Global North countries are already facing ageing trends with significant territorial consequences, such as declining populations that contribute to making certain areas marginal. However, different factors may determine the marginality of a municipality or a region in other settings. Drawing on these premises, the paper discusses whether ageing demographic trends contribute to territorial marginality also in a Global South setting. The paper focuses on the case of Chile, a country characterised by significant territorial inequalities and a population that is becoming older. In doing so, it has a twofold purpose: first, examine census data to define what areas are currently experiencing a demographic decline and if these correspond to the areas that national policies define as marginal; second, examine official documents to consider to what extent both national policies and local development plans define ageing as an element of marginality. The decline of population in Chile defines a geography of marginality that complements and expands the one defined in policy strategies, including more areas. In contrast, institutions at different levels are only partially prepared for dealing with the socio-spatial implications of an increasingly older population.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-08-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"90047976","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

During such a crisis it is vital that any measures taken by policy makers mitigate the consequences of risks without causing long-lasting social and economic harm. Spatial aspects play an important role here: knowledge about the spread of a disease through space and social networks, the effectiveness of different policy responses, and the economic and social implications for the population are of particular relevance. As any policy action is embedded in its institutional and social environment, not every measure is effective in all contexts. Moreover, infectious diseases can spread at different speed in different places, requiring tailored interventions. Careful evaluation and comparison of different settings, including the organization of the healthcare systems and the geographic and demographic characteristics of a region or country, is therefore essential. The COVID-19 pandemic has made manifest the importance of the spatial and geographical dimension of health, however, the relevance of this interlinkage is not limited to the spread of contagious diseases. Differences in accessibility of services between urban and rural regions, the varying costs of access to healthcare for different (socioeconomic) groups of the population, the impact of these on healthcare utilization, and environmental shocks on population health are just a few examples illustrating the close link between space, socioeconomic factors and health. \u0000This special issue of REGION is presented in two parts. In the first part, papers explore the spread and impact of the COVID-19 pandemic on the health and economy. In the second part, papers investigate regional and spatial aspects of the healthcare sector with a focus on health disparities.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-08-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"83693633","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The research reported in this article aimed to examine the current situation of international academic tourism in the region of Barcelona (Spain). The main objectives were to profile academic tourists, to analyse the impact of the COVID-19 pandemic on inbound academic tourism flows, and to explore the outcomes of academic travel experiences. Following a mixed-methods approach, two focus groups and three in-depth interviews were conducted to collect data from both a supply and demand perspective, in addition to a survey designed for international students. A total of 132 questionnaires were analysed by means of descriptive statistics and through chi-square and ANOVA tests. Qualitative data was processed by means of categorisation and content analysis using QDA Miner. The main results indicate that academic tourism has positive sustainable impacts and is conducive to transformational experiences. Tourists’ profile has been identified and the effects of the pandemic have been pinpointed. Due to COVID-19, academic tourism flows experienced a serious decline and the satisfaction degree with the academic travel experience was lower. Nonetheless, most of the respondents would recommend Barcelona as an academic destination.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-07-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"85946328","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Consequently, new and alternative data sources are needed as complements. This paper presents, discusses, and empirically explores an example of such an alternative data source that promises to give detailed and novel insights into regions' socio-economic structures: press releases. While press releases have seen some use in the literature, they have hardly seen any applications in regional research. Consequently, it is still largely unknown to what extent their information content gives systematic insights into regional socio-economic patterns. The paper closes this gap by assessing the degree to which the content of press releases corresponds to the socio-economic characteristics of regions, by means of an empirical analysis of German NUTS-3 regions. The results confirm that press release content varies systematically between regions, and regional differences in socioeconomic characteristics, events, and activities seem to be well-presented by press releases. This suggests that press releases offer substantial potential and might be a useful complementary data source in regional studies.