{"title":"Children with orphan diseases: a comparative analysis of social welfare support measures","authors":"E. Zaitseva, L. The inadequacy of the support measures provided to children with orphan diseases is exacerbated by the trend towards an increase in the number of children with such a diagnosis. Orphan diseases also include diseases caused by primary immunodeficiency or congenital errors of immunity, which are life-threatening. However, these people are part of society and require attention from it, and social and economic measures from the state. Most of them, with proper treatment, socialization and appropriate government support, can lead a normal life and live a full life. Scientific novelty of the research. On the basis of the study results, the authors contribute to clarifying the principles used in the implementation of the security function of the social state. The targeting of social support measures must be supplemented with the principles of social justice and freedom to choose ways to meet the needs of specific categories of citizens, understood as follows. The welfare state supports those citizens who need it most of all, namely, the poor. Specific categories of citizens can satisfy their needs, while having the opportunity to choose. This opportunity arises thanks to the receipt of targeted assistance in the form of monthly or annual subsidies. Families with children with orphan diseases should also be included in these categories. If they have the right to receive annual government subsidies, they will be able to spend these funds depending on the current needs due to the state of health of their children with orphan diseases (for the purchase of socially important food products; medicines, medical nutrition, and various services). The aim of the work is to study the problems of providing support measures to children with orphan diseases in the context of the current model of the welfare state. The article analyzes the satisfaction of patients with congenital immunity errors with various types of state support, identifies problems that reduce their satisfaction. Methods. The authors use methods such as comparative analysis, study of regulatory legal acts, sociological analysis. Results. On the basis of the study results the effectiveness of measures of state support for children with orphan diseases, studying the best experience of foreign countries, proposals were made to clarify the principles used to implement the security function by the social state, to expand the composition of the subjects involved in providing support measures analyzed in the article. Conclusions. The influence of virtual reality on the processes of deanthropologization becomes an obvious fact of the development of numerical rela- tions that determine philosophical concepts in the direction of posthumanistic discourse. In this type of discourse, a person is reduced to a numerical operation, an intermediate procedural link in the network structure of a numerical relationship with other objects of the digital network. The purpose of the article is to identify the rela- tionship between virtuality and imagination, the distinction between a virtual person and a vividly imagining one. Methods. The author uses the methods of decon- struction, which identifiy new philosophical meanings of established understand- ings of virtuality and related anthropological types, and the phenomenological method of studying the issues of virtuality and anthropological reality, forming new perspectives for studying the phenom- enon of virtuality through an appeal to the constitu- tive role of consciousness. Scientific novelty of the research. The scientific novelty of the study is represented by the discovery of a new anthropological distinction between homo imaginabundus and homo virtualis, implying on- tological differences of these types in their appeal to the subjective and objective constitutive role of consciousness. Results. If the anthropological type homo imagi- nabundus is vividly imaginative and is associated with the phenomena of authentic virtuality and sub- jectivity, then homo virtualis refers to inauthentic virtuality only as one of its possible variants without connection with the self—affecting component as such. Conclusions. The author comes to the conclusion that a person will quickly adapt to new realities if the education system does not focus on obtaining readymade knowledge, but on developing the ability to independently acquire the necessary knowledge, critically assess it and generate, on this basis, new ideas for effectively solving life problems. To reach the goal a hermeneutic approach should be used in the process of studying the humanities. In the research, the author reveals the educational potential of hermeneutics, the essence of which is to activate the cognitive process, develop the skills of productive work with different sources of information. The authors specify that large municipal entities in modern conditions have a multifunctional structure, so they propose an interdisciplinary approach to their study. The article discusses such approaches to analyzing large municipalities as: philosophical; research from the perspective of social sciences and the humanities (political science, sociological, psychological, historiographic and ethnographic approaches). The authors analyze large municipalities from the perspective of the geographical approach; urban theory; urban planning and architecture. The problem of studying large municipalities in the legal sciences is separately investigated. With the help of the economic approach the authors show that at the core of urbanization and the emergence of large municipalities there are three effects: comparative advantage, concentration effect, and localization effect. The authors give classification of large municipalities. The authors propose a systematic approach to analyzing large cities, representing the unity of the functional approach, open systems methodology and the factor approach. Under the latter, it is proposed to understand the economic potential of the city, which presupposes the possibility of efficient use of available resources and their maximum inclusion in social reproduction in order to meet the needs of the municipality population.
