Medeni","doi":"10.4018/ijpada.2020010102","DOIUrl":"https://doi.org/10.4018/ijpada.2020010102","url":null,"abstract":"This article presents the findings of a comparative study about citizen attitudes towards e-government services, which was conducted in the Northern and Southern Nicosia Municipalities in Cyprus. The study is important and valuable first due to the fact that Cyprus is a small island, a topic which received limited attention in e-government research. Second, Nicosia remains the world's last divided capital city, and e-government comparisons in divided capital cities are even rarer. The results show that both municipalities were rated poorly in terms of efficiency, transparency, and vision. The models also indicate that the development of e-government practices affect e-voting, perceived e-government benefits and organizational agility positively in both cases. Nepotism was found to negatively affect the development of e-government practices in the North, whereas human rights and social media have a positive effect. Marketers adopt a number of unfair practices for collecting information through direct and digital marketing and this raises concerns about consumer privacy. The article discusses the various aspects of consumer privacy and the need for protecting consumer privacy. The article further focuses on the various regulations enforced by regulatory bodies and governments of countries to protect customers. Various initiatives taken by companies to protect customers are discussed. Direct and digital marketing channels allow companies to collect information and intelligence about customers and to influence them. However, companies should be sensitive to customer concerns. This study is in line with global literature pertaining to the implementation of RFID technology in libraries and intends to explore and examine the perceptions of employees from two libraries in Qatar. Data was collected from both staff and managers using two separate surveys. The perceptions of both sets of employees were analyzed and compared to highlight the differences in benefits, drawbacks, and issues concerning the implementation of RFID in contrast to barcode. ‘Shelf management of resources,' ‘perceived RFID contributions,' and ‘workplace efficiency' were the top 3 rated dimensions pertaining to the use of RFID. Additionally, ‘increased customer satisfaction' was rated the highest among the reasons as to why RFID is adopted in libraries and the fact that all negative decision determinants were moderately perceived when compared to the positive ones indicates the overall positive attitude of managers in these libraries towards RFID technology. This exploratory qualitative study focuses on the possibilities and challenges that should be overcome in the quest to practicalize the implementation of security policies and other legal instruments relating to police cooperation and collaboration in Africa. Twenty-five top police officers and other security experts in Ghana were selected as participants using snowball approach. The participants were interviewed for their views on international police cooperation focusing on cooperation among the various police forces in Africa. The outcome of the study revealed that the major challenges include financial constraints, language barriers, political interference, and problems associated with information technology systems. The proposed conceptual model was extended by adding social influence, awareness, and quality of internet connection. The proposed model was empirically tested using survey data provided by 150 respondents and was analyzed using a structural equation model (SEM). The findings indicate that the proposed model is a stable model and a good explanatory. Perceived usefulness is predicted mutually by social influence and awareness. Moreover, perceived ease of use is predicted by quality of internet connection. The State of Qatar has implemented many e-government initiatives but little has been done to investigate their progress. This study aims to bridge the knowledge gap by shedding the light on a specific e-government initiative: the Baladiya application system, the electronic service for municipalities. It uses qualitative data from semi-structured interviews conducted with the director of customer service in each of the municipalities in Qatar. An inductive approach allowed findings to emerge. E-government provides a broad array of services to local users however three main aspects remain problematic. First, the high quantity but low quality of information received from users via e-government hinders the customer relations. Second, while services are readily available, e-government channels are not widely adopted. Measuring such progress enables data-driven decision-making and management of SDG-relevant projects and strategies. The premise of this research is that measuring such indicators depends on measuring so-called means of implementation, i.e. activities that directly contribute to the achievement of SDGs. Building on this premise, this article studies how the measurement of digital government (DG) can contribute to the measurement of SDGs. In particular, how the indicators originating in three DG measurement instruments can inform the SDG indicators. The current review adopted the meta-synthesis approach to conduct the systematic review on 61 selected research papers. The study has covered the enablers for such initiatives and how governments of various countries can achieve open government benefits like lower level of corruption, higher level of public awareness and education, high level of transparency, more democratic control, improve efficiency and effectiveness of public services, and improve public services. The author has extracted various risks and challenges that obstruct open government efforts from getting their full potential. The study is helpful for policymakers of those countries who are planning to implement an open government system in their countries. The objective of this article is twofold: to better understand some of the major inhibitors of public value creation within a context of digital government, and to offer some fresh insight into how such inhibitors may be overcome in order to strengthen public value creation by leveraging digital governance innovation. In pursuing this objective, the author adopts the Government of Canada as a broad, qualitative and exploratory case study of digital government's capacities to generate public value. These findings reveal many structural and cultural inhibitors within the Government of Canada to innovation and public value creation across the inter-related realms of service, openness and engagement. However, studies on employee participation reported on the lack of end-users participation in the public sector and on the need of improvement of participation concepts. This article investigates different participation practices and used methods for participation within different approaches such as Human Centered Design, Ethnography, Contextual Design and Human Resource Management, and explores opportunities for participation across the system developement life cycle in the public sector. The findings reveal a variety of participation opportunieties across the whole process.
