In his annual message on the internal and external situation, President Volodymyr Zelenskyi clearly articulated that the future will be Ukrainian. \u0000The subjectivity of Ukraine, which was won through bloody battles, leaves no doubt that the values of civilization are defeating totalitarianism. The Russian- Ukrainian war accelerated Ukraine's acquisition of the identity of the future project associated with the European integration vector of development. The article examines the procedurality of the integration choice, the origins associated with Euromaidan and the transformation of the resistance identity. \u0000The article analyzes the destabilization of the domestic political situation in the post-Maidan period, provoked by pro-Russian forces, in particular, due to the politicization of regional controversies in the humanitarian sphere: regarding language, culture, Ukrainian and Russian narratives of historical memory. Despite the hybridity of the confrontation with Russia, the state information policy was not focused on the systematic development of the national security strategy. Ukraine's information policy acquired an active-offensive character already in the conditions of a full-scale military invasion by the aggressor state of Russia. \u0000Ukrainian and Russian war narratives radically differ in the interpretation of manifestations of genocide, war crimes, and crimes against humanity. Falsification and concealment of crimes by the Russians do not stop Ukraine and the civilized world (relevant institutions) from documenting them for future international tribunals. The data of sociological polls regarding the attitude of Ukrainian citizens towards everything Russian, together with the soviet-communist, as towards something unequivocally hostile, are given. \u0000Urbicide committed by racist criminals in Ukrainian cities is considered as a separate topic of the article. Russia destroyed its future with military plans for the physical and spatial destruction of Ukraine and Ukrainians. The human body has evolved to adapt to the natural environment for thousands of years, and to living in an urban environment relatively recently. Therefore, the urban influence is \"aggressive\" for the human psyche, as it differs significantly from the natural conditions of habitation. The article attempts to analyze the peculiarities of the formation of building facades through the prism of human emotions and similarity to the natural environment. This made it possible to identify the main trends and methods of forming the facades of residential and public buildings that have developed in recent decades. Recently, scientists of various fields have been actively studying the issue of human psychological health, which is largely formed by a certain emotional influence of the external environment and enters (80%) through the visual channel. Constant visual perception of the environment (especially urban), its saturation with visual elements has a significant impact on the psychological state of a person. The article examines the characteristics of homogeneous and aggressive fields in urban architecture and methods of their elimination. The traditional vertical division of the facade into 3 parts (1-2 floor \"lower tier\", the following floors until completion \"middle tier\" and \"upper tier\" itself is considered), design of the entrance, windows and summer rooms. The basic requirements for the architectural solution of each tier and the elements that fill it are formulated. In the process of managing land resources, interdisciplinary decisions are made in which specialists from various fields are involved: lawyers, sociologists, economists, ecologists, surveyors, specialists in spatial planning and information technologies, etc. Under such conditions, it is especially important to have a clear definition of terms to avoid certain misunderstandings. In addition, the European integration direction of the development of Ukraine requires the adaptation of the terminological apparatus to the European scientific and professional environment. The article focuses on the study of the content of the terms \"Land Governance\", \"Land Administration\" and \"Land Management\", since all three definitions can be translated as land resource management. The main methods of land management are: legal, methods of spatial planning, economic and administrative. The terms \"Land Governance\", \"Land Administration\" and \"Land Management\" cannot be considered synonymous. World trends represent economic development in the form of a growing curve of certain economic indicators. After all, they make it possible to analyze positive developments and show the corresponding changes in real numbers. However, such an approach shows us only the general picture, which is distorted by the lack of in-depth analysis of the growing globalization processes and integration ties in the modern world. Globalization creates many new challenges and contradictions for the modern economy, which cannot be overcome only by positive changes in economic indicators. The problems caused by globalization processes include the increase of gaps between different layers of the population, the reduction and depletion of resource capacities, the exacerbation of social misunderstandings and conflicts, and the emergence of the impossibility of satisfying the needs of each person in full. All this has its effect on the reduction of economic activity in the future.  \u0000The importance of these problems is increasing due to their all-encompassing nature for the population. Therefore, scientists today need to create an updated concept of economic development, which will make it possible to make an in-depth assessment of external and internal factors of development and, based on this, to build a policy aimed at the entire population. First of all, it means giving equal access to everyone to provide themselves with social and economic benefits through the opportunity to receive a fair and decent wage. An updated concept that will be aimed at equality and will correspond to an improved model of labor remuneration can become a model of inclusive development.  \u0000A key element of the model of inclusive development is a person who can satisfy his needs by realizing himself in society and satisfying the needs of others by applying his realized potential. And the concept of an inclusive economy is aimed at creating conditions necessary for people, which will allow everyone to develop and realize themselves in the conditions of globalization changes.  \u0000The problem of inclusivity in the payment of labor is currently quite widespread in construction enterprises. After all, this field will require the maximum involvement of the workforce in the war and post-war periods, and the fact that a large number of employers and workers do not understand the terms of payment and the legal framework, in general, can become an obstacle to effective work. In this connection, there are certain difficulties regarding the quality functioning of the economy, which lead to the absence of ways to improve wages and the impossibility of studying and considering further prospects. The justified inevitability of the final integration of Ukraine into the Euro-Atlantic space after the repulsion of Russian aggression and the objective necessity of transition to European standards. The main problems of spatial development in Ukraine and directions for improvement of national territorial planning, formed on the eve of Russian aggression in February 2022, are listed. The formulated problem of the uncertainty of the conceptual and categorical apparatus of spatial planning in Ukraine, which consists in the fact that the concepts