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-07-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80530102","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We use several spatial panel methods and models controlling also for the potential endogeneity of air quality. Our estimates show that the spillover effects are downward biased when this endogeneity is ignored. Furthermore, using the estimates from our preferred model, we find that about 65% of the total emergency room visits in Chile are due to PM2.5 emissions generated in the same municipality, whereas the remaining 35% can be attributed to pollutants emitted in a different spatial unit. In economic terms, increasing PM2.5 emissions in one thousand tonnes yields to an increase of $98,010 USD of annual costs for ER health facilities due to spillover effects, whereas the total costs (considering indirect and direct effects) amounts to $283,855 USD.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-07-05","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"73641451","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using semi-structured interviews to identify attitudes about the spatially evolving socioeconomic importance of the digital economy in New Zealand, we identified seven distinct yet partially overlapping concerns that prioritise preferences for digital investment. A key finding is that there are important asymmetries in stakeholders' narratives and epistemological foundations that currently align to collectively strengthen resolve to invest in digital infrastructure and training, but this alignment may splinter in future. Some stakeholders saw internet access as coalescing social economy, and there were concerns that some people and some places would get left behind if access is not rolled out uniformly and as a priority. There were disagreements about who will prosper, who will get left behind, who should pay for upgrading digital skills, the extent that investments were connected with wellbeing and identity, whether fake news was significant, and the longevity of the impact of digital economy investments. This study contributes to theory by demonstrating that practically-relevant, socially-informed policy decisions can be underpinned by collective efforts that draw on heterogeneous narratives and multidimensional understandings.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-06-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"74592059","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The COVID-19 emergency not only has provoked EU cohesion policy responses but also may change some of the basic principles on which these policies have been built. This paper briefly casts light on some present and future implications of the COVID-19 pandemic for two fundamental aspects of territorial cohesion policy, namely urbanization and economic agglomeration. Both aspects are linked to territorial cohesion's significant dimension of polycentricity (as balanced and harmonious development), and together they constitute a challenge to established norms of urban agglomeration. Finally, the paper discusses some policy ideas that have recently (re)appeared on the European policy landscape. Such policy options bring together urban development and regional policy agendas with the aim of promoting territorial cohesion by attempting to solve the `urban paradox' - the coexisting positive and negative effects of urban agglomeration and its established geography.\u0000 ","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-05-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"88905326","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Singapore has emerged as a poster child for sustainable urban development while Nigeria lags very far behind in this area. This paper analyses if, and what lessons can be drawn from Singapore to inform and improve Nigeria’s urban planning and management. Improving Nigeria’s urban planning sector is especially important considering its projected additional urban growth of 226 million by 2050. The paper employs a qualitative review of existing literature and finds that relevant lessons could be drawn from Singapore’s urban planning to positively influence sustainable urban planning in Nigeria. The contextual similarities between the countries and the current planning system in place make the chances of success high. The paper advocates a planning reform focused on adequately implementing Master Plans, strengthening its planning institutions and appropriate development control, and putting in place strong disincentives for corruption to promote sustainable urban planning and improve urban conditions and sustainability.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-05-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"82130136","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Due to consumer preference for access over amenity value, there is a spatial disparity of housing prices, reflecting the value of land in specific locations. According to citet{tiebout1956} local amenity values will increase if the services of a municipality improve without a comparable rise in taxes or service fees, or if taxes or service fees decrease while the service level remains the same. The bid-rent curve is a framework frequently used to capture a presence of goods or bads such as amenities, disamenities, and externalities. Accordingly, the present study will be used to detect a possible social benefit or loss following amalgamations of municipalities. Macro panel data from Iceland will be used, representing several essential variables of the house market for 79 municipalities in Iceland during the period from 1992 through 2006. The research shows a significant positive relationship, ceteris paribus, between regional municipal amalgamations and local real prices of apartments.","PeriodicalId":43257,"journal":{"name":"Baltic Region","volume":null,"pages":null},"PeriodicalIF":0.8,"publicationDate":"2022-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"84351827","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
