Providing so called critical systems with reliable telecommunication service, and timely quality information by means of utilizing wireless sensor networks with mobile sensors, land telecommunication nodes, their efficient management along with simultaneous assurance of structural and functional connectivity of mobile sensors in response to their fast and unpredictable movement. Thus, such the methods development is challenging, that will allow dynamic network management on channel and network levels of OSI model, at the same time having the specified connectivity, operation time, service quality, information security enabled. Objective. The purpose of the paper is description of the possible intellectualization strategies of high-performance sensor networks management based on utilization of dynamic telecommunication networks (DTCN) and computing FOG-Cloud infrastructure to increase performance, reliability, timeliness of information provisioning to critical systems functioning process and critical infrastructure components. Methods. Alternative application strategies are synthesized concerning analysis of both the dynamic telecommunication network characteristics and dedicated FOG-Cloud-infrastructure configurations. DTCN control methodology is based on the fundamental automatic control theory tailored to DTCN objects. Results. The paper studies the matters of alternative DTCN control utilization strategies in the form of the hybrid FOG-Cloud infrastructure generic control model and its adaptation method specifications to increase performance and reliability of dynamic telecommunication networks. Conclusions. FOG technology is not an alternative to the Cloud infrastructure. In fact, FOG-infrastructure objects cooperate productively with Cloud infrastructure, especially in administration and data analysis, and such a collaboration generates the new application class. FOG networks distribute Cloud’s intelligence down to network upper edge. At the planning and design stage of modern 3G/UMTS and 4G/LTE mobile networks, it is important to take into account that the traffic they serve is packet-based and has the property of self-similarity, which greatly complicates the determination of QoS characteristics.Objective. The aim of the paper is to find the quality characteristics of the QoS of self-similar traffic described using the Weibull distribution for the QS of the form WB/M/1/ using software release.Methods. Methods of functional analysis, queuing theory, linear programming were used for the solution.Results. The characteristics of the quality of service QoS self-similar traffic, namely the values of the average waiting time for service requests, the average number of requests in the queue and the average length of the queue of applications in the QS WB/M/1/.Conclusions. A further increase in the speed of information transfer is determined by more stringent requirements for the elements of communication devices. One of the most important components of such devices is various filters, which are often made on dielectric resonators. Calculation of the parameters of multi-section filters is impossible without further development of the theory of their design. The development of filter theory is based on electrodynamic modeling, which involves calculating the couplingcoefficients of dielectric resonators in various transmission lines.Objective. The aim of the research is to calculate and study the coupling coefficients of rectangular dielectric resonators with a rectangular metal waveguide when their axes rotate. Investigation of new effects to improve the performance of filters and other devices based on them.Methods. Methods of technical electrodynamics are used to calculate and analyze the coupling coefficients. The end result is to obtain new analytical formulas for new structures with rectangular dielectric resonators, which make it possible to analyze and calculate their coupling coefficients.Results. New analytical expressions are found for the coupling coefficients of dielectric resonators with the rotation of their axes in a rectangular waveguide.Conclusions. The theory of designing filters based on new structures of dielectric resonators with rotation of their axes in metal waveguides has been expanded. The history of science is a multifaceted endeavor. It comprises theory and practice of scientific inquiry, epistemological issues, the formation and evolution of scientific paradigms, language and science, but, above all, people’s trials and tribulations, needs and aspirations. Ours is the age of the World Wide Web – also termed as the WWW or simply the Web - part and parcel of present-day information and communication technologies age. The key person behind this seminal invention and disruptive innovation is the British scientist and engineer Timothy Berners-Lee. Objective. The aim of this paper is to unveil the history of the World Wide Web through the prism of the narrative identity of Tim Berners-Lee – the WWW initiator and developer. Methods. We used mixed (both quantitative and qualitative) methods, specifically, discourse analysis and postmodern narrative research methods, as well as quantitative Lawrence Anthony’s AntConc corpus analysis toolkit for the keyword, frequency, collocation and text analysis. The material of our analysis is mostly Tim Berners-Lee’s book “Weaving the Web” plus several other resources. Results. The case of the WWW, specifically, the story of Tim Berners-Lee is an example of a “little narrative” that fits within the current postmodern narrative paradigm. His narrative identity is elucidated via Michael Bamberg’s “three-level positioning” narrative analysis technique: authorial positioning on the level of the story, on the level of the interaction, and on the level of self-defining. Berners-Lee is viewed as a humanist, an altruistic and modest person who is enthusiastic about scientific progress for the benefit of humanity. Conclusions. The story behind the history of the WWW invention proves the importance of studying “little narratives”. LTE networks support a wide range of applications and services. These networks provide high-quality mobile services and have increased transmission rates and often used for remote biometric authentication, but the influence of noise and fading in wireless channels on quality and stability of biometric authentication is not