{"title":"Hurdles and obstacles in monetary policy communication. A model for the communication between the central bank and markets","authors":"Winand H. Against the background of the zero interest rate policy, conventional monetary policy instruments have lost their effectiveness, and the management of market participants’ expectations by means of appropriate communication has become an essential part of monetary policy. In this paper a new model of the communication process between the central bank and financial market players is elaborated, in particular exploring the obstacles and hurdles in the transmission of information from sender to recipient, empirical data are also reported for several stages of the new model. For efficient expectation management, both the selection of information by the central bank as well as the transmission path of this information is important as indirect communication can lead to information distortions. Last but not least, the recipients of the information, as people with a limited capacity and variable readiness to absorb it, play a central role in determining what information actually reaches 8 Winand H. Wymiana handlowa stanowi jedną z kluczowych form współpracy różnych państw, a handel zagraniczny może mieć różny wpływ na rozwój gospodarczy kraju w zależności od tego, czy jest to kraj rozwinięty, czy zacofany. Wpływ handlu zagranicznego Demokratycznej Republiki Konga na rozwój gospodarczy tego kraju jest ogólnie negatywny, a jest tak dlatego, że handel ten przeżywa kryzys, którego cechą charakterystyczną jest ujemny wskaźnik rozwoju. W artykule przedstawione będą polityka handlu zagranicznego, polityka restrukturyzacji gospodarki oraz polityka w zakresie pozyskiwania i wykorzystywania zagranicznych źródeł kapitału. {"title":"Socio-ecological instrumentalization and the economic objectives of public procurement law","authors":"Krzysztof Horubski","doi":"10.15611/e21.2021.02","DOIUrl":"https://doi.org/10.15611/e21.2021.02","url":null,"abstract":"According to the law of the European Union, the freedoms of the single market (free movement of goods, capital and of people (workers), freedom of establishment and freedom to provide services), coexist with the obligations of Member States to achieve environmental objectives, protect vulnerable social groups against discrimination and exclusion, as well as to ensure a high level of employment. This competition between the EU policies undoubtedly necessitates the determination of how public procurement as a legal institution (an area of activity of the widely understood state) can be used to achieve instrumental (social, environmental) objectives, aside from its primary goal, i.e. maximizing the direct economic benefit from a public contract. This paper, within the scope of the abovementioned problem, analyses relevant judgments of the Court of Justice of the European Union, as well as opinions with regard to these judgments presented by legal experts on public procurement. Blockchain is one of the DLTs and one of the breakthrough technologies distinctive for the Fourth Industrial Revolution. The aim of the paper is to draw attention to the potential of blockchain technology for developing countries and how it can contribute to the improvement of quality of life and fighting poverty. Following Schwab’s thesis, “the extent to which society embraces technological innovation is a major determinant of progress”. Motivation is defined as the internal state of human being, which consists of feeling the lack of meeting the needs. {"title":"Labour costs in the aerospace industry: LMDI decomposition of aerospace manufacturing payrolls","authors":"M. Machay, V. Hajko","doi":"10.15611/E21.2020.04","DOIUrl":"https://doi.org/10.15611/E21.2020.04","url":null,"abstract":"A novel approach to aggregated payroll data analysis using the logarithmic mean Divisia index decomposition is applied to the US Aerospace manufacturing industry during the period of 1998 to 2012, both in nominal and real terms. The period covered improves the understanding of how the aerospace manufacturing industry deals with severe economic blows in the area of the most important factor of production, namely labour. The decomposition was based on three factors: the wage effect, the size and the number effect. The results show that the wages are less influential than the restructuring processes when considering the aggregated payroll. Unlike what simple wage indices suggest, the wage effect in real terms contributed only to a moderate increase in payrolls by a factor of 1.15, which is about the same contribution resulting from the increasing number of firms in the industry. The cumulative size effect in the investigated period was about 0.647.
