Based on feedforward-feedback nonlinear dynamic filter (FFNDF) and employing random arithmetic coding, a novel image encryption scheme integrated with the set partitioning in hierarchical trees (SPIHT) has been proposed. The FFNDF is employed to generate pseudorandom sequences which determine the mapping the interval position in the process of arithmetic coding. By encoding the bits obtained from different passes in the SPIHT algorithm with adaptive random arithmetic coding, we obtain a flexible secure image compression coding scheme. Also, the scheme accommodates features of progressive coding of the SPIHT. Theoretical analysis and experimental results show that the scheme has good cryptographic security and perceptual security, and it does not affect the compression efficiency apparently. Under the intense competition of the market, the motivation of the top managers has become extremely important to maintain the durable competence and the long-term development of the company. At present, state-owned enterprises are facing an uncommon developing period. Reform and innovation and the foundation of modern enterprise system raise a harder requirement to the top management. To exert the leading function of them, motivation to them must be enforced. Therefore, it is necessary to make a change of motivation mechanism and motivation mode. State-owned companies are a special enterprise group. The efficient motivation to the management of state-owned companies should combine the characteristics of the company. The paper discusses the issue of the motivation mechanism through the case of JCB company and put forward a set of top-management motivation mechanism solutions, including the financial ones and the non-financial ones, based on the relevant theories of motivation systems and the concerning researches of scholars. At the same time the characteristics of the insurance market such as product homogeneity and price competition are pointed out and the advices on insurance supervision, industry self-discipline and product differentiation are put forward.
