Como perspectiva metodológica, se escogió la etnografía de los archivos, con el interés de recobrar las singularidades sociohistóricas del suicidio en el contexto uruguayo. Las principales fuentes de información consultadas fueron: la prensa y el archivo judicial. Con base este material, se identificaron ciertas tendencias de la época en términos, relacionadas al género y la posición social; como también algunos contextos significativos y marcas subjetivas recurrentes: la condición de inmigrante, la pobreza, las penas pasionales y las dolencias físicas y/o mentales. Com base no detalhamento de um estudo de caso, tentamos avancar o argumento de que esse tipo de institucionalidade envolve, mais do que uma resposta as novas demandas do sistema produtivo e economico, processos indeterminados de construcao sociopolitica conduzidos pela acao estrategica em meio a diferentes formas de resistencia, a limitacoes de recursos economicos e sociais, e a quadros regulatorios pre-existentes. A estrategia do parque pode, desse modo, construir uma institucionalidade que avanca na direcao de certos vinculos, mas deixa de integrar diferentes esferas e atores relevantes (parques de modelo academico). A conjectura e discutida tomando-se como referencia a recente experiencia do “ Zenit Parque da UFRGS ”. Abstract Technology parks have involved a variety of situations that call for considerations on their capacities to contribute to reducing the institutional deficit that plagues the “national innovation system” in Brazil. Based on the details of a case study, we try to advance the argument that this type of institutional framework involves more than a response to the new demands of the productive and economic system, undetermined processes of sociopolitical construction driven by strategic action amid different ways resistance, limitations of economic and social resources, and pre-existing regulatory frameworks. The park’s strategy can thus build an institutionality that advances in the direction of certain links but fails to integrate different spheres and relevant actors (academic model parks). A discussao tem como finalidade contribuir para demarcar as estrategias corporativas dos grupos automobilisticos, indicando como as politicas industriais para o setor sao moldadas sob medida, a fim de proteger os interesses das empresas ha mais tempo em atuacao no Brasil. O Inovar-Auto, por hipotese, resulta de processos sociais responsaveis por estruturar as relacoes entre organizacoes incumbentes e desafiantes em disputa no mercado automotivo. Em outros termos, o seu surgimento se deve a queda de precos decorrente da entrada de firmas desafiantes no mercado nacional, e da resposta dada pelas firmas incumbentes ao aumento da competicao atraves do reforco de regras, leis de protecao e demais formas de poder capazes de impedir qualquer movimento de transformacao dessa ordem economica e social. Abstract This paper analyses the construction of the Inovar-Auto programme, a Brazilian industrial policy devised with the goal of boosting investment in research, development and engineering in the automotive industry. The purpose of this discussion is that of contributing to define the corporate strategies of industrial groups in the automotive industry, showing how the industrial policies for the sector are carved out to measure, in order to protect the interests of those companies that have been in Brazil the longest. Inovar-Auto could possibly have resulted from social processes responsible for structuring the relationships between incumbent organisations and challengers within the automotive market. A proposta e analisar a expansao das atividades economicas baseadas na colaboracao, colocando-as em um continuum regulatorio que vai do mercado a reciprocidade generalizada. O artigo trata dessas questoes, a partir de uma dupla perspectiva: uma teorica e outra empirica. Na primeira parte, apresentaremos as coordenadas conceituais da economia da colaboracao. Na segunda, ilustraremos com os resultados de uma pesquisa sobre a difusao no mundo, e na Europa em particular, dos Laboratorios de Fabricacao (Fab Labs). A pesquisa exemplifica os processos de digitalizacao da economia e uma possivel estrategia analitica para estudar a economia da colaboracao. Nas conclusoes, finalmente, iremos discutir as licoes que podem ser extraidas do caso dos Fab Labs. Abstract The thesis of this article is that the expansion of the digital economy, along with other factors, has led to an expansion of economic activities based on collaboration between individuals and organizations. The proposal is to analyze these collaborative activities, placing them in a regulatory continuum that goes from the market to generalized reciprocity. The article deals with these issues from a double perspective: one theoretical and the other empirical. In the first part, I will present the conceptual coordinates of the collaborative economy. In the second, I will illustrate the results of a piece of research on the diffusion in the world, and in Europe in particular, of Fabrication Laboratories (FabLabs). A study, which exemplifies both the digitalization processes of the economy and a possible analytical strategy for studying the economy of collaboration. Para tanto, concentra-se na construcao e uso dos principais conceitos, e na emergencia e consolidacao de um protocolo de pesquisa acerca das desigualdades digitais. O artigo demonstra que a sociedade brasileira se digitalizou, porem o fez, assim como no caso da industrializacao, mantendo e, em grande medida ate acentuando, as desigualdades off-line. Abstract This article deals with the theoretical and methodological contributions of the social sciences to address the phenomenon of the expansion and use of the internet in Brazil and the formation of levels of digital inequality. To this end, it focuses on the construction and use of the main concepts and on the emergence and consolidation of a research protocol on digital inequalities. Esta conversao ocorreu sob o impulso