This research provides a conceptual model of community-based action to assess its impact on value co-creation and how far it affects behavioral components in order to resolve the problem (intention and actual use). The suggested model can be used to conduct research to increase product purchase intent with high community involvement. Interviews and observations have been conducted at the Sentra Industri Tempe Sanan-Malang (East Java) to accurately execute the model, whose success is supported by the community's strength in the form of the association (Paguyuban). Thus, to ensure the high performance of the state apparatus, especially those who serve in sub-district offices, the support of good governance is necessary. This research applied a quantitative descriptive method with a sample size of 92 people selected from 1201 heads of households. The research was conducted in Uluale Sub-District, Watangpulu District, Sidenreng Rappang Regency. The results showed that the application of the principle of good governance and apparatus performance was included in the category of \"quite good\" while the application of good governance was still less influential in improving apparatus performance. After the Constitutional Court Decision Number 137/PUU-XIII/2015, Minister of Home Affairs Regulation Number 120 of 2018, which essentially regulates the addition of Verification in preventive supervision, and changes in form from Cancellation to Clarification in repressive supervision. However, with the amendment of Article 251 of Law Number 23 of 2014 through Article 176 Point 3 of Law Number 11 of 2020, repressive supervision is no longer known. In contrast to Law Number 1 of 2022, repressive supervision of Regional Regulations concerning Regional Taxes and Levies is regulated, but it is no longer the authority of the Governor, but has been handled directly by the Central Government. This fact of legal norms weakens the existence of the Governor's supervision of Regional Regulations and Regional Head Regulations of Regency/City, so that an ideal concept is needed in the form of structural integration; through the establishment of regional regulatory bodies, as well as substantially; through the implementation of integrated supervisory regulations under the coordination of regional regulatory agencies, which are managed digitally. Presently, vaccines are the most efficacious resource that holds the strength to reduce the risk of the disease. In contrast, public health authorities are concerned about vaccine apprehension among the general public. The distribution and consumption of these vaccines began by segregating the age groups. The eligibility of Covaxin vaccines manufactured by Bharat Biotech for children over 12 years of age makes it critical to investigate its credibility among the parents and public views regarding children receiving these vaccines. Moreover, limited information on public acceptability and trustable opinions contribute to vaccine hesitancy among parents. Consequently, the major deciding factors are getting accurate data about the Covaxin’s clinical trial by Bharat Biotech, the persistence and nature of the child's immune response, and reassurance from society. This research study aims to learn more about parents' perspectives and societal attitudes towards immunity building in children by the Covaxin vaccines. This research uses a qualitative method by conducting a Focus Group Discussion (FGD) with the Tanjung Jaya Village Head, Panimbang District Secretary, the POKDARWIS Chair, and several other village officials who can make the supporting area better. The results obtained based on the FGD are by developing Human Resources (HR) for Micro, Small and Medium Enterprises (MSMEs) and making the people of Tanjung Jaya Village aware of the need for tourism in the SEZ supporting area.
