It entails how to develop the communication ability of a person using a computer guided software as well as the help of an online mentor. This research is based on designing an “Online Voice Based Language Learning Tool” which compromising with three components. They are, the Pronunciation training tool to assist people to improve their pronunciation, Voice based online forum, enables sharing of knowledge among each other and Online English language learning room which enables the people to join online classes and get help of online mentors and share the knowledge in real time. For the latter, distance education offerings are highly reliant on ICT through the e-learning mode. Due to the economic slowdown and the government's incentive, working adults are returning to school. However, with a different learning environment, adjustments must be made to accommodate the learning process, thus, the purpose of this study was to assess the level of cognitive engagement and course value among adult, distance students toward e-learning. The sample size for this study was 500 adult students and the returned response was 33.8%. The mean scores for student engagement was 4.48 and course value was 4.36, indicating that student engagement and course value are mediocre. It was reflected in their academic performance where the average CGPA is between 2.50–2.99. These are indicators of low level integration and motivations among adult students in the course of their learning. EMS workflows are extremely time-critical, impose a high responsibility, and crucially depend on a close, well-trained cooperation between EMS personnel. Though increasingly information and communication technologies (ICT) are used to support this sensitive and life-critical process, still, shortcomings in the emergency workflow are observed, especially in countries as Germany in which EMS are not fully standardized. We empirically examined organizational, communication and information gaps within EMS workflows. Together with emergency staff we schematically modeled a standard workflow circuit and visualized information, communication, and organizational issues including ICT usage. Second, in semi-standardized interviews with emergency physicians, we identified critical communication and information gaps within this workflow. However, the main players are still overwhelmingly large-scale enterprises, whereas the number of small and medium-sized enterprises (SMEs) implementing EC is decidedly small. What are the factors that obstruct the implementation of EC, whose start-up costs are low and which is highly user friendly, at SMEs? It is also a mission critical and very delicate task that must be handled with impeccable expertise and precision else the future of the intended student beneficiary may be jeopardized due to poor advising. One integral aspect of student academic advising is course registration, where students make decisions on the choice of courses to take in specific semesters based on their current academic standing. In this paper, we give the description of the design, implementation and trial evaluation of the Course Advisory Expert System (CAES) which is a hybrid of a rule based reasoning (RBR) and case based reasoning (CBR). The RBR component was implemented using JESS. However, currently utilizing in establishing the evaluation system of indicator-based model, the Original TOPSIS Method is failed to take the weights of indices into account. Besides, other weighting method like Subjective Evaluation Method is proved to be largely influenced by various subjective situations. To resolve the problem of weighting, in this paper, we propose a new method named Modified TOPSIS Method utilizing Gray Correlation Analysis. By eliminating the mistakes caused by indices which are essentially measured by the same factors, it is useful to improve the evaluation system of indicator-based model. Undeniably, there is awareness among the Malaysia government agencies in applying web customization to their websites. Unfortunately, not many agencies applied it extensively. The primary focus of this study is to evaluate how relevant and comprehensive the implementation of web customization by Malaysia government websites/portals in 2009, besides defining the criteria and categories of web customization that are applicable to Malaysia e-Government. The significance of exploring the technology of web customization is basically due to the demands of higher interaction in obtaining and gaining information via Internet as well as enhancing Malaysia government websites/portals to move towards Web 2.0 technology.
