Since it is a management tool, in order to understand\u0000the process of performance evaluation, it is necessary to understand the methodological activities based on the stages,\u0000cases, principles, methods, techniques, procedures, and processes, and which are impacted by the behaviour of each\u0000member of that organization in order to ensure the achievement of the indicators set by managers, i.e. to guarantee\u0000performance. Implementing the Balance Scorecard in public services is important and must start from the challenge related\u0000to the performance level, posed to public service managers from the perspective of public service beneficiaries. Evidence\u0000has shown inefficient and even lack of transparency concerning the development strategy of a public service related to its\u0000beneficiaries. The exploratory research tackles participatory initiatives and\u0000interactions between citizens, public administration, and professionals that aim to improve the well-being of citizens in their\u0000cities of residence. The research employed a theoretical view of collaborative public participation, one that is not, however,\u0000confined to a dualistic approach, but one in which the citizens value the existence of intermediary actors or structures to\u0000guide public participation. Moreover, adversarial potential in participatory planning processes is not excluded, especially\u0000as participation involves a diverse network of actors. But in\u0000Bhiwandi-Nizampur Municipal Corporation, the revenue receipts are decreasing due to local body tax, grants, rent from\u0000other fixed assets. Revenue expenditure is increasing because of salary and allowances to staff, administrative expenses,\u0000communication expenses, fees, advertising, repair of roads, computer equipment’s, furniture, and transfer from schemes.\u0000Capital receipts have decreased due to grants contribution from state and central government, loans, and other liabilities.\u0000The capital expenditure is increasing due to contribution of municipal buildings, electrification and street lighting, vehicles.\u0000Municipal corporation must find alternative sources of revenue. It must increase the entertainment tax, user fees of various\u0000services and rent of municipal buildings and properties. It must reduce expenditure on vehicle allowances and\u0000maintenance. The municipal corporation must increase capital expenditure on information technology, roads, street light,\u0000water supply, and sanitation. Public-private partnership is important to raise capital to finance various socioeconomic\u0000infrastructure projects. The scope of this paper is to raise awareness that a\u0000new transformational approach for emerging Romania is required in order to take advantage of the opportunities offered\u0000by the quick EU response to the pandemic crisis and the EU’s traditional financial support for its member states. This\u0000paper used a desk-research analysis of EU documents. Investments, funds, and financing available for Romania in the\u00002021-2027 programming period should be used wisely in order to contribute to the country's sustainable growth. Multilevel\u0000governance and coordination are the key factors to foster sustainable growth and the implementation of environmental,\u0000social, and governance practices. A positive change within the framework of new financing opportunities for the 2021-\u00002027 programming period is possible, only if leaders from different levels of governance collaborate, create, and share\u0000best practice on different topics of general interest in order to foster the social, economic, and democratic growth in\u0000Romania, achieving in this way the economic convergence with the western half of EU.
