{"title":"The Power of History: European Strategic Social Sciences and Humanities Research for Science Diplomacy","authors":"R. Bertelsen","doi":"10.3917/heri.002.0023","DOIUrl":"https://doi.org/10.3917/heri.002.0023","url":null,"abstract":"H2020 Inventing a shared Science Diplomacy for Europe (InsSciDE) was European strategic Social Sciences and Humanities (SSH) strategic research. The aim was developing European science diplomacy, the use of scientific relations for foreign and security policy purposes. Strategic SSH research is rare compared to strategic research in Science, Technology, Engineering and Math (STEM), making InsSciDE a particularly innovative project. The article discusses the value of SSH science diplomacy research for science diplomacy strategy formulation, and it presents the strategic research task given by the European Commission (EC), which InsSciDE responded to. Social theory and concepts on power guided a continuous consortium discussion on science diplomacy between historical case studies and formulation of science diplomacy theory and strategy. The article outlines how social theory on power can structure analytical and strategic discussions on science diplomacy. {"title":"Between an Old and a New Scramble for Africa? Using the History of Science Diplomacy to Understand the Present","authors":"Daniel Gamito-Marques","doi":"10.3917/heri.002.0053","DOIUrl":"https://doi.org/10.3917/heri.002.0053","url":null,"abstract":"In this article I reflect on my experience as a teacher in the first Warsaw Science Diplomacy School, which was hosted at the European Academy of Diplomacy in 2020. I organized a module on science diplomacy and the relations between Europe and Africa, building on the work I had been developing as a case study author in the context of the H2020 “Inventing a shared Science Diplomacy for Europe” (InsSciDE) project. I discussed the diplomatic role of a Portuguese nineteenth-century zoologist, José Vicente Barbosa du Bocage (1823-1907), who became Portugal’s Minister of Foreign Affairs during a critical period in the Scramble for Africa, in which his country competed with France and Belgium for international recognition of colonial sovereignty over the Congo region. I showed how Bocage’s political career was propelled by his insertion in scientific and colonial networks, and how he deployed them while in power to gain leverage in difficult diplomatic negotiations.
