It is especially difficult for Deaf patients to explain their ailments to medical personnel without the aid of interpreters and as a result their treatment is either delayed or even neglected. This paper presents a glove based sign interpreter that enables a Deaf person to communicate with those who do not understand sign language. The glove based sign interpreter consists of a smart glove embedded with flex sensors and accelerometers that capture the hand gestures. The signals from the sensors are processed by a microprocessor and displayed on a computer monitor as words that can be read by medical personnel. A new digital ecosystem, represented by chatbots seem to offer promising solution by embodying the function of a virtual healthcare expert, who is always available to provide information in the required precision. Powered by AI and machine learning algorithms, chatbots are forecasted to bring forth accuracy, precision and availability of information when used. Despite availability and huge global activity in TVWS, developing countries still experience a huge digital divide with an average internet penetration of 30%. This study aimed at exploring TVWS opportunities and challenges in the developing countries especially in the sub-Saharan Africa in increasing internet penetration and improve social services. The study used document and computer-based content analysis to review the TVWS research trends between 2008 and 2018. 303 articles from electronic databases, conference proceedings, and selected electronic journals were reviewed. ICT is both a driver and enabler of changing people’s lives. For example, it changes the way people communicate, study and do business. Mobile phones and internet are becoming more available even in the most under developed regions and the hardest to reach communities. While the use of these ICTs is creating a wealth of new opportunities, it may include risks created by other users who use ICTs in an unethical manner. Therefore there is a need to make people aware of the opportunities and dangers or risks that comes with the use of ICTs. This paper seeks to unveil the path that the Eastern Cape e-Skills CoLab (EC e-Skills CoLab) has taken to provide training, aligned towards the fourth industrial revolution (4IR), around the province. The CoLab has embarked on a number of training and awareness campaigns ranging from basic Computer Literacy, Cyber Security, Internet of Things (IoT) and Robotics. Training is provided for basic computer users (e.g. learners, teachers), sector users, ICT practitioners, and e-Leaders. Each of these user groups has its own training model that has targeted a specific focus. For example, learners are given training and workshops on both Cyber Awareness and Robotics, whereas ICT practitioners are provided with training ranging from Cyber Security to IoT. These professionals play a key role in the computing and software development industries. Although database programming skills are key fundamentals for learners in computing disciplines, skills mastery by students is still not easy. For these reasons, this study establishes an adaptive remedial learning model to assist learners in their quest of gaining skills online. The proposed solution adopts the use of fuzzy logic theory to create an appropriate learning path based on the learners’ prior concepts miscomprehensions. This technique selects a suitable remedial materials for learners after constructing a learning path based on the learners’ preference. After evaluation of the model through conducting several experiments, it is proposed that it can be used to offer a comprehensive and stable remedial learning environment for any LMS. Research has shown that adaptive e-learning improves the effectiveness of e-learning systems and removes the loneliness experienced by learners when they are online. Though this is the case, adaptive e-learning systems face the challenge of not only utilizing one learner characteristic to provide adaptation but also the problem of deciding which learner characteristic to model. This study was carried out in order to develop a learner model based on learning theories since learning theories do spell out on how learning occurs and therefore useful in determining which learner characteristic to model. Systematic literature review on articles dealing with adaptive e-learning was carried out. Articles were extracted from various databases and were selected using a three step process. 16 articles were selected for the final analysis. The results of the analysis indicate that, there is evidence of basing adaptive e-learning systems on learning theories and the most utilized theory is cognitivism. The learner characteristic that is majorly modelled is learning style. {"title":"An Enquiry into Digital Inequality Implications for Central Bank Digital Currency","authors":"T. Advantages of such a currency are perceived technological catch-up, and financial inclusion, inter alia. This paper evaluates the implications of digital inequality on CBDC. The paper finds that indeed digital access, a proxy of CBDC, is positively correlated with financial inclusion but is afflicted by digital inequalities with different or contradictory impacts. For example, an increase in digital access benefits financial inclusion, but owing to inequalities, the increase is at a lower level for older people than for young adults. Further, when the income gap worsens, financial inclusion deteriorates at a higher level for the poor than for the rich. The study concludes that CBDC will be vulnerable to the inheritable e-burdens of digital inequalities. This paper also aimed to identify and classify different mHealth apps and services used for maternal healthcare in developing countries by means of a Literature Survey. This paper is part of a larger study which aims to develop guidelines and strategies for implementing mHealth apps and services to support maternal healthcare in public hospitals in Namibia. Studies have revealed that mHealth apps and services have been useful tools in facilitating patient engagement in the healthcare process. This paper contributes to the understanding of existing apps and services which have been adopted for maternal healthcare in developing countries and provides useful insights on the research gaps to support the development of guidelines and strategies for implementing mHealth apps and services for maternal healthcare in public hospitals in Namibia. Twenty papers on mHealth apps and services met the inclusion and exclusion criteria. The findings suggest that short message service and mobile apps have been popular for supporting pregnant and postpartum women in developing countries. Research gaps were identified and recommendations were provided for the Namibian public health sector. The software industry has contributed up to 40% of the economic growth in the past 10 years with the number of registered firms increasing yearly. Despite these developments, few studies have investigated the software development methodologies and practices that have been applied in the software industry and how they affect the success or failure of the software projects. This study investigated software development activities in 18 firms to determine to what extent the software development methods are being adopted and the factors influencing the selection of such methodologies. The study used questionnaire, semi-structured interviews, and documentary review involving 54 developers and project managers from 18 software firms in Dar es Salaam, Tanzania. The study found that the majority of software firms have been adopting traditional software development methodologies accounting to 72% of 79 studied software products. Specifically, amongst 51 software products developed using traditional software methodology, nearly half of the software products adopted waterfall model. Moreover, agile methodologies and other iterative methods are rarely adopted in the software industry. Does this correlation also apply to adoption of evidence-based decision-making and, thus, application of data analytics, visualization and business intelligence? Cross-sectional survey design was employed. Quantitative data was collected through simple random sampling using an online questionnaire in nine purposively selected universities. Seven key questions formulated around process and data were posed to the participants. Qualitative data was obtained using focus group discussion and interviews. Pearson Moment Co-efficient of Correlation and bivariate regression were done. Content analysis was applied on the qualitative data. Significant correlation was observed with six out of seven items. It is concluded that institutional perspective on process performance and evidence-based decision-making is correlated with leadership orchestration. Effective adoption and application of data analytics, visualization and business intelligence in the digital age is dependent on institutional leadership.
