Williams","doi":"10.35293/SRSA.V40I1.274","DOIUrl":"https://doi.org/10.35293/SRSA.V40I1.274","url":null,"abstract":"This paper discusses the Decolonising Knowledge Seminar, a seminar which I initiatedin the Humanities Faculty at the University of the Free State’s (UFS) Bloemfontein campus in 2017. The paper’s opening sections present a rationale for the seminar. I maintain that there is considerable scholarship illuminating how colonialpower shaped the knowledge which academic disciplines generated about Africa during the late 19th and early 20th centuries. Much of it is focused on anthropology, the discipline centred on Europe’s non-Western ‘others’ and implicated in latecolonial government. Despite the influence of this and related critiques globally, with their focus on power-knowledge relationships, such work has not substantially permeated South Africa’s Afrikaans universities. There, humanities disciplineswere largely isolated from global knowledge flows during the apartheid era and continue to emerge from this insular past. The paper then discusses the seminar itself and what I see as its three main contributions: creating space for an open-endedexchange about colonial knowledge and its legacies, engaging critically with the language of decolonisation, and grounding discussion of decolonisation in scholarship on Africa’s colonial history, including the history of anthropology. Bytracing these dynamics, the paper offers a unique perspective on the unfolding conversation about decolonisation in South Africa, highlighting a specific initiative aimed at contributing to decolonising knowledge at one South African university.Moreover, the paper suggests how historical literature pertaining to anthropology speaks to decolonising knowledge at the UFS and Afrikaans universities generally, where questions of colonial knowledge and power have long been obscured. The first issue was subtitled 2010: Development or decline? (2010) and the second was New paths, old promises? (2011). These publications are edited in the Department of Sociology at Wits University as part of its Strategic Planning and Allocation of Resources Committee (SPARC) Programme. The series is intended to be a revival of the South African Review edited by the South African Research Service and published by Ravan Press in the 1980s and early 1990s. Arguably one of the best known of these series was issue seven edited by Steven Friedman and Doreen Atkinson, The Small Miracle: South Africa's negotiated settlement (1994). The latest publication should also be seen as direct competition for the Human Sciences Research Council's (HSRC) regular publication, State of the Nation. The New South African Review 3 is organised into four parts, namely Party, Power and Class; Ecology, Economy and Labour; Public Policy and Social Practice; and South Africa at Large. The four editors introduce each of the sections, consisting of 16 chapters in total. Thebook's format appears to be that of a yearbook but it is not linked to a specific year. It is therefore not in the same category as for example the South African Institute of Race Relations' annual South Africa Survey. The Review is organised around a theme, albeit very general in its formulation, and in the case of the third issue it is also not applicable to all its chapters. This article examines the formal architecture of the partnership by means of Wilkins's \"strategic partnership model\". One of very few analytical devices for the study of bilateral partnerships between states, Wilkins's template probes three phases in the development of such alignments, namely their formation, implementation and evaluation. Based on a set of international instruments devised by South Africa and Russia, the institutional features of their comprehensive strategic partnership are set out and a tentative evaluation of its operation is offered. A comparative dimension is introduced by referring to formal aspects of South Africa's strategic partnerships with its other BRICS partners, namely China, India and Brazil. 1. Introduction It is an age-old phenomenon that certain bilateral relationships between states are in some ways \"special\" or \"privileged\" and hence more important, better or closer than \"ordinary\" inter-state ties. In the 19th century, for instance, relations between Germany and Austria and between Russia and France were considered as exceptional by the parties involved (Evans and Newnham 1992:304). In modern times the notion of a 'special relationship', especially when written in capital letters, is reserved more or less exclusively for that between America and Britain (Evans and Newnham 1992:304). The term itself was coined by Winston Churchill in March 1946, when he was the leader of the Opposition in the British Parliament. In an historic address delivered in Fulton, Missouri, Churchill warned that \"an iron curtain has descended across the Continent\" (Europe) and that Western powers should stand together against the perceived Soviet threat. What he called \"a special relationship between the British Commonwealth and Empire and the United States\" would be at the heart of a united front. Such a \"fraternal association\", as Churchill portrayed it, \"requires not only the growing friendship between our two vast but kindred Systems of society, but the continuance of the intimate relationship\" in the military and security domains (Modern History Sourcebook, undated). The so-called Atlantic Alliance between Britain and America endured--with ebbs and flows --throughout the Cold War. In part due to the huge inequalities between the two partners in economic and military terms, the designation \"special relationship\" lost favour in recent years. In 2011, President Barack Obama and Prime Minister David Cameron opted for the expression \"essential relationship\" between the United States (US) and Britain (quoted by Blanco 2011:15). Many other states have since 1945 also claimed a form of \"specialness\" for their bilateral relationships. A