The methodology used was an exploratory study, with a qualitative approach, with the outline of the case study and three sources for data collection: interview, direct observation and questionnaire. The research locus was a social school that has a multidisciplinary team, including the librarian and that assists children and adolescents in situations of social vulnerability. Among the results, it was possible to identify the practice of multiplying competence in information, in the form of projects and activities developed by the librarian in partnership with other employees of the institution. It highlighted the impact on the skills of all participants involved in the actions, emphasizing the importance of the librarian who works as an educator role in social spaces and in the care of minorities.","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"14 1","pages":"786-807"},"PeriodicalIF":0.1,"publicationDate":"2021-10-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359208","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Based on the most recent Right to Information Rating (RTI) study, which makes a global ranking of the Access to Information Laws in the world and includes the changes proposed by the countries during the sanitary emergency, the proposed changes are systematized, by country, and the types of changes and if the obligations of right to information were suspended. A comparative analysis of these changes is made and some documents from international organizations that reinforce the obligation of governments to provide and give access to information and the right of citizens to have access to information are presented. The fundamentals of Public Communication and the right to information assisted to understand the importance of Access to Information Laws during the pandemic. It is concluded that during the pandemic of the new coronavirus most of the countries mapped by the Right to Information Rating sought to change their Access to Information Laws, in particular the deadlines for responding to information demands.","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"21 1","pages":"420-439"},"PeriodicalIF":0.1,"publicationDate":"2021-05-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359463","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In institutional repositories this situation is seen in the representation and retrieval by subject, where the dynamism of these information retrieval systems operates for a new approach to indexing, in which it does not always figure as a central element in promoting equitable access to digital information. To respond to this demand, studies dedicated to the methodology of indexing evaluation are essential, as they reveal the quality of indexing practiced in institutional repositories and point out the deficiencies and improvements needed in these systems. The objective of this study is to evaluate the consistency of indexing in Brazilian repositories using 100 journal article records from institutional repositories of the University of Sao Paulo, Paulista State University, and Campinas State University. Conducted through the procedures of the quantitative intrinsic evaluation approach through inter-consistency, the analysis of the subject metadata of each record revealed low consistency rates, indicating inconsistencies among the indexations performed in the three institutional repositories for the same journal article. It is observed that the representation by subject is an issue to be observed in the context of the investigated institutional repositories, being opportune that Brazilian institutional repositories direct efforts and resources to improve the quality of the subject metadata having as parameter the periodic performance of the indexing evaluation.","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"14 1","pages":"583-599"},"PeriodicalIF":0.1,"publicationDate":"2021-05-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359576","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Besides the obvious purpose of helping students with their reading and writing skills, high school libraries have become a fundamental part in the development of digital abilities for both students and teachers. As such, media literacy is becoming increasingly necessary in today’s society. The purpose of this article is to analyze the role of the librarian in a social and democratic context alongside the media and information literacy of secondary school youth in Sweden. This study is qualitative and empirical data was collected through document analysis, observation and interviews with three librarians in secondary schools in Sweden. The results of this research conclude that although there is a long way to go (which would require continuous effort) in order to improve and broaden collaboration with all teachers, these librarians have managed to develop an effective pedagogical model structured specifically for working towards media and informational literacy. The Swedish government and educational bodies have allowed the development of projects, laws and initiatives to support librarians and teachers with the purpose of raising youth competency and skills which is necessary in order exercise their role as citizens in a democratic society.","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"14 1","pages":"501-514"},"PeriodicalIF":0.1,"publicationDate":"2021-05-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359526","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It observes combinations between language, technology and information in social information practices and activities during the Covid-19 pandemic. Theoretical-conceptual framework analyzes the social uses of ICT from the perspective of the French school: the strong relationship between the human condition of existence and processes of control of communication, use of language and fake news mediated by the intensive use of ICT. It delimits two contexts for analysis: the organizational spaces of Brazilian federal public universities dealing with the coevolution between public policies, institutions and technological development; and experiences in the use of technologies by social minorities with less access to information. In both, the technologies provide new resources for producing opportunities to improve previously established limits. Methodological procedures: uses systematic bibliographic research in the field of Communication and Information Science to discuss the concepts of social use of ICT with an emphasis on the French school and the challenges, in the scenario of the Covid-19 pandemic, about the social uses of ICT in social interest organizations and minority groups with little access to information. Results: expects the recognition of mutual influence in order to reformulate, in the terms of Gonzalez de Gomez (2004), the alliances between subjects (groups and organizations), information and means (technologies). Partial considerations: Organizations and social groups constitute a chain of relationships and interrelations in the social fabric regulated by development models derived from social, economic and political processes defining plural relationships: intermediate (mediated by new and old technologies), interorganizational (universities, associations, companies, institutions) and intersocial (social groups as collective subjects, collectives of professionals, etc.).","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"14 1","pages":"533-547"},"PeriodicalIF":0.1,"publicationDate":"2021-05-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359567","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is investigated the knowledge of the instrument offered by the ACRL, the Framework for Information Literacy for Higher Education, held by Portuguese librarians working in Higher Education Institutions (IES) and to what extent it is being put into practice, demonstrating the capacities to a new curriculum for information competence. Method. The methodology adopted was a questionnaire survey, launched in the universe of higher education libraries in Portugal and the analysis of the results of the answers to the same. The quantitative study is based on a review of the literature on the emergence of the Framework and its international application. Results. A total of 25 responses were obtained from a universe of 177 libraries of higher education institutions in Portugal. The results reveal a sufficient knowledge of the instrument, but an application still incipient, showing an initial adhesion to this pedagogical tool. Conclusions. It should be noted that higher education librarians have concerns about the teaching of information skills, but they do not immediately adopt the new international recommendations. Nevertheless, librarians are still permeable to the ACRL Framework proposals, which is demonstrated by the positive responses regarding its application.","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"14 1","pages":"463-486"},"PeriodicalIF":0.1,"publicationDate":"2021-05-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359518","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is based on the possibility of using dystopian literature as an instrument of reflection, in dialogue with theoretical works concerning the information society. The aim of this study is to discuss Bauman's interpretation of 1984 and its suitability as an allegory of the information society. Bauman's allusions to 1984 reveal the presence of concepts, namely: metaphors of 'solid' and 'liquid', informational control, privacy and spectacularization of social life. Recent studies on the information society that refer to 1984 are retrieved and included in the discussion. It follows from this study that, although Bauman supports that Orwell's novel is a characterization of the 'solid' stage of modern society, there are grounds for defending a divergent path of interpretation. The conclusion points to the existence of elements for the consideration of issues relating to the information society in Orwell's novel. It is observed how the literature participates in a relevant way in the effort of critical understanding of the information society.","PeriodicalId":41445,"journal":{"name":"Revista Ibero-Americana de Ciencia da Informacao","volume":"14 1","pages":"194-214"},"PeriodicalIF":0.1,"publicationDate":"2021-01-16","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"69359261","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