inicial de individuos ligados ao movimento da teologia da libertacao e depois da estruturacao posterior de um mercado regional em torno da grande distribuicao. O texto mostra como a integracao desses agricultores em um sistema de mercado regido por logicas capitalistas foi acompanhada, localmente, por uma profissionalizacao da agricultura e pela implantacao de logicas e estruturas empresariais. Mostra tambem como estas dinâmicas de modernizacao ecologica, embora contribuindo para a geracao de uma nova elite rural e de novas formas de desigualdade social, parecem ao mesmo tempo poder contribuir para a manutencao da agricultura em um contexto de forte pressao urbana, para o retorno dos jovens a esta atividade e para a construcao de territorios de qualidade ecologica. Nesse sentido, ele indaga se existiriam contextos nos quais a modernizacao ecologica seria um compromisso aceito por defensores de uma alternativa mais radical? Qualquer que seja a resposta a essa pergunta, a demonstracao aqui proposta sublinha a importância de reintegrar a analise das trajetorias ecologicas agricolas em um estudo mais geral das mudancas sociais, particularmente em seus componentes locais. Abstract This paper analyzes small farmers’ trajectories in converting to organic farming in the metropolitan region of Sao Paulo during the 1990s and 2000s. The  conversion occurred under the initial push of individuals connected the movement of the Theology of Liberation and after the structuring of a regional market around large-scale distribution. The paper shows how the integration of these farmers in a market system ruled by capitalist logic was accompanied, at the local level, by the professionalization of agriculture and by the implantation of corporate structures and logic. It also shows how these ecologic modernization dynamics, while contributing to the creation of a new rural elite and new forms of social inequality, seem to also be able to contribute to the maintenance of farming in a context of strong urban pressure, to the return of young people to farming, and the construction of territories of ecologic quality. In this sense, it questions whether contexts exist in which ecologic modernization would be a compromise accepted by defenders of more radical alternatives? It is a differentiation instead of a cost-driven competitive strategy. The DQP system is supported by a wide and dense mesh of institutions promoting ‘strategic’ interaction between firms and other actors. However, the transition to Industrie 4.0 demands knowledge intensive ICT which can hamper the innovative potential from Mittelstand. Employment in high and medium-tech manufacturing, ICT share in the GDP and hightech exports are virtually stagnated over the last decade and the industrial policy should heed these early signals. The conundrum faced by Germany is to what extent changes in manufacturing will also require changing the institutions which supported its successful innovation manufacturing model centred on Diversified Quality Production. Resumo O sucesso das empresas medias alemas e amplamente conhecido como Producao com Qualidade Diversificada (PQD), uma estrategia de produto que aplica as tecnicas de producao em escala as linhas de produtos de alta qualidade (STREECK, 1997). A enfase e na diferenciacao ao inves de uma estrategia competitiva baseada em custos. A PQD e apoiada por rede de instituicoes que promovem a interacao “estrategica” entre empresas e outros atores. No entanto, a transicao para a Industria 4.0 exige um conhecimento intensivo de TIC que pode dificultar o potencial inovador da Mittelstand . O emprego na manufatura de alta e media tecnologia, a participacao das TIC no PIB e as exportacoes de alta tecnologia estao estagnadas na ultima decada e a politica industrial deve estar atenta a estes sinais. No caso do Brasil, sao muitos os trabalhos que, seguindo essa percepcao geral, apontam a estreita relacao existente entre as politicas ditas “neoliberais” implementadas a partir da decada de 1980, e a modernizacao gerencial difundida no pais a partir de acordos de cooperacao com os EUA durante os anos 1950 e 1960. No entanto, esses trabalhos, de modo geral, falham ao nao conseguir mostrar, empiricamente, como se da a relacao entre esses dois momentos da historia das politicas educacionais do pais. O objetivo do presente trabalho e contribuir para a compreensao dessa relacao a partir da analise de Yves Dezalay e Brynat Garth sobre o modo pelo qual a America Latina funcionou, nos anos 1950 e 1960, enquanto um “terreno de experimentacao” de politicas que viriam a se difundir mundialmente nos anos 1980 e 1990. Para tanto, tomamos como objeto o Conselho de Reitores de Universidades Brasileiras (CRUB), no periodo que vai de 1966, ano da sua criacao, ate 1985, ano que marca o fim do regime militar, analisando tanto o conjunto de acordos internacionais entao firmados pelo CRUB, quanto o resumo das suas principais atividades, e o perfil da sua diretoria executiva no periodo analisado. ABSTRACT In the contemporary literature on the transformations of higher education there is a strong consensus that the expansion of managerial knowledge was one of the main factors that altered its dynamics and internal organization. In the case of Brazil, there are many studies that, following this general perception, point to the close relationship between the so-called “neoliberal” policies implemented since the 1980s and the managerial modernization diffused in the country through cooperation agreements with the USA during the 1950s and 1960s. However, these works generally fail to show the relationship between these two moments in the history of educational policies in the country empirically. The objective of the present work is to contribute to the understanding of this relationship using, as a starting point, the analysis of Yves Dezalay and Brynat Garth on how Latin America functioned in the 1950s and 1960s as a “laboratory” of policies that would begin to spread worldwide in the 80s and 90s.
