Any deterrence relationship involves a danger of uncontrolled escalation, aggravated by uncertainty, sub-regional crises and a larger role for nuclear weapons. This article explores the possibilities for addressing these threats by means of sub-regional conventional arms control, combining disengagement with transparency and verification measures. Uncontrolled migration, human trafficking, radicalization and energy security are still at stake within the comprehensive and indivisible security that the osce strives to bring across its area. Although security in the Mediterranean is linked to that of osce participating States, Libya’s fragmentation has highlighted the challenges in adopting joint policies in the country. We differentiate policing for democracy, which protects democracy, from democratically responsive policing, where police are governed democratically. Using this two-fold distinction to examine European Court of Human Rights cases, we find a close match between Convention rights and policing for democracy. Regarding democratically responsive policing, the Court provides responsiveness within the structural limits of reacting to individual complaints, and as one element in the broader landscape of governance. Further, cases show how that landscape features in Court judgments. It has the potential to contribute to the development of international law and allow states and the EU to take on a more progressive attitude in relation to gross human rights violations committed worldwide. As an EU-wide initiative, it also has the opportunity to break with the muddled past and set a positive example. The latest UN migration report states that more than 270 million people reside outside their country of origin. osce recognizes the need for representation of varied political views as one means to maintain democratic stability within states. This study unravels the notion of the ‘party abroad’, develops a theoretical legal framework within which it can exist, and empirically exams parties that operate abroad. The case studies show the potential for political engagement with the diaspora, that such operations are not systematically regulated at the moment, and that parties operating abroad have different financing models.
