This article considers the integration problems of the projects in the management of development programs of organizations. Currently, there are no effective tools for managing projects and programs in a dynamically variable environment to solve problems. A new approach to the management of development programs in the context of the triad is proposed: strategy, projects and people. Therefore, usage of effective methods and models that use various intelligent technologies for parallel processing of information are required. A hybrid decision-making model (DMM) based on a neural network is considered. Its training and evolution are carried out on high-performance systems using the immune clonal selection models and the immune network. The evolution of the model is considered as the task of neural network adaptation. Virtually there are no mobile solutions in the field of classification and statistical analysis in the initial diagnosis of patients. In this paper, we consider the creation of a web-application for the analysis of the development of clinical diseases based on statistical observations of patients. A hierarchy of classes is formed for processing, transformation and adaptation of data for the synthesis of optimal configurations of spatial objects. The data is converted into an object-oriented structure in order to visualize the synthesized configurations. Using ontologies allows to narrow the search way from the initial state to the state of the goal, rejecting irrelevant alternatives. Such approach made it possible to reduce the task of planning the activities of the intellectual agent to the problem of dynamic programming, where the goal function is the composition of two functions that specify competitive criteria.
