However, one of the most critical questions in recent days is as follows: what are the effects of social expenditures in eliminating unemployment? The primary purpose of this article is to provide empirical evidence on the impact of social spending on chronic unemployment in the selected organization for economic co-operation and development (OECD) countries.Design/methodology/approachIn this study, the data of 30 selected OECD countries between 1991 and 2018 have been compiled. First, countries have been divided into four categories according to their spending intensity to determine the effects of social spending on the long-term unemployment rate. Then, the auto-regressive distributed lag (ARDL) approach and the error correction models (ECM) examine the variables' short- and long-term interactions.FindingsThe author found that the change in the share of social expenditures in GDP affects chronic unemployment similarly. This finding is consistent with the results of studies in the literature dealing with the relationship between public sector size and unemployment. However, the research findings are specifically about the effects of social expenditures on chronic unemployment. In this respect, the results reflect that expenditures with passive characteristics have an expansionary effect on long-term unemployment. In addition, the progressive effect of social expenditures on chronic unemployment is increasing in countries with high expenditure intensity. In countries with relatively low spending intensity, the impact of social spending is limited to the short run and is lower.Originality/valueMultiple studies have reported that public policies developed in line with the incentives of active employment and public or private sector investments reduce the unemployment rate by positively affecting the output/employment level. This study, unlike other studies, focuses on the effects of social expenditures on chronic unemployment. It also compares the effects of social spending on the long-term unemployment rate for countries with varying spending intensities. Therefore, this article tests the impact of social expenditures used against a concrete socioeconomic problem in the OECD sample. Moreover, if all other economic control variables are constant, 1% increase in governance raises the economic growth on average by 1% at 10%, 5% and 1% significance levels, respectively. Furthermore, each country's rise in economic growth favorably and substantially influences the economic growth of its bordering nations. Then, both static and dynamic panel models are investigated.FindingsResults suggest big difference between the former French colonies and Anglophone ones. For the French colonies, product and labor market flexibility are found to have significant and positive impact on elasticities, while for Anglophone ones, only foreign direct investment and government size are found to have significant and positive impact. Besides, all reforms and/or economic measures need to be complemented by macroeconomic policies aimed to increase economic stability.Originality/valueThe results presented in this study highlight some of the factors that appear to drive the relationship between employment and some structural policies, macroeconomic indicators and demographic factors for two groups of former colonies. The paper provides policy conclusions based on these results for the two groups. The literature emphasises the activities of these three institutions as indicators of social inclusion. Also, they accurately describe the social interactions of slum inhabitants at different levels.Design/methodology/approachThree large slums (Makoko, Ilaje and Iwaya) in Lagos State were purposively selected for this study. Using a multi-stage sampling technique, there was the first level of cluster sampling across the communities and second-level random sampling of household heads in the clusters. In all, 400 respondents were sampled but 388 valid responses were used for the analysis.FindingsThe study found minimal levels of inclusion in many of the indicators. However, Makoko had a higher degree of inclusion with respect to social relations and political participation compared to the other locations. Due to the poor level of governance, the resilience of slum dwellers has waned.Research limitations/implicationsThe study was limited to three of the largest slums in Lagos State. Moreover, due to threats of eviction in recent times, many respondents were reluctant to provide adequate answers to some of the questions asked. However, the responses gotten were adequate to provide appropriate awareness and relevant recommendations.Originality/valueThe use of primary data made it possible for novel results to be generated on social inclusiveness in selected slums. These resources constitute integral components for any economic development due to the long-lasting relationship with all sectors in an economy, yet there is an obvious disagreement between growing economy and employment generation in Africa. Though there has been a growing pattern of economic size, particularly the gross domestic product (GDP) among African countries, most of these economies are low in human development. The disagreement between economic growth and employment generation in Africa despite abundant natural resources located on the continent calls for public discourse among scholars. Therefore, the purpose of the study