Voting results always lead to a broad debate in terms of candidate selection and whether the candidate elected to a position is suitable for that position. At present, the selection of qualified personnel and their appointment to responsible positions in public administration is one of the topical issues. In this article is proposed an MCDM for selection of candidates in e-voting. Criteria for the candidates' selection are determined and the relation of each candidate to other candidates is assessed using a binary matrix. Candidate rating is calculated according to all criteria. A numerical experiment is provided for candidate evaluation on the base of the selected criteria and ranked according to the importance of the criteria. The proposed model allows selecting a candidate with competencies based on the criteria set out in the e-voting process and making more effective decisions.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019040103","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44454240","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A case in Malawi was analysed using secondary data. A general inductive approach was used to analyse media reports on voter registration. The general inductive approach supported the development of themes for explaining the role of telecentres in addressing some of the challenges for voter registration. The study showed that the voter registration process has problems without obvious solutions including operational, social and political issues. Some of the problems can be mitigated utilising the services in telecentres. The services were mainly technical, logistical and communication. The study proposes a model for collaborative service delivery which suggests factors to be considered when co-locating voter registration in telecentres.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019040101","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48167963","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The literature focuses on how new platform technologies have decreased existing transaction costs (i.e., online platforms). Surrounded by uncertainties in today's diverse, complex, competitive, and a fast market environment, the lack of legal coordination has created new transaction costs for digital platform companies. There is limited research on new digital platform company experiences with high transaction costs. There is also limited information on how to overcome these costs, especially due to the lack of legal coordination. This article documents ways to understand how transaction costs are revealed through new technologies. It compares diverse regulatory impacts of the new economy on different localities, including San Francisco and Istanbul. Analyzing Uber as the case company, as well as its relationship with other stakeholders, this article adopts the governance model of regulation to identify the constitutive dynamics of the regulatory challenges. It reveals that local and global e-hail firms in the same country acquired different acceptance and responses in the local market. Thus, the level of transaction costs varied. Local communication based on diversity and competition was derived from the vested interests of lobbying powers, which led to the rising transaction costs. Comparing the local governance in two cities reveals the extent to which transaction costs affect the raison d'etre of companies to perform activities.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019040104","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49594152","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This applies to National Tourism Agencies, as well as tourism-related general government bodies (GGBs) and local authorities (LAs). This study examines such organizations alongside selected chief administration officials (CAOs) that are related with the tourism sector and attempts to evaluate their presence in three social networks: Facebook, Twitter and YouTube. In order to do so, this article builds upon and expands on existing social networks' metrics, incorporating them into metrics of online followership. The quantitative analysis results in a ranking of best performers, from which the authors select three good performers in order to follow with a qualitative analysis of semi-structured interviews. By merging the quantitative results with the feedback from the interviews the authors propose a basic normative social networks management toolkit for tourism-related public entities, found to be comprised of six thematic axes.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019010102","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"45476223","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The International Telecommunication Union (ITU) reports that at the end of 2014, only 7 percent of households in LDCs, most of whom are in Africa, had Internet access. This study analyses data from the ITU database and other sources to identify the determinants of the digital divide in Africa. Results show that peculiar challenges such as affordability and digital literacy do influence the percentage of African households who do not use the internet.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019010104","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42102894","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Politicians and (elected) public administrators worldwide have adopted Facebook as an important approach to connect with citizens. This study explores whether the Facebook phenomenon can improve the process of online political communication and citizen participation. The study adapts a content analysis method and proposes six strategies for analyzing Facebook page posts of Taiwanese legislators. The authors compare Facebook posts during both election and regular sessions to see the difference in patterns of these posts and communication strategies adopted by the legislators. The findings reveal that a percentage of e-participation achieves an acceptable rate, but most communication of legislator Facebook is one way. The results indicate that legislators' Facebook is another platform to distribute public information to citizens, and many have potential to create more public values.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019010101","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49508846","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Especially when medium-sized municipalities are concerned that typically have less capabilities and available expertise, the need for a methodological framework for supporting the selection of possible interventions is profound. The aim of this article is to propose such a participative method for investigating the sectors in which a municipality could take actions, and for deciding on possible interventions. The approach includes citizens' opinion, municipality policy, and the organizational, technological and economic status of the municipality, as well as best practices from other smart cities. This way, a multi-criteria decision support model was developed, in order to select the best application scenarios for a medium-sized municipality. The model was applied in Samos Island in Greece, revealing that citizens show great interest in the development of smart applications. The whole approach can be easily applied, with the proper modifications, in a large variety of cities, offering a useful tool to decision makers and societies.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2019010103","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43582765","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Past research has found that a variety of factors drive individual decisions about participation, including the media that citizens use to gain political information. Social media offers the possibility of engaging citizens in a new way and potentially increasing various forms of participation. In this article, the role that social media use has in fostering a variety for forms of political participation is examined. This article finds that social media use can be a driver of participation, but that this impact is largely contingent on the political predispositions of the user.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2018-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2018100104","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48740446","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The data suggests that governments continue to prioritize technical access elements over more participatory elements of digital literacy, making it difficult to go beyond basic literacy requirements. In addition, there are a number of barriers that make it more difficult for teachers to cultivate digital citizenship. These barriers include: the dissolving boundary between in-school and out-of-school contexts; the commercial nature of the digital world; and the continuing difficulty of evaluating online information. This article concludes by arguing that the concept of digital literacy should be broadened beyond the skills-based approach and instead should be solidly organized with the goal of promoting and preparing students for democratic citizenship.","PeriodicalId":42809,"journal":{"name":"International Journal of Public Administration in the Digital Age","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2018-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.4018/IJPADA.2018100103","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48565604","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is aimed at supporting informed and transparent participatory processes while reducing the ability of sponsoring authorities to “cherry-pick” policy proposals and avoid providing explanations.
