The creation of intangible cultural heritage inventories","authors":"Teodora Konach","doi":"10.3389/ejcmp.2023.v5iss1-article-6","DOIUrl":"https://doi.org/10.3389/ejcmp.2023.v5iss1-article-6","url":null,"abstract":"The UNESCO Convention for the Safeguarding of Intangible Cultural Heritage of 2003 has established a new, holistic approach to cultural heritage, as well as a new set of administrative and legal instruments and strategies for identifying, preserving, managing and promoting intangible cultural heritage. The policy of intangible culture entails the conceptualisation of the elements of intangible heritage in the national cultural policy framework. Administration strategies and methods are often confronted with scientific contextualisation and various policies of representation and identification. Thus, while articulating the idea of the growing importance of intangible cultural heritage, the national authorities increasingly construct the national inventories through processes of worldwide networking and positioning through symbolic meanings such as “national issues” and “national culture”. This phenomenon and its consequences are an essential issue to be reconsidered in cultural policies and cultural management strategies. More and more seniors are becoming active participants and creators of cultural events. This increases the quantity and quality of cultural provision addressed to this social group. This article is the result of a nationwide research project “Why Do Seniors Need Culture?” The study focuses on diagnosing the cultural needs of seniors and the types of activities and places preferred by elderly people. The paper describes the ways in which seniors are vital audience members, creators of culture and transmitters of timeless values. This article examines the impact of the development of the digital age on culture and education, two directly related social spheres that have seen the emergence of several social and digital divisions. Not everybody is able to access and enjoy online culture, so promoting appropriate training in the use of the tools needed in a digital society is indispensable. This article starts from the production side, showing the value chain model being inefficient to delineate the synchronical process and value accumulation of CIs. The article then refers to John B. Thompson’s allusion to Pierre Bourdieu’s concept of field and capital that defines the logic of the field and establishes a paradigm for CIs analysis. While it is inappropriate to use marketing strategies to decipher the consumption of outputs of CIs as symbolic goods, the examples of publishing industry and Broadway theatre industry explain that not only the consumption of outputs of CIs but also the way to consume such goods need to create experience and lead to accumulation of symbolic value. Our purpose is to observe and understand the role of social networks in the consumption behavior of the theater field. We put the accent on the concept of cultural capital with its social dimension. We realize an exploratory study that consists in a dozen of qualitative semi-structured interviews with theater’s audiences that participate in social networks. We provide an analytical framework based on uses, influences and perceptions of changing in social stratification in theaters. We reveal two kinds of perception: a positive one and a negative one that we denominate democratization effect and vulgarization effect. Our findings help cultural institutions to have a better understanding of who are the theater audiences and how they act. This paper aims to explore this process as well as the communication of cultural and arts management degree programmes through outcome-based education vocabulary as something flagshipped by the EU. It also aims to engage into critical discussions about learning outcomes and experiential learning process. The theoretical framework of the paper is mainly based on constructivist education paradigm and, to a lesser extent, on connectivism; David Kolb’s experiential learning cycle and Benjamin Bloom’s taxonomy of learning domains are applied in the analysis. 23 degree programmes of ENCATC members are approached through the degree profiles provided on their websites: learning outcomes, profiles of the graduates, and other informative texts. Having started before the financial downturn, the phenomenon of precarious situations for employees of cultural institutions and the constant call for private funds have since become the norm, including across libraries. Although France has not yet engaged in brutal and massive library shutdowns as has the United Kingdom, important changes regarding the status of workers, directly inspired by the American and British liberal models, have been progressively altering these institutions. Does this mean that the French model has tended to imitate, for budget reasons, the British model? Undoubtedly, it has.
