The objective of this research is to present how popular consultations have been developed in Colombia regarding extraction processes. This is to demonstrate how this participation mechanism has become a tool for environmental advocacy and the fight of communities against the extractive model. The research question is how popular consultations are being used by Colombian society so as to question the extractive model? There search method tackles a socio-legal field as it confronts a social fact against a normative element of citizen participation, its approach is qualitative and the research tools stem from the documentary analysis. The article concludes that popular consultations in the context of the mining energy conflict have been important insofar as the communities affected by the extractivist model might exercise their right to decide whether or not to implement the energy mining model. Thus, different ecologies would not exist. The evolution of environment health in colombian law commences with the enactment of the National Sanitary Code. However, environmental health issues became aftewards fragmented and scattered into the different national and regional sanitary institutions. This document aims to describe the historical evolution and jurisprudence of environmental health in Colombia. It is intended to prove that the Chief Executive has significant counterweights in the legislative function, given by the existence of constitutional organic laws and their subsequent mandatory preventive control by the Constitutional Court that, in short, will moderate the Chilean government regime. For this purpose, based on the results of the 2017 Colciencias nationwide call to recognize and categorize research groups in Colombia, a ranking of law degree programs is undertaken. The output of this ranking offers insights about the role of private and public universities in research, the regional distribution of research production, the correlations between research and PhD programs, the relationships between research and high-quality accreditation of law degree programs, as well as the connections between research and obtaining the qualified register of academic programs. Likewise, it analyzes the recommendations of international organizations for the protection of human rights and the obligations contained in different international instruments in the transitional process that is being carried out in the country as a way out of the armed conflict. Aspects that tend to overlap and disperse as loose pieces, considered innocuous, of the local constitutional history. Here the communicating vessels are established between the prejudices and topics usually exhibited in university law studies, and in the press, and the commonplaces repeated without shame in essays such as the recent and successful one. Why does Colombia fail? by Enrique Serrano (2016).