Tuareg state, Azawad, was even put into practice, albeit for some months only. A second characteristic is that there has never been a serious attempt at integrating all Tuareg, regardless of the country they are living in, into a unique nation-state. Is the 'national identity' of the respective post-colonial states so strong that it supplants the 'claim for independence'? Or is the pre-colonial form of political organisation among Tuareg, the regional drum-group (ettebel), still so vivid that it impedes the establishment of a state that would encompass all Tuareg? Apart from the independence movement MNLA (Mouvement National pour la Libération de l'Azawad) operating in Northern Mali, there are Islamist groups which fight for the spread of an Islamic mode of life. Some of these succeeded in recruiting Tuareg, particularly among the Tuareg of the Kidal region. The appeal of the 'Islamic claim' to the Kidal Tuareg goes back to their genesis as a political entity during the period of colonial conquest when the French installed a regional 'drum-group' within the framework of administrative chieftainship. As nearly all regional Tuareg claim descent from members of the Islamic army that conquered North Africa in the 7th century, regional power differs from power structures in all other regions inhabited by Tuareg. It is based on a double legitimacy: that of Islamic nobility, and that of the Tuareg warrior class. For several months, however, there has been ideological dissent among the Tuareg followers of the Islamic movements. When the African Union (AU) was born, provision was made in its Constitutive Act, signed in 2000, to authorise military interventions, to prevent a Rwanda-type catastrophe ever happening again. But a decade later Africa remains unready to intervene where threats of mass killings arise, as the cases of Libya and Mali have recently shown. In 2011, after the United Nations Security Council (UNSC) had authorised the use of \"all necessary force\", the North Atlantic Treaty Organisation (NATO) intervened militarily in Libya when there appeared to be a threat that the regime there was about to slaughter civilians in Benghazi. In 2012 France sent troops to Mali to prevent a rebel force that had committed massacres in the north advancing south to the capital, Bamako. The side-lining of Africa in the Libya and Mali crises, and the decision by the NATO countries to move from dealing with the perceived threat of civilian massacres in Libya to regime change, forced African leaders to give new thought to the idea of \"African solutions for African problems\". The provision of services such as waste management, water and health services is closely associated with the well-being of urban dwellers. In the period leading to the adoption of Zimbabwe’s 2013 Constitution, many people supported the devolution of services and functions to local government. It was a major victory when local government was elevated and given constitutional protection. There was great expectation that service delivery would improve in the cities, towns and smaller urban centres. Seven years later, that expectation appears not to have been realised. Instead, indications are that urban service delivery is experiencing a downward spiral. Using open-ended questionnaires, closed-ended questionnaires and the focus group discussions research methods, the article investigates the drivers of inadequate service provision in four urban areas in Zimbabwe. The paper also proffers suggestions for improving service delivery. The results of the study underscore that the causes of insufficient service provision are multi-pronged and not necessarily limited to inefficiency and ineffectiveness on the part of urban councils. It does this by exploring path breaking research conducted by the Rhodes-Livingstone Institute since its founding in 1937 up to the country's attainment of independence from Britain in 1964. The article argues that the rationale for the establishment of the research institute was due to the pressing need for knowledge owing to the emergence of social problems related to urban growth and labour migration by the 1930s. While not pretending to be an exhaustive survey of the work of the Rhodes-Livingstone Institute, the article notes that research outcomes from the Institute were utilised by the colonial administration and other stakeholders such as mining companies on the Copperbelt in order to understand the human situation in the country. Normatively, the RtoP advances the notion of responsible sovereignty by obligating states to protect their people from humanitarian catastrophe and emphasises the residual role of the international community in the event of lack of capacity or the state's unwillingness to protect. It is in this context that this article examines RtoP mitigation measures instituted by the South African Development Community (SADC) and the African Union (AU) as regional multilateral institutions in responding to the crisis in Zimbabwe. The article considers the extent to which the responses have been guided implicitly or explicitly by RtoP principles. The evolution and consolidation of the humanitarian crisis has been considered, with specific focus on the human security impact of government policies, in particular, Operation Murambatsvina (the destruction of what were deemed illegal housing structures in major cities in Zimbabwe in May 2005) and the unprecedented 2008 electoral violence as a result of increased militarisation of governance structures. Debate on the applicability of RtoP to the crisis in Zimbabwe is thus located within the broader framework of the normative theories of international relations that forms the basis of RtoP. The article argues that escalation of the government induced humanitarian crisis was as a result of lack of timeous or effective responses by both the AU and SADC. Again, the AU and SADC responses were significantly influenced by diverse, often mutually exclusive, interpretations of the main causes of the crisis.
