Management Priority of ICT Projects in Programme of Development Organization in Complex Dynamically Varying Environment

Abstract

The main reason for the problematic situations in the management of development programs is the integration problems of the projects and the management of the transitions from one project to another or from one phase to another. This article considers the integration problems of the projects in the management of development programs of organizations. Currently, there are no effective tools for managing projects and programs in a dynamically variable environment to solve problems. A new approach to the management of development programs in the context of the triad is proposed: strategy, projects and people. A new term is introduced as “immanent projects”, which are the main reason for the integration issue in the management of development programs and the principles of managing these projects.
