This is because ethics in leadership are one of the foundations that deciding the value of good or bad. Many Muslim scholars who have poured his idea to build the concept of ethics in leadership that gives the benefit and happiness in this world and hereafter. Imam al-Ghazali is one of the scholars who has written works on ethics in leadership. His idea of ethics in leadership is built on a solid foundation and has a typical Sufi moral. His Thoughts on ethics in leadership has become a reference and an important example for many leaders in the world until today. This research is library research with the research is a qualitative descriptive approach. The results showed that the concept of ethics in leadership by Imam al-Ghazali oriented to the impact of the soul in the pursuit of happiness in this world and hereafter. Ethics in the thinking of Imam al-Ghazali described as rational and religious science that should be combined in the leadership. The idea of ethics in leadership was not similar to the dominant secular ethics. The requirement to be a leader according to Imam al-Ghazali is focused on aspects of the character and integrity of a leader. This village‟s motivation is influenced by bigger support from the government in creating the village establishment as an implementation of the third Nawacita that states “Building Indonesia from the suburbs by strengthening the areas and villages in the framework of the unitary state”. The real indication can be seen from the launch of so many funds for the village from the government in order to realize the acceleration in the development of rural communities. This support must be followed by the orderly village‟s government administrations in order to create the village‟s accountability itself and the truth has gotten from the rural communities to their village‟s government. This research is done in the whole subdistricts in Bekasi district by taking the sample of one village per one sub-district. The aim of this research is to know the village government administration implementation based on the Minister of Home Affair Regulation number 47 in 2016 in supporting the community services and villages‟ establishment. The research method that is used is the qualitative method with the aim to gain the learned problems. Selection is the selection process of a group of applicants who best meet the criteria for positions available within the village. Job training is a learning process that involves acquiring expertise, concepts, regulations, or attitudes to improve employee performance. This study aims to determine whether the process of recruitment, selection, and job training has an influence and implementation on the performance of Bicak village devices. Type of associative research using multiple linear regression analysis techniques. The results of the study show that the recruitment, selection and job training processes simultaneously have a significant effect on device performance. The recruitment process is the most dominant factor affecting the performance of the device. In the OGI action plan there are four main things; increasing public participation, improving governance through bureaucratic reform, strengthening public services, strengthening public information disclosure and data governance. The implementation of the Open Government administration should be supported by the use of e-government, in Jambi Province, this has not fully gone according to expectations even though it has long been a discourse. Public services are made easy and cheap with the presence of applications such as e-Planning and e-Budgeting which are products of e-government, gradually implemented by the Government of Jambi Province. Basically the challenges in implementing e-government are at the policy level, financial support and infrastructure. On the other hand, the system and the range of authorities that have not been integrated are still difficult obstacles to be parsed. This research method, using qualitative research. Data sources were obtained from the Head of Institutional Subdivision, Business Development of Senior Civil Servants with 5 years of service, Medium Civil Servants with 3 years of service and Junior Civil Servants with 2 years of service. Data collection through interviews, collection and documentation. Analysis uses interactive model data analysis provided, Data collection, Data Reduction, Data Presentation, and Data Verification. Performance Appraisal of the State Civil Apparatus at the Cooperative and MSME Office in Jember Regency conducted an Assessment through Employee Work Targets and Employee Behavior. State Civil in the Cooperative Service especially in the Field of Safety and Business Development.
