The relevance of the research topic is determined by the necessity to study financial phenomena and processes in order to understand the economic essence of public finance in the life of society. The strategic imperative for the formation of public finance is the development of an appropriate provision for its implementation, adequate to the complex and changeable circumstances of the territory development. The main purpose of the study is to identify the features of performing the functions of public finance for regions with a specific mode of operating. Methods. When solving the tasks, the author uses general logical methods: analysis, synthesis, induction, deduction, analogy; empirical level methods: observation, description, measurement, modeling, as well as private and special methods of scientific research: comparative analysis, system approach, the Robinsonade model (Crusoe model). Scientific novelty of the research. The scientific novelty of the results lies in solving an important scientific problem - identifying the features of implementing the allocative function of public finance in the regions with a specific mode of operating (as exemplified by the Donetsk People’s Republic, where there is a special military and political situation, a mobilization type of economy, a transitional period due to the integration of the Republic into the system of the Russian Federation federal relations) in order to improve the system of public finance management in such regions. Results. The main results of the study consist in characterizing the process of implementing the allocation function of public finance, which makes it possible to determine the maximum effect of economic actions of the subjects in the current conditions, as well as to lay the foundations for analyzing the following distribution function of public finance. Conclusions. Regardless of the perturbations and transformations of the external, a person realizes himself and presents himself to others in the direction of the so-called subjectivity. The topic of subjectivity, including the social identity of the subject, is widely represented in modern academic discourses. However, already in the first decade of the XXI century in the context of social and humanitarian reflections on the subject, the idea of the so-called digital subject was raised. In comparison with its biosociocultural counterpart, the digital subject occupies a specific position, a position between the real world of physical objects and the information space. Therefore, reflections on the social identity of a modern person are brought into the digital space, into those of its variants where the digital subject “dwells” and creates narratives about himself. The definitions of “social identity” and “digital subject” proposed in the article will be taken as basic. The purpose of the article is to identify and analyze the key variants of social identity that are presented today in the Internet. Methods. The study is based on general scientific methods, analysis and synthesis, induction, deduction, abstraction. The analysis of variants of social identity in the Internet was carried out primarily on the basis of content analysis, the method of interpretation and a systematic approach. Scientific novelty of the study. The article presents options for designing social identity in the digital space, e-mail and instant messengers, contextual advertising, social networks; the specifics of designing in each of the named options are analyzed. Results. The exposition of options for designing social identity on digital material opens up a spectrum of different forms of being a subject in the Internet. To the greatest extent, these forms are associated with the communicative nature of a person. Increasingly, the social subject is turning to digital communication options, which include instant messengers, social networks and e-mail. It seems that in the 21st century, when the Internet has its own specific signs, including emoji, the so-called literacy qualification, the ability to communicate via the Internet, is available to anyone. At the same time, the real subject not only leaves its unique imprint on the network; the information he receives from the Internet leaves its mark on his decisions, in a series of diverse elections, from a grocery store to a political leader. Conclusion. In modern academic reflections on the specifics of human existence in the Internet, the idea of a digital subject has taken shape. In the discourses of domestic and foreign researchers, the digital subject is usually represented as a prefabricated construct. It has a connection with the real subject and social groups, but its origin is ideological. According to its purpose, it carries some idea that inclines the real subject to make just such a decision, not another. Non-institutional humanities, philosophical practice, and informal education are “a family like” phenomena that are outside the social institution of science and education and are adjacent to socio-cultural activities and social work. The purpose of the article is to outline the contours of the informal educational creative industry in the postmodern society, which combines non-institutional humanities, philosophical practice, and informal education. Methods. The author uses the methods of autobiographical reflection, comparative analysis, empirical observation and analysis of the primary sources of non-institutional humanities. Scientific novelty of the research. The transition to nonmaterial work of the postmodern era is the reason for the relevance of the area under study. The growing demand of a contemporary for such issues as the meaning of life, happiness, the growth of the precariat, the ousting of philosophy from formal education constitute a new social reality that determines the novelty of the research in the informal educational creative industry. Results. The author classifies non-institutional humanities according to the spheres of its existence and the strategies of subject genesis presented in the teachings. The concept of dedifferentiation is considered as an explanation of the area under study in postmodernism. The specificity of the philosophical approach in the work of a practicing philosopher is considered. Conclusions. The author connects the prospects of the informal educational creative industry with institutionalization in the way of leisure, entertainment, and other personal services. The article is focused on possibilities of measuring the efficiency of organizational culture, which is relevant when planning and justifying the expenditures for personnel management. The aim of the study is to formulate an algorithm of actions which makes it possible to move from assessing the existing organizational culture to assessing the expected economic effects from measures to maintain or develop it. Methods. In the course of the research, the methods of comparative analysis, system analysis, functional analysis, desk research were used. Scientific novelty. In works devoted to measuring organizational culture, the emphasis is made on diagnosing its state, its features in any specific organizations, recorded, as a rule, on the basis of a number of well-known author’s methods. Researches on HR analytics and practical recommendations are focused on building a system of HR metrics and identifying their correlation with an organization economic performance in order to see solutions - “insights” in human resource management. At the same time, there are no works reflecting the relationship between the characteristics of organizational culture and the expected economic effects of its functioning, which would justify the necessity of expenditures for managing organizational culture for each specific organization. The article describes the possibility of transition from measuring the culture characteristics to the indicator of return on investment in human capital. Conclusions. The practice of assessing the economic efficiency of decisions related to the expenditures for organizational culture is accompanied by a number of difficulties in justifying the expected results. In our opinion, the variant of measuring the effectiveness of organizational culture described in the article has the right to exist.
