Stodola","doi":"10.3849/2336-2995.31.2022.01.051-070","DOIUrl":"https://doi.org/10.3849/2336-2995.31.2022.01.051-070","url":null,"abstract":"The article deals with the basic characteristics and tactical-technical requirements for the tactical unmanned aerial system (TUAS), which is planned to be implemented in the Czech Armed Forces in the upcoming years. Based on the results of the comparison of the Czech Armed Forces requirements with the parameters corresponding to the TUAS, the Hermes 900 and Heron systems of Israeli production appear to be the most suitable variants. Both aircrafts can represent a comprehensive solution in this area. They both have a long tradition of production, research and development and of course, they both meet the requirements for TUAS within NATO and the European traffic operations accreditation. However, the decisive selection parameter, apart from security risks and compatibility, is also the purchase price. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. Terrorist organizations use asymmetric methods of warfare to target the weaknesses of Western states. Consequently, conventional wars have also changed into hybrid wars. The legal status of terrorist organizations is a major problem for the rule of law. In responding to terrorist attacks, the distinction between crime and terrorism is difficult. The “war on terror” is governed by different rules and principles and is extremely difficult to wage. Conflicts last a long time and victory against terrorism is rarely possible due to the networked structure of terrorist organizations and the way they intermingle with the population. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment.
