Why does this community which has been represented in Greek politics at local and national level since 1920 and citizens of an EU member state since 1981, maintain this discourse? This community, whose ethnic identity has been denied, its minority rights have been violated by Greece under the reciprocity rule, and fails to construct a trust relationship with the home state, perceives the Treaty of Lausanne and the kin-state Turkey as guarantor elements for the protection of their rights. This study claims that in terms of politial behavior, minority groups are in contact with both the Greek and Turkish governments. The paper will discuss first how this instrument was created by the Union; and then the specific instruments customised for Western Balkans within the context of the conditionality principle. Finally, bumpy graph of Turkey’s negotiation process will be examined in the context of EU’s conditionality principle. The article, within which two different examples of the implementation of EU Conditionality for candidate countries are compared, applies a qualitative methodology. Accordingly, the EU Conditionality is not an independent variable but is shaped according to the different circumstances of the countries. Accordingly, one of the region that experienced the most important developments was the Balkan lands of the Empire. Unlike other states that emerged as independent states within the Empire's Bulgaria was transformed into a Principality under the Ottoman rule, and its borders determined in Treaty of San Stefano were narrowed. Thus, the issue of independence of Bulgaria was postponed regarding international circles, especially for the Bulgarians. The developments in Ottoman domestic politics between 1908-1909 created favorable conditions for Bulgaria to declare independence and Bulgaria declared its independence in this process. With this article, this process is discussed in the light of some Russian sources. Worried about the rumors that Greece would leave Anatolia, Greek men established the “Hellenic Anatolian Defense Organization [Elliniki Mikrasiatiki Amina (EMA)]” in order to carry out resistance in the event of the Greek army’s withdrawal. This development was followed by the establishment of the “Anatolian Greek Women Defense Organization [Amina Ellinidon Mikrasias (AEM)]”. The aim of our article is to reveal this organization of Greek women and to expose their activities between March-August 1922 by using Izmir Greek press organs Amalthiya, Estia, Tharros, Patris and Sinadelfos newspapers. Anatolian Greek Women Defense Organization was established to support the Hellenic Anatolian Defense Organization and the Greek army, it used the Omirion Girl’s School in Izmir as its center. After the establishment of the organization, many societies belonging to Greek women in Anatolia became branches of the organization. The organization gathered aid by carrying out donations to meet the needs of Greek soldiers in Anatolia, at the same time, established a dialogue with women’s organizations in Greece and western states and asked their support. The non-Muslim nations living in the Balkan geography under the Ottoman rule began to rebel with the influence of nationalist thoughts. The Bulgarians started to gain power in the process with the support of the Russia and took important steps towards independence. According to the Treaty of San Stefano signed after the Ottoman-Russian War of 1877-1878, it was envisaged to establish a large independent Bulgarian Kingdom. In the face of this development, which would allow Russia to reach its goal of landing on the warm seas through Bulgaria and to have absolute advantage over the Balkans, the Great Powers particularly Britain, intervened and a new treaty was made in Berlin. With the Treaty of Berlin, an Autonomous Bulgarian Principality, whose borders were narrowed was established and the Eastern Rumelia Province under the Ottoman rule was formed. The Bulgarians rebelled in Plovdiv with an attempt to weaken Ottoman influence in Eastern Rumelia in order to put the region under the rule of the Bulgarian Principality. There were conflicts in the region and the events were closely followed by the foreign press. As a matter of fact, it was seen that the events of Eastern Rumelia were followed in all dimensions by the American press and the newspapers mostly include news and comments in favor of the Bulgarians. Through the data in this registry about hâs, zeâmet and timars located in the center and countryside of the District of Pravadi, we can acquire information and explanations regarding the owners of these fiefs, the methods of their use and their obligations, as well as the changes experienced by the owners of these fiefs after the composition of this registry. Besides, as hâs, zeâmet and timars were among the basic elements of the military structure of the Ottoman Empire, we can also determine the amount of manpower provided to the Ottoman army from the District of Pravadi. However, the data of the Pravadi District in the tahrir registry (1485-1486) which was recorded during the reign of Sultan Bayezid II, we compare with the data in the tahrir registry dated 1456 and reveal the situation of these fiefs after thirty years.