is to examine the peculiar drivers of unemployment intensity in a region characterized by endowed resources.Design/methodology/approachThe paper adopts two approaches; the authors employed the pooled mean group (PMG) estimator and utilised stochastic frontier analysis (SFA) to generate a government efficiency index between the period 1991 and 2017 among sub-Saharan Africa (SSA) countries.FindingsThe empirical results through the single output-multiple inputs framework indicate that on average, there is a low level of government efficiency towards increasing the objective of human development in Africa. However, in the long run, natural resource endowment has a positive and significant relationship with employment generation for SSA. Accordingly, this paper also proposes the concept of “Neomercantilist War” which analyses the use of military force to protect a strategically vital economic resource (such as Gulf oil). Neomercantilist War is a point of similarity between the GPE school of neomercantilism and the International Relations (IR) school of realism.Design/methodology/approachThe 1991 Gulf War and the American invasion of Iraq in 2003 are two major events of American military involvement to protect and/or seize Gulf oil. These two events will be tested for neomercantilism, in addition to the concept of “Neomercantilist War” as presented in the paper. The first feature, or definitional component, of neomercantilism is the major role of the state, the second is the preponderance of security/geopolitical goals over economic goals and the third is the zero-sum, relative gains mentality to dealing between states IR.FindingsThe GPE school of neomercantilism and the concept of Neomercantilist War do offer a sound explanation of American military involvement in the Gulf.Originality/valueThe American military involvement in the Gulf region has been analysed using the IR schools of realism and liberalism, but never using GPE theory. The general lockdown imposed by the government to curb the spread of coronavirus disease 2019 (COVID-19) has had so many effects like loss of jobs, insecurity, businesses collapsing, salary cuts, unemployment and increased prices of commodities in the market.Design/methodology/approachThe paper focused on secondary data for the period 1991–2019 for GDP/capita, inflation, population size and mortality rate which were obtained from World Development Indicators (WDI). Time series analysis tests like augmented Dickey–Fuller (ADF), Bounds co-integration and autoregressive distributed lag (ARDL) were used to determine the stationarity conditions of the variables, co-integration presence among the variables and to determine the short-run and long-run relationships between the endogenous and exogenous variables.FindingsThe study shows that the variables are stationary at different orders i.e. I (0) and I (1) and the presence of co-integration among the variables. This paper was done by reviewing the original balanced scorecard literature and writings regarding the public and local government sector. This literature formed the basis for analyzing the various sections of study.FindingsBalanced scorecard is one of the important models for developing and measuring local performance. The study is unique in quantifying the potential variations in US consumer confidence due to COVID-19 under different scenarios, by providing a projection until December 2021. It also estimates the time needed for recovery and offers guidance to policymakers on ways to contain the negative impacts of COVID-19 on the economy by restoring consumer confidence.FindingsAll scenarios show a gradual recovery of consumer confidence and consumption expenditure. This study recommends expansionary policies to encourage consumption expenditure to generate additional demand and boost economic growth and job creation.Practical implicationsThough this study is limited to the US consumer confidence index, it offers significant implications for marketers, customers and policymakers of other developed economies. The authors recommend expansionary economic policies to boost consumer confidence, raise economic growth and result in job creation.Originality/valueThe study is unique in quantifying the potential variations in US consumer confidence due to COVID-19 under different scenarios; by providing a projection until December 2021. This study aims to explore the impact of the business–investment climate on firm performance in a sample of six countries in the Middle East and North Africa (MENA) region and Turkey. Furthermore, we extend our analysis to explore the impact of business–investment climate on the resource misallocation in Egypt and Turkey.Design/methodology/approachThe study used fixed effects models to investigate the relationship between the business and investment climate, expressed by the obstacles in state–business relations- and the firm performance, which is measured by the firm's value-added, the labour productivity and the total factor productivity To reduce the endogeneity coming from possible reverse causality and the perceptions about the business climate, an instrumental variables (IV) approach applying the two-stage least squares (2SLS) method was followed. The empirical analysis relies on data derived from the World Bank Enterprise Surveys.FindingsBased on estimates, the obstacles in business climate may reduce the firm performance measures by 15–40%.
