The assumption of a sharp change in the refractive index made it possible to construct an analytical solution in the form of the Laplace transform. The inverse transformation to the time domain is obtained using the residue theorem and the estimate of integrals along the cuts of the complex plane. The solutions obtained made it possible to study the transient processes and the steady-state regime, to demonstrate the possibility of a frequency shift, and also to establish the possibility of converting a guided mode into radiation modes that quickly leave the waveguide core.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"137 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134434688","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Our article answers the following research questions: How do students in the Czech Republic and the RSA differ in terms of sharing messages on social media and perceptions of safety on social media? Which students share more and which students tend to share less? How much do students trust the news from? Inspired by the survey from the University of KwaZulu-Natal, South Africa, we have in the autumn of 2020 conducted a survey at the Prague University of Economics and Business on the willingness to share news on social networks. The survey had 452 respondents, not all of which were students. Although the respondents, on the one hand, claimed they do not share messages they are not convinced are truthful, a sufficient number of likes or level of interestingness of the message often persuade them to do the opposite. In this paper, we compare the responses to see which students share more and which share less, which trust social media news more, and which vet their sources more - or whether they are on the same page on these issues.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129075064","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper introduces the approach to designing the time-smoothing SCD estimator that processes a finite-length discrete signal to evaluate SCD values at the centers of nodes of the rectangular grid on the bifrequency plane. The structure of the support region on the plane is discussed, and the difference in the width of the resolution cells along the conventional frequency and cyclic frequency axes is pointed out. The enough density of the grid to cover the bispectral plane completely is achieved by using FFT with the zero-padding interpolation technique, where the base is extended to the double length of the sequence. It prevents the loss of any cyclic components of the signal under processing. The simulation results show the performance of the proposed estimator applied to the examples of well-known signals possessing strong wide-sense cyclostationarity.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"171 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132138508","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We have studied cycles in the state space of each automaton and the rate of state transitions. We use the concept of the complementary automaton. We have proved that, if, for an automaton belonging to the studied class, the spectrum of average velocities contains a value $v_{0}$, then the spectrum of the complementary automaton contains also the value $1-v_{0}$. The considered class contains 24 automata, and 10 of these automata can be interpreted as transport models. Morover, there are 4 cellular automata that are not belong to the considered class but may also be interpreted as traffic models.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"38 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130926498","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We study how various social network topologies work within the agent-based framework of our computational model of protest-repression nexus. Network architectures (“small world” and “preferential attachment”) and their combinations stand for the different communication environments. The latter include both online and offline ties, as Internet-based social media development does not eliminate offline links between people. Our special focus is the network topology which combines offline (“small world” without homophily) and online networks (“preferential attachment” with high homophily). Results of computational experiments demonstrate that Internet-based social media ensure protest campaign survival at any level of repression severity, but lead to the decrease in participants number at high severity. At the same time in offline “small world” network repression boosts participation, but at high severity levels, it suppresses the protest wave completely.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"259 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121885528","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Mukhametov","doi":"10.1109/EMCTECH53459.2021.9619164","DOIUrl":"https://doi.org/10.1109/EMCTECH53459.2021.9619164","url":null,"abstract":"The article analyzes the role of collective data governance for development of digital government. Digital government is characterized by the introduction of new data-driven services and tools. These tools improve the quality and convenience of services, but their implementation requires that the data governance system adequately reflects the complexity of the management object. In this context, digital government is considered as the regulation of the virtual space for the value extraction and the rationalization of social structures. Collective data governance is necessary for the development of digital government as a flexible management system with extensive communication networks and mutual control circuits. There are three main formats for collective data governance. 1) Data commons correspond to the function of decentralized management, increasing collective value and reducing transaction costs, 2) data trusts are necessary for representing interests and fiduciary data management, 3) data marketplaces are in demand for increasing individual value and creating the legal data market. The introduction of collective data governance requires legal regulation of data access, use and dissemination. In addition, the formats of collective data governance can be tested in pilot projects, including smart cities, projects in fintech, biotech, govtech, adtech etc. The paper provides definition of digital government, formats of collective data governance and their functions, decisions for scaling and testing of collective data governance.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"154 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124298529","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this paper, presented is a novel device to measure coded video quality was proposed using the finding of an acceptable minimum perception threshold, which allows one to generate video sequences of constant quality. Also, this work describes the method, which allows generating video sequences of constant quality, and a specialized installation that allows you to dynamically change the visual quality of typical media content during the examination process. This approach will allow obtaining well-labelled data in a larger volume compared to the currently used binary estimates. The novel databases with this approach will be used both to create effective adaptive codecs built according to the hybrid model, and new ones based on machine learning.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"317 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128816409","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This requires the development and use of new approaches to signal detection in such channels, since the difference in both energy efficiency and complexity between the optimal maximum likelihood algorithm and simpler linear algorithms becomes very large. The goal of the paper is development of a method for transforming a MIMO channel model into a channel with a sparse matrix with a limited number of nonzero elements in a row or representing a MIMO channel signal in the form of a Markov process for using simple iterative MIMO demodulation algorithms (MPA, Turbo, etc.).","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127707260","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Golovatchev, Geog Kirchgeßner, Anton Bezlakovskii, Evgeniy Bezalkovskii","doi":"10.1109/EMCTECH53459.2021.9619180","DOIUrl":"https://doi.org/10.1109/EMCTECH53459.2021.9619180","url":null,"abstract":"Digital trends drive a new generation of the companies in the fiber industry and lead to the emergence of digital ecosystems. Digital twins are the enablers for the creation of such ecosystems. Digital twins create the transparency in the virtual design, tests, implementation optimization of the products, processes or even entire production systems. The modern IoE (Internet of Everything) technology is able to cover a new dimension in terms of monitoring and controlling an operating state of a product, process or system. Digital twin as a virtual representation of the product, production or performance enables the seamless linkage of the individual process steps in the fiber production. This increases efficiency, minimizes the error rate, shortens development cycles and also opens up new business opportunities – that ensuring a sustainable increase the competitiveness in the fiber industry. Unfortunately, it is a very complex topic and has a high impact on internal and external processes. The technical challenges are spread in different domains. Most of fiber production companies currently use only single elements of the digital twins solution in some sub-areas – the overarching solution is missing. Many technical challenges come with the implementation of the architecture of digital twin. The architecture consists of physical devices, an optional device management system, a connectivity solution, a platform, and the actual application. The physical devices capture the data from the real twin (eg. melting furnace, bushings etc). It transports the information to the platform, or it will be stored temporarily in the device management. The device management has the task to control all devices. This is sometimes necessary when the devices are from different suppliers or the device itself is complex. Building Information Modelling (BIM) plays an important role for the planning, design, constructing, operating and maintaining of the new fiber production facilities. Besides a successful implementation of digital twins for the innovative basalt fiber production 4.0 this presentation provides a pragmatic approach to get access to the digital twin technology in the fiber industry. It covers the range from the conceptual understanding of a digital twin to a successful implementation.","PeriodicalId":406993,"journal":{"name":"2021 International Conference on Engineering Management of Communication and Technology (EMCTECH)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131243181","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
