The electricity market became a complex and unpredictable environment, involving a large number of different entities, playing in a dynamic scene to obtain the best advantages and profits. Software tools became, therefore, essential to provide simulation and decision support capabilities, in order to potentiate the involved players' actions. This paper presents the development of a metalearner, applied to the decision support of electricity markets' negotiation entities. The proposed metalearner executes a dynamic artificial neural network to create its own output, taking advantage on several learning algorithms implemented in ALBidS, an adaptive learning system that provides decision support to electricity markets' players. The proposed metalearner considers different weights for each strategy, depending on its individual quality of performance. The stochastic nature of these power sources increases the need for the reserve power in real-time market. Having a flexible power source, hydropower producer can provide reserve power and increase its profit. Therefore, to build a planning model, which will allocate available capacity in different market places is an essential task for the price-taker hydropower producer. This paper uses optimal bidding model to the day-ahead market considering real-time balancing market under the uncertainties of the day-ahead and real-time market prices. Specifically, the model is built using stochastic linear programming approach. According to the results, for simultaneous bidding to day-ahead and real-time markets two extreme cases are happening. To make the bidding strategies more realistic and robust different novel approaches are modeled and assessed. In this paper, we consider shift from keyword-based representation to other perspective on representation of document's focus in form of key-concepts. The advantage of using concepts over simple words is that concepts, apart from words, are unambiguous. This leads to better understanding of key-concepts than keywords. We present novel method of key-concept extraction, which provides an efficient way of automatic acquisition of key-concepts in machine processing. We evaluate our approach on classification problem, where we compare it to baseline TF-IDF keyword model and present its competitive results. Unlike existing registries, IPAS presents the novelty of modelling public services from the view point of the value they have for the consumers and the providers. A value-added-service (VAS) is linked to a life event that requires its fruition, addresses consumer categories to identify market opportunities for private providers, and is described by non-functional-properties such as price and time of fruition. Where Italian local authorities leave the citizen-users in a daedalus of references to understand whether they can/have to apply for a service, the IPAS model captures the necessary back-ground knowledge about the connection between administrative legislation and service specifications, life events, and application contexts to support the citizen-users to fulfill their needs. As a proof of concept, we developed an operational Web environment named ASSO, designed to assist the citizen-user to intuitively create bundles of mandatory-by-legislation and recommended services, to accomplish his bureaucratic fulfillments. The Benthic Quality Index (BQI) has been introduced within the European Union Water Framework Directive to assess the quality of marine habitats. The index is based on sensitivity/tolerance classification and quantitative information on the composition of soft-bottom macro fauna. These documents mention domain entities such as persons, places, professional positions, decisions and actions. Querying these documents (instead of browsing, searching and finding) is a very relevant task for any person in general, and particularly for professionals dealing with intensive knowledge tasks. Querying text-based documents' data, however, is not supported by common technology. For that, such documents' content has to be explicitly and formally captured as facts into a knowledge base. Making use of automatic NLP processes for capturing such facts is a common approach, but their relatively low precision and recall give rise to data quality problems. Furthermore, facts existing in the documents are often insufficient to answer complex queries, thus the need to enrich the captured facts with facts from third-party repositories (e.g. public LOD). This paper describes the adopted process to clean, populate and enrich a knowledge base repository that is further exploited to answer complex queries. The system incorporates a model for estimating losses due to earthquakes in near real-time and a geo-browser for visualisation of hazard, exposure and loss data. Preliminary validation of the system is performed using as test cases six global earthquakes and their associated industry loss data.
