First, 88 elementary schools survey results, 80 percent plunge and students, and the school was very serious caused by an empty classroom. Second, Students period leading to utilization peaks were consuming on average 5.7 years. Third, Period average reception rate with more than 90% is 5.7 years, more than 80% is 9.1 years, more than 70% was 12.3 years, 60% or more was 14.6 years, 50% or more is 16.6 years, at least 40% is 18.4, 30 % to 18.9 years, 20% or more was found to take is 20.5 years. Accurate estimates also allow for informed decisions when considering the responsiveness of bids or proposals and for a contractor to better monitor construction progress. However, current method for construction cost of the public educational facility uses a basic criteria in Korea, e.g, construction cost per unit floor area. Therefore, the purpose of this study is to examine present architectural work cost rate of elementary, middle, and high school delivered by BTL(Build-Transfer-Lease). We examined real construction cost of educational facility according to level of school, such as elementary, middle, and high school. The examination revealed that unit price of BTL educational construction cost are different to the level of school, but the composing rate of architectural work cost of the educational facility are very similar. And it might cause poor efficiency and imbalance of distributing works on business in their charge and there are limits to keep the school’s environment. This study was constructed as follows : The first chapter of the study is composed with the purpose, contents and configuration of study, definitions of terms, and consists of a limitation of such studies. And in chapter 2, we define such concepts, the range of school safety incidents. In Chapter 3, the nation's school safety situation was investigated, And in the fourth chapter introduced the practice of foreign school safety plan, Chapter 5 was to provide direction for future school safety and accident prevention plan. Including 12 new elementary school in Dongbaek district and Dongtan New-Town 20 new elementary schools in the metropolitan area of New-City were examined for safety issues, such as the environment of school, school zones, school premises form compositions and its outdoor and indoor facilities. This study was aimed at some of the nation's metropolitan New Town Elementary School. Therefore, there is a limit to this generalization. Also planned construction safety plan elements for the indoor facilities are further studies are needed for this hayeoteumeuro excluded. Particularly, after diagnosing educational facilities with Sichuan earthquake momentum, remodeling construction of old educational facilities and buildings which were not designed not to resist earthquake are actively underway. Remodeling construction sites, however, are mostly small construction sites which consist of less than 30 full-time laborers, where a number of deaths from a fall occur by improper uses of protective gear. The projects have has a positive effect on saving the national budget as well as expanding the learning spaces. The absence of standard agreement contracted through discussion of participants, however, has made many problems in the operated projects. Through analysis on the previous researches and conference, the paper finds main problems discussed in the operating step. And, the feasibility study is carried out in order to analyze the appropriateness of on the existing agreements on the problems. Finally, the paper presents the standard agreement for the school building complex projects. The practitioners can prevent the existing problems from new projects through using the proposed agreement. For the efficient use of the budget to be used for maintenance of school facilities, an effort to extend the life of the facility to the max is needed. However, current maintenance system of school facilities is to deal with the defects after discovered, and consequently the durable period is shortened due to early deterioration of facilities and efficient budget execution cannot be realized.
