As a result, enterprises and organizations are faced with serious current problems and future challenges, related to access to the human resources they need with a level of knowledge, professional skills and competences adequate to the objective needs. This places as a strategic priority the formation, maintenance and development of human resources corresponding to the requirements and expectations of the business. Continuing Vocational Training (CVT) is a major tool for realizing this priority. The main purpose of the paper is to investigate the main aspects and characteristics of the CVT in Bulgaria during the period 2005 – 2020. {"title":"Economics and Management in Time of Decline in The Western World (Status Quo and Opportunities for The Western World)","authors":"Nikolay Krushkov","doi":"10.53656/str2023-1-1-eco","DOIUrl":"https://doi.org/10.53656/str2023-1-1-eco","url":null,"abstract":"When socio-economic crises last a long time, it is a consequence of decline in the first place in society and in parallel with this – decline in economy. “Decline”, for the purpose of the study, will mean permanently fragmented society, parallel to long-term problems in the economy. “Western world”, for the purposes of this study will include Europe, The United Kingdom, and The United States. Decline in addition to social chaos also includes economic impasse (deadlock), caused by absence of significant economic growth for years; obsolete equipment and technologies; indebtedness of the countries of the West; inflation; negative population growth; frequent change of goals and priorities, and others. The “Decline” brings to the fore in the public life of the Western world aggressive and non-dialogical representatives of various social groups who do not possess any of the traditional values and culture of Western society, nor the obligatory high level of fundamental education, nor the professional abilities to distinguish the important from the unimportant. In addition to not representing the majority of society and thus continuing to create disunity, Western leaders and leadership teams do not set long-term goals in economy or for the society, limited by the mandate of governance in the Western democracies. Science and education of the society are not developed in parallel with economic specialization in specifically prioritized industries. The authors analyze the results of an empirical survey conducted in the period January-February 2022 at the University of National and World Economy, Sofia, Bulgaria. Under the conditions of the COVID pandemic, students were the social groups that had to radically change the mode of its basic activity, learning. The aim of the article is to systematize the issues, methodological problems and solutions in the development of GEPs, examining the theoretical foundations, regulation, statistics and good practices in Europe and Bulgaria. The integrative connections of the fundamental and professional orientation of teaching physics to the students of the agro-technical educational institution during the lectures are established and the tested method of their carrying out is described. The basic methods of realization of professional orientation of teaching physics on lecture forms of employment of students of agrarian-technical educational institutions are opened. The basic ways of increase of professional knowledge of students at studying of a course of physics are defined. It is proved that the use of professionally oriented material contributes to the formation of a system of physical knowledge of students, as well as the acquisition of various practical skills and abilities. It was concluded that the inability to communicate with school peers, teachers, and adults affects the organization of an inclusive educational environment (hereinafter – IES) for children with special educational needs (hereinafter – SEN). An example of creating an IES in an elementary school is offered. Specific difficulties that hinder the development of communication (communicative skills) among children aged 7 – 10 with limited health opportunities have been identified. The importance of game activities in the process of organizing an educational space for children with special needs is emphasized. An original author’s method of formation of communication skills of students with SEN is proposed, which was based on the key provisions of the pedagogical system of the Italian scientist, doctor, teacher, civic activist, and organizer of educational institutions around the world M. Montessori. Creating an inclusive educational space for children with special needs, we programmed situations where students would develop self-care skills (dressing and undressing, changing shoes, cleaning, dusting, sweeping, taking care of flowerpots, taking care of flower beds). Educational materials developed by M. Montessori were shown to the children. The teaching methods proposed by the scientist were also updated. The author’s method of formation of communicative skills of students with SEN provided for various forms and methods of learning, both traditional and innovative (project activity, competitions, dramatization, discussion, public performances, didactic games, etc.). The peculiarities of the functioning of the IOP under the conditions of distance learning caused by the spread of the Covid-19 pandemic are characterized. It is emphasized the importance of organizing the game activities of students with SEN as one of the conditions for the successful functioning of IES in the school. The risks posed by online education for children with SEN are highlighted.