of «territorial planning», «territory planning», «regional planning», «district planning», «city planning», etc. are often intertwined, duplicate or replace one another one that is not quite correct. In some cases, they are used as synonyms, in others, on the contrary, in incompatible meanings that cannot be combined into a single system. There is a well-founded need to develop theoretical-methodological and methodical principles of territory planning, which requires, first of all, certain conceptual-terminological and conceptual certainty. The condition for its achievement is the balanced consideration, on the one hand, of not only European standards, but also European experience in the field of spatial planning, and on the other, general and regional spatial specifics of Ukraine. The main principles of long-term territorial and spatial planning developed in European practice are defined. The proposed concepts and terms are fixed in the official documents of the European Union and reflect the current aspects of sustainable spatial planning. Particular attention is paid to the parameters of sustainable spatial planning, which should be guided by the planning of the living space of a European-style society. The fundamental goals of sustainable spatial planning are given, which include: balanced socio-economic development of regions; improving the quality of life; responsible management of natural resources and environmental protection; rational land use. In each of the three periods, their main innovative idea is highlighted, as well as the design, construction and specifics of adaptation to the conditions of their time. The main features and principles of the formation of the construction industry as a whole, characteristic of all periods and which can be used as a scientific guide for the subsequent study of the economics of design and construction of enterprises are revealed. In Ukraine, in the pre-war period, the difficult economic situation and the decline in the volume of design and construction enterprises, the construction industry as a whole, stimulate domestic companies to begin more active development of foreign markets. In order to expand the sales markets for design and construction products (services), it is important for Ukrainian enterprises to clearly assess their export potential and determine a strategy for going abroad. It is necessary to get acquainted with successful examples of the work of domestic companies that have already passed this way. And also get answers to many questions related to the nuances of doing business in different countries. The project activity of the enterprise in the pre-war period is a methodology of innovation and investment activity recognized in all developed countries. Until now, there is no complete information about the processes of formation of the ECCO and the system of management decisions that ensure planning, regulation and cost control during the implementation of investment programs. What is needed is not just information, but a knowledge base, which, as the analysis showed, is rather characterized by its absence, since the composition of the input data and the requirements for them have not been determined for the justification of the ECCO and its management. To solve this task, it is advisable to create an organizational and economic mechanism for the management of the ECCO, the key blocks of which are the developed economic-mathematical model of the ECCO and the organizational model of the ECCO management in order to provide informational support and interaction of construction stakeholders. Within the framework of the research methodology, the conceptual and methodological foundations of the implementation of the project of strategic innovative changes for construction stakeholder enterprises are justified: these foundations are formed through the integration of methodical platforms of enterprise economy, strategic management and construction development, which is considered as a target project and a regulated environment for achieving the planned improvements of the enterprise by stakeholders and changing the company's position on the market of construction works and services through the implementation of the intra-company strategic innovation project. The key to the success of the application of the created methodological basis for the needs of adaptation and development of the construction enterprise is the properly identified \"state of adaptability of the enterprise and identified maturity to the implementation of changes.\" Within such identification, the limits of the situational-strategic maturity of the implementation of changes for the enterprise-stakeholder are stratified, and the economic features of the processes that take place in the enterprise at each level of maturity are summarized. The transfer of part of the management powers from central authorities to territorial communities determined the special attention of local aspects of development in the formation and implementation of strategic areas of territorial planning. The article examines certain aspects of regulatory support for the development and implementation of strategic plans at the level of territorial communities. The change in the population's requests for the formation of strategic guidelines for development has a socio-political and socio-economic basis. The article determined that after the start of full-scale military aggression, the development processes of territorial communities slowed down significantly, and in the territories where active hostilities are taking place, they stopped altogether. Large-scale destruction and damage to real estate, infrastructure, material and technical support of communal services, cultural-historical and architectural heritage, destruction of networks and highways as a result of military aggression will require the formation of new approaches to ensuring territorial planning processes. The article defines that the priority will be the need to restore the territories to create conditions for the peaceful life of the population. New challenges will need to be taken into account in the territorial planning system. There are three types of state registration of sanitary protection zones in the state land cadastre. The first case: simultaneous state registration of the land parcel on which the regime-forming object is located and the sanitary protection zone around it. For this case, three features are systematized: if the right to a land parcel is issued for the first time and the sanitary protection zone has not yet been established around it; if there is a state act on the right of ownership or use of a land parcel, and the information about it is not registered in the state land cadastre; if, for certain reasons, division or unification of previously formed land parcels is carried out without changing their purpose.  \u0000The second case: state registration is diluted in time. For this case, two types of specific features are systematized: the land management documentation for the land parcel with the regime-forming object located on it was developed and passed state registration and the data was entered into the automated system of the state land cadastre, while the data on the sanitary protection zone was not updated; data on the land parecel have already been entered in the state land cadastre, but the regime-forming object is not yet available. \u0000The third case: the need to update the data on the sanitary protection zone, while the data on the land parcel remain unchanged. The corresponding case should be the most common, taking into account the modern development of technologies and constant changes in the standards of environmental norms.
