The applications are moving from speech to interactive multimedia and broadband services. The driving forces are a merging of technology, politics, and market demands. Success of this development is dependent on a close co-operation of manufacturers, the research community, regulators, and the standardisation bodies. The lack of a common understanding of the issues amongst them might be a problem. This paper addresses the different roles of the players and discusses the needs and possibilities for creating a fruitful environment suitable for deployment of broadband multimedia communications.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat. This correlation is however well defined and can be effectively used at the receiver in the detection process. This paper investigates the performance of OFDM systems when using time-limited waveforms over multipath radio channels. For pulse shaping of the same duration as the OFDM block interval, the memory between the subcarriers can be fully utilized by means of a maximum likelihood sequence estimation (MLSE) detector. It is shown that with such a detector, pulse shaping improve the performance of OFDM systems in multipath radio channels. The obtained results also show the advantage of employing pulse shaping with OFDM systems in the presence of long echoes.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat. Bandwidth allocation methods can be classified into two categories: static and dynamic. There are two types of static allocation methods: deterministic and statistical. In deterministic allocation, bandwidth which provides deterministic QOS is allocated only at call setup time. Although the implementation is simpler than other methods, it suffers from low bandwidth utilization. In this paper, we propose a new deterministic static bandwidth allocation method which improves bandwidth utilization. This method does not require set-top box (STB) control. This decreases the STB cost and the signalling overhead in the network.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat. This includes the development of information models for optical networks and network elements, of management applications and test platforms to demonstrate fault, configuration and performance management of optical networks, and the promotion of the developed models within ACTS and standardisation bodies. The functional architecture and early information models for the management of optical networks and network elements are described.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat. All major subsystems, including variable-rate speech coding, variable-rate channel coding and variable-level modulation are adaptive and configured according to one of several available system operating states. The transition between the system states is controlled by the estimation of reconstructed signal quality. Dual-adaptive DPCM is employed as the speech encoder with both fast and slow adaptation. Transmit power adjustment is performed independently at both ends of the duplex system. Simulation results show that the quality of reconstructed speech signal is robust with respect to various rates on the fading of time-varying Rayleigh channels.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat. In this approach the network at periodic intervals informs all transmitting sources the maximum rate at which the sources are allowed to transmit. For the scheme to be successful in that the network utilization is high and fairness is ensured for all competing users, it is imperative that all sources conform to the maximum rate at which they are allowed to transmit. To ensure the goals of ABR service are satisfied, especially in public networks, it is essential to police sources and penalize violating sources when deemed necessary. In this paper we investigate the effect of misbehaving or violating users on the network performance and the effectiveness of policing such sources. We investigate 3 policing mechanisms in terms of their effectiveness in maintaining a high utilization and ensuring fairness among all competing users. The study shows that simple policing mechanisms are sufficient to protect the network from violating or misbehaving users.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat. The NAK-based retransmission scheme is said to be effective for scalable reliable multicast communications because it can avoid implosion of the control packet. When the source sends packets faster than the receiver's capacity, packet loss due to buffer overflow occurs constantly at the corresponding receivers. With this constant packet loss, implosion of the control packet degrades the total throughput seriously even in the case of the NAK-based retransmission scheme. In order to prevent this kind of constant packet loss at the receivers, the flow control scheme should be implemented for reliable multicast communications. In the paper we propose a new flow control scheme, which is suitable for the NAK-based retransmission scheme. From the viewpoint of flow control, receiving a NAK intends that the transmission rate is too high. However in multicast communications, multiple NAKs may be generated for a corresponding packet. If simply receiving a NAK decreases the transmission rate, the rate may be decreased excessively. In the paper, log information of the transmission rate stored at the sender is proposed in order to prevent the transmission rate from decreasing excessively. Performance evaluation by computer simulation shows that our proposed scheme notably improves throughput performance compared with the case of no flow control.","PeriodicalId":414137,"journal":{"name":"IEEE GLOBECOM 1998 (Cat.
