This article analyses the changes in time spent on household tasks and parenting by men and women during the lockdowns of the spring and autumn of 2020 in France, by social category, education, working arrangements and family configurations, using data from the major longitudinal EpiCov survey. The time spent on housework was high in the spring of 2020 and caring for children was particularly time consuming. This additional domestic and parental burden affected both women and men, but women continued to perform the majority of the housework, in spite of the similar working conditions between the sexes during this period. During the first lockdown, women at the top of the social hierarchy, who generally perform fewer household chores, spent far more time than usual on these tasks, thereby temporarily reducing social differences. © 2022, Institut National de la Statistique et des Etudes Economiques. Both reveal that family arrangements appeared generally flexible, since time use changed significantly in the context of the crisis, leading to men becoming much more involved in household chores and parenting in particular. However, far from being unprecedented, this flexibility is compatible with a traditional division of roles according to gender. The changes observed may result from a model of domestic production in which the man plays the role of a secondary worker who can be mobilised in the event of the unavailability of the primary worker, the woman. Decisions made by families in France are still anchored to gender norms;not only does this constitute a waste of resources, it also generates temporal inequalities that may manifest as intra-family conflicts. © 2022, Institut National de la Statistique et des Etudes Economiques. To explore its effects in France, we reconstruct flows of mobility intentions based on owner and buyer estimates on the platform MeilleursAgents from January 2019 to September 2021, and we analyze, using logit and nested logit models, how the pandemic has changed the probability that individuals from both urban and rural intend to relocate. Our results show that, after a time of shock during the first lockdown in spring 2020, the desire to migrate, either to rural municipalities or to other catchment areas, increased as the pandemic and the restrictive measures continued, and was particularly pronounced after the end of the third and last lockdown. © 2022, Institut National de la Statistique et des Etudes Economiques. Védrine","doi":"10.24187/ecostat.2022.534.2080","DOIUrl":"https://doi.org/10.24187/ecostat.2022.534.2080","url":null,"abstract":"– Since the 2000s, the Common Agricultural Policy (CAP) has become one of the key components of rural development policy, which takes the form of a national programme in France; however, few studies have been dedicated to assessing its impact on the attractiveness of rural areas. This article presents the results of an evaluation of the specific impacts, during the period from 2007 to 2013, of the European rural development measures and measures relating to quality of life and diversification of the rural economy applied in France on the economic and residential attractiveness of the municipalities benefiting from the measures. The impacts of the projects are estimated using a difference‑in‑differences method with propensity score matching. The evaluation reveals little impact on residential attractiveness. It is applied to the effects of COVID-19 activity restrictions, in the spring of 2020, on ambient air pollution in France. These effects are evaluated in terms of Life Years Gained (LYG) and in monetary terms for two air pollution indicators. This approach is compared to a standard estimate on the basis of difference. It gives results that are lower by a factor of 3.7 to 5.5 for LYG and, on account of the additional effect of discounting, gives an economic valuation that is lower by a factor of 4.7 to 6.9. These results show that an adapted valuation of the long-term health benefits, then their translation into monetary terms, is essential in order to compare the long-term consequences of temporary exogenous impacts or policies. © 2022, Institut National de la Statistique et des Etudes Economiques. The results are compared with those from the INSEE CAMME survey (a monthly consumer confidence survey), which has been carried out for many years. The conclusions drawn from the results obtained through these two surveys converge: the level of inflation anticipated by households is higher than actual or forecasted inflation. During the period 2020-2021, inflation expectations were positively correlated not only with current inflation, but also with the expected level of unemployment. During the COVID-19 crisis, only the first lockdown had a positive effect on expectations. However, the methodology of the two surveys differs, leading to discrepancies in the extent of the bias on current inflation, the dispersion of expected inflation or the intensity of correlations with actual inflation or with unemployment. © 2022, Institut National de la Statistique et des Etudes Economiques.
