Adaption of the electoral legislation to the requirements of the time appears to be important. The present study is aimed at a comprehensive analysis of the Russian legislation regulating the issues of election campaigning in the information and communication network \"Internet\". The article analyzes Federal Law № 43-FZ dated March 9, 2021 \"On Amendments to Certain Legislative Acts of the Russian Federation\", Federal Law №67-FZ dated June 12, 2002 \"On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of the Russian Federation Citizens\", Federal Law № 149-FZ dated July 27, 2006 \"On Information, Information Technologies and Information Protection\", Federal Law № 20-FZ dated February 22, 2014 \"On Elections of Deputies to the State Duma of the Federal Assembly of the Russian Federation\". Amendments to the legislation regarding regulation of election campaigning in the Internet are considered as a timely and adequate response to the growth of Internet use for campaigning purposes. Election commissions have additional rights to prevent dissemination of campaign materials and information in the Internet that do not meet the requirements of the electoral legislation. Concerning these appeals, election commissions can contact the Federal Service for Supervision of Communications, Information Technology and Mass Media. The calculations used indicators such as: settled financial result (profit-loss), the level of profitability of sold goods, products (works, services). It was concluded that the most cost-effective industries where the efficiency of the use of material, labor and monetary resources is highest are manufacturing. Based on the data, priority development industries have been identified that have the best positions in the sum of places in the Chuvash Republic: food production; production of chemicals and chemical products; paper and paper products; production of chemicals and chemical products; production of computers, electronic and optical products; production of electrical equipment. Recommendations are given to increase the competitiveness of the region's industry by creating regional clusters. In the Chuvash Republic, clusters can be created in the following sectors: manufacturing, including the production of electrical equipment, textile and clothing production; chemical production. At the initial stage, the cluster cannot exist without the support of the authorities. State assistance is needed for the implementation of projects of cluster members in the development of innovations, equipment modernization, and in improving the skills of workers. A synchronous comparative analysis applied to the mechanisms and institutions of state-territorial administration in foreign federations was used as a research method. Under normal circumstances, ensuring a high degree of vertical coordination of the budget process implies special attention to its constitutional, legal and administrative aspects. However, in extreme circumstances, the need for quick decisions and urgent measures exacerbates the problems of vertical coordination and can subsequently result in deterioration in the quality of public services provided. Based on the study of actual data and analytical studies, general and special problems of the budget process in the federal states are identified. The necessary institutional and legal changes are identified to address such socio-economic problems as reorganization of health care and overcoming social poverty. The ways of solving these problems in the framework of various models of the budget process federal management are considered. The relevance of a comparative analysis of budget federalism mechanisms is due to the fact that centralized methods of the budget process prevail in the Russian budget system today, with obvious asymmetry in the subjects' economic development. The economic crisis has increased the imbalance between the donor and recipient regions. That is why at present, improving the mechanisms for inter-budgetary alignment, the search for optimal institutions of administrative and economic management, taking into account the lessons of the crisis and the experience of foreign countries, attract the attention of researchers from different countries. By comparing traditional institutions and innovations, it is possible to draw conclusions about the specifics of the budget mechanism in the Russian Federation and the goals of its economic policy. When implementing anti-crisis measures, it is of great importance to establish an optimal balance between vertical and horizontal alignment of regional budgets as a strategy for further development of the federation. The analysis of the advantages and disadvantages of decentralized and centralized management makes it possible to identify the most effective institutional and legal mechanisms for influencing socio-economic relations. The purpose of the article is to compile a generalized picture that reflects the current state of industry in the Volga Federal District. In order to conduct the most complete analysis of statistical data related to the development of digitalization processes in the industry of the Volga Federal District, the statistical and economic method was used when writing the article. The theoretical value of the materials of this article is that they deepen the knowledge about the laws of industrial development in the Volga Federal District. In practice, they can be used in developing federal and regional strategic programs, for adopting certain measures to develop branches of industry. The author substantiates the thesis that the court and justice should be perceived as the foundation of civil society. Attention is focused on the fact that the formation of an independent and effective judicial system cannot take place without a direct and active role of the society. An important characteristic of the rule of law is the judicial system, which can act as an independent and impartial intermediary between the civil society and the state. Consequently, the path to the evolvement of a civil society must pass through the direct participation of citizens in the political life of the country and organization of a responsible judicial system. At this, justice should be considered both as a duty and the right of public authority, which is also based on the desire or unwillingness of individuals to assign such a power to the authorities. At the same time, in the spirit of the concept of separation of powers, exclusive attention should be focused on the analysis of theoretical and practical foundations of the judiciary in the conditions of the transforming Russian state, which is a complex, multidimensional task aimed at improving the legal regulation and activities of all the judicial system components, expanding the organizational and functional powers of the judiciary, as well as streamlining the rights and obligations of all participants in the judicial process. On the basis of actual data, the predominant role of state programs in forming the budget system expenditures in the Russian Federation is shown. On average, in 2014-2019, the share of expenditures on state programs was 51.5%. In 2019, the share of expenditures for implementing the state programs in the structure of federal budget expenditures was about 61%. The relevance of the topic showing the impact of state programs on the federal budget expenditures is caused by the fact that in modern conditions, implementation of state programs contributes to harmonious developing certain life spheres in the Russian society and helps the state to direct budget funds more specifically for certain purposes within the areas of state programs implementation. The predominance of state programs gives the state the opportunity to allocate federal budget funds purposefully, as well as it provides an opportunity for the state to finance the main policy directions. The article defines measures to prevent the ideology of terrorism at the general social, special criminological and individual levels. The main focus is put on the methods of special criminological prevention of the ideology of terrorism. At this, the role of pedagogical collectives of secondary schools, colleges and higher educational institutions in the system of terrorism ideology prevention is analyzed. Possible practical forms of extracurricular work with students, teachers and parents of students, aimed at preventing the expansion of terrorism ideology in the field of education are indicated. In the context of the coronavirus pandemic and increasing payments from the federal budget to support the most affected sectors of the economy and the population, the issues of ensuring sustainability of the income base become most pressing. Methods of statistical analysis were used to explore the topic of research. The article analyzes the dynamics and structure of revenues from foreign economic activity. Analysis of foreign trade turnover is carried out. The increasing role of value-added tax on goods imported into the country with a decrease in export customs duties is revealed. The illegal, including criminal, foreign economic activity causes significant damage to the national interests in the sphere of the economy, acting as one of the most serious threats to the economic security of Russia, as evidenced by the statistics of criminal cases initiated on customs offenses and the amount of additional accrued customs payments. Special emphasis is placed on the issue of using the principles of economic efficiency in a situation of increased need to spend the state budget on social needs. The purpose of this study was to identify the areas of social financial support by the state where adjustments are currently the most justified and necessary due to the macroeconomic situation. The hypothesis of the study is that the existing model of social financing has a number of shortcomings that reduce the effectiveness of financing the social sphere. As a result of the study, the authors identified these shortcomings, revealed the prerequisites for their occurrence and formulated the directions of interventions to reduce the negative influence of the most significant factors. An alternative model of support for citizens is named, implementation of which is possible due to the positive dynamics of social sectors. The article considers one of the most important mechanisms for financing the social sectors – implementation of state programs. The modern mechanism of social programming, as well as the specifics of its formation is clarified; the most important regional social programs are analyzed, the shortcomings of their implementation in the regions as well as gaps in the regulatory framework are emphasized.
