Drawing on various archival sources, the chapter reconstructs Por’s international background, the political protections that allowed him to occupy comfortable positions in the regime’s institutions, and his ideological itinerary from revolutionary syndicalism to guild socialism and from here to a fascism which was more imagined than real. His journey is perhaps not imaginary as we have an indication of a place that carries a certain political value, in an era when the French Crown, after having concluded the anti-Albigensian crusade in the mid-thirteenth century, had taken possession of the Midi. Montpellier was likely a free zone for the production and circulation of works of anti-Capetian satire, such as the Occitan novel which goes under the modern title of Flamenca. Among these, there is the account Maximilianus Transylvanus gave on the basis of the information obtained interviewing a group of survivors, including Captain Elcano. He immediately understood the political relevance and the propaganda potential of the success of Magellan’s enterprise. The long odes (qasidat), were born to be recited in the camp, at night, under the stars and around the fire. The ode includes always a section named nasib wich intention is to describe the erratic course of the desert rider in search of his beloved woman. On the other hand, throughout centuries and with rare exceptions, the social conditions of arab poets were precarious. This meant that they were obliged to wander between courts to find patrons, in order to guarantee means of subsistence. {"title":"Legge e giustizia amministrativa durante il ventennio fascista","authors":"F. Once identified in the “invention” of exclusive jurisdiction (over individual matters) a “revolutionary” act of the early Fascism, the paper faces the problem of the administrative litigation over public debt. The issue is treated starting from the transformation of the jurisdiction of merit in the matter of public debt into exclusive jurisdiction: a special attention is paid to the two opposite theses of the “left-wing fascism” and the Italian Constitutional Court. Subsequently, the reflection shifts to the Fascist laws that have limited or excluded since 1923 the appeal against certain administrative acts, also referring to the reactions of the doctrine of the time. A particular case concerns the vice of excess of power which, in the Fascist period, was rationalized and also took on a different meaning from the original one foreseen by the law of 1889.