analyzed yet. Objective . The aim of the paper is to study the model of the physical layer of the LTE network, which transmits biometric templates for authentication. Methods. We use computer simulation of biometric authentication system for preparing biometric template and Matlab models of wireless communication channel using the LTE technology for analysis of influence of noise and fading on channel. Results. The paper presents the results of the evaluation of the authentication system under the influence of interference in communication channels. The impact of the use of MIMO technology on the dependence of the number of bit errors is evaluated. The obtained results show that in order to improve the quality of remote biometric authentication systems, it is advisable to use additional means of noise immunity and the use of adaptive settings on the transmitter side. Conclusions. The system of remote biometric authentication with data transmission via LTE network was modeled. Influence of AWGS and Doppler shifts in wireless communication channels was analyzed. The idea to automate the process of scientific and educational institutions evaluation is relevant. Such automation requires information about this institutions functioning to be structured and systematized. The study proposes to use the ontology as one of the models of knowledge representation to organize information of scientific institutions for its structuring and systematization, as well as for its further processing and usage.Objective. The aim of the paper is to develop the approach to ontological model development for the representation of information accumulated by various scientific and educational institutions and organizations.Methods. Method of ontological modeling was used as modern means of artifitual inteligence to structure, systematize and analize the information of scientific and educational institutions.Results. As the result of the research the ontology of scientific institutions information was developed using TEDAOS software platform. Ontology was filled with data. At the moment ontology model includes 895 objects and 2837 data elements (attributes).Conclusions. The ontological representation allows to evaluate the quality of scientific institutions functioning on the basis of national principles for such assessment. In modern telecommunication networks, the functioning of network protocols is aimed at achieving a high level of Quality of Service and network security. Therefore, an urgent scientific and applied problem is the adaptation of routing solutions with load balancing to the requirements of network security. The novelty of the proposed model is the modification of the load balancing conditions, in which, in addition to the link bandwidth (Quality of Service indicator), the probability of its compromise (network security indicator) is also taken into account. The routing solutions obtained within the framework of the proposed model are aimed at reducing the overload of network links that have a high probability of compromise by switching traffic to more secure links. Objective. Developing the flow-based routing model with load balancing, which takes into account the parameters of network security. Methods. Analysis of all known publications on load balancing and network security. Synthesis of a load balancing flowbased routing model. Study of the influence of network security parameters of communication links on routing and load balancing processes. Results. A new condition for load balancing is proposed, which is a modification of the existing Traffic Engineering solution based on accounting the network security parameters the probabilities of compromising communication links. Conclusions. In routing with load balancing, parameters of network security should be considered. With growing technological level and the corresponding availability of computational devices, sharply appears the problem of providing the high availability of high-loaded systems, as well as the reliability of the data storage and integrity. Therefore, it is not surprising that a large number of solutions have put high demands to the data manipulation.Objective. The aim of the paper is to create a generic algorithm for industrial IoT networks that will be used for managing containerization components in database clusters.Methods. During the work process most of existing solutions for providing automatic scalability of database cluster have been analyzed. Based on this analysis a special algorithm that manipulates the images of database cluster nodes based on predefined input parameters was proposed.Results. Algorithm for managing database clusters in industrial IoT networks that will allow clients to optimize the resource usage with saving availability and incoming throughput characteristics of the cluster.Conclusions. Сети UMTS, которые соответствуют стандарту 3G, помогают решать проблему мобильности разного рода устройств: банковских терминалов, смартфонов, датчиков. Сети данного типа владеют достаточной канальной емкостью. Однако, существенное влияние на предоставление качественных услуг в UMTS-сетях имеет качество покрытия. Решением проблемы качества покрытия наряду з правильным планированием размещения базовых станций является использование радио повторителей. Однако, при использовании радио повторителей следует уделять достаточно внимания определению их мощности, типу и параметров антенного оборудования, правильной установке, так как игнорирование этого может привести к помехам и ухудшению качества обслуживания абонентов данной соты. Цель исследований. Целью данной статьи является предоставление методики и практических рекомендаций по расчету энергетических параметров радио повторителей, при которых обеспечивается отсутствие создания помех в мобильной сети. Методика реализации. Анализ известных публикаций и стандартов, посвященных принципам работы радиоподсистем мобильной связи. На основе известных требований к уровням сигналов на входе приемника базовой станции и с использованием статистической модели Окамура–Хата относительно затухания сигнала в разных условиях распространения рассчитываются требования к эквивалентной изотропно излучаемой мощности (ЭИИМ) радио повторителя. Результаты исследований. Таблицы значений требуемой ЭИИМ для условий города, пригорода и сельской местности в зависимости от расстояний до базовой станции. Выводы.
