The case of the Val Polcevera ‘marrelo’ system in the pictures of Emilio Sereni - This paper has a double objective: firstly, to analyse the photos produced by Emilio Sereni in the 1950s, as well as the scientific reasons which made Sereni to shoot numerous pictures of Polcevera Valley (Ge) rural landscapes. Specifically, Sereni’s work hypothesis on the ‘marrelo’ Ligurian agrarian landscape have been assessed, using his notes and correspondence. Secondly, one of the Sereni’s photo has been used to verify the potentialities offered by a new monoplotting software for the georeferecing and the vectorisation of photos taken from the ground. Digital processing allows to compare photographic source with cartographies and aerial photos, for a diachronic quali-quantitative analysis of ‘marrelo’ presence and extension from XIX c. to nowadays. italianoIl presente lavoro nasce con un duplice obiettivo. In primo luogo, analizzare il patrimonio documentale prodotto negli anni Cinquanta da Emilio Sereni (1907-1977) e le motivazioni scientifiche che hanno spinto lo studioso a scattare varie fotografie del paesaggio rurale della Val Polcevera (Ge). Sulla base degli appunti e della corrispondenza, gli autori hanno approfondito le ipotesi di lavoro da lui formulate riguardo al paesaggio agrario ligure-provenzale del ‘marrelo’. In secondo luogo, una delle foto realizzate da Sereni ha permesso di verificare le potenzialita offerte da un software di monoplotting per la georeferenziazione e la vettorializzazione di fotografie con punto di vista terrestre. Starting from Hannah Arendt’s seminal essay On Revolution, it analyses the link between the ‘gesture’ of ‘writing the Earth’, as a gesture constitutive of each and every social order, and the original conceptualizations of the term revolution. By engaging with Carl Schmitt’s oeuvre, and his spatial thought in particular, this essay speculates at length on the importance of interrogating – from a geographical perspective – the foundational relationship between pouvoir constitutif and pouvoir constitue in order to appreciate the profound revolutionary potential inherent to geographical thought and geographical practice. Placing particular emphasis of the figure of the refugee and on the related irreversible crisis of the nation state – following in this Giorgio Agamben’s work on the same topic – the article concludes with a series of consideration on the need for a geographical revolution, that is, a new spatial ontology associated to new geographical imaginations capable of moving beyond the territorial traps at the origin of the two most urgent crises affecting today all western societies: the refugee crisis and that associate to global climate change. italianoQuesto articolo riflette sulla relazione ontologica tra geografia e rivoluzione. Partendo dal famoso libro di Hannah Arendt Sulla Rivoluzione, il presente saggio analizza il nesso tra il gesto di ‘segnare la Terra’ come atto costitutivo di ogni ordine sociale e il concetto stesso di rivoluzione. Richiamando l’opera di Carl Schmitt e il suo pensiero ‘spaziale’ l’articolo insiste sull’importanza di interrogare, a partire dalla geografia, il rapporto tra potere costituente e potere costituito, proprio per comprendere il profondo potenziale rivoluzionario del pensiero geografico e delle pratiche geografiche. The four selected instruments are analysed and findings show a variegated picture, generally positive and concrete even if regional negotiated programming seems declining due to concurrent factors including, among others, the effects of the institutional reform of local authorities, the availability of resources and the financialisation trend of territorial development policies. italianoQuesto articolo traccia le fasi di sviluppo della programmazione negoziata nazionale e di alcuni strumenti originali creati dalla Regione Emilia-Romagna: i programmi speciali d’area (PDA), i programmi di riqualificazione urbana (PRU), gli accordi quadro per la montagna e le Intese per l’integrazione delle politiche territoriali. General framework and analysis of Dalian and Shanghai cases - This article considers the main characteristics and the evolution of Japanese programs of Official Development Assistance (ODA) in China in the period 1979-2008. These programs strongly contributed to establish an attractive business environment for Japanese multinational firms. ODA programs played an evident enabling role for Japanese Foreign Direct Investments (FDI), particularly in the transport, distribution and logistics sectors, and in the automotive one. ODA programs and FDI have produced win-win outcomes, with benefits for both the Japanese industrial system, and for China, thanks to important contribution they gave to the economic development of many coastal regions. With the entry of China into the WTO in 2001, nature and logic of both ODA programs and FDI changed: ODA have been re-oriented mainly towards social infrastructures, while FDI have increasingly turned to exploit the potential of Chinese domestic market. The cases of the ports of Dalian and Shanghai confirm the above elements. In the 1980s and 1990s, aid favored the development of port and transport infrastructures, while FDI contributed to regional development and integration processes, thanks to the creation of manufacturing and export-oriented platforms. Since the 2000s, aid was directed towards social infrastructure (mainly environment and human resources), while investments started to focus more and more on the internal market. In 2008, ODA programs were profoundly downsized by the Japanese government, as a consequence of the changing role of China in the regional and global context. In any case, Japanese ODA programs and FDI played a key role in fostering regional economic integration processes; moreover, they have contributed to mitigate the political and diplomatic tensions that characterized China-Japan relations in past decades. italianoL’articolo considera le caratteristiche principali e l’evoluzione dei programmi giapponesi di aiuti alla Cina nel periodo 1979-2008. Questi programmi, diversamente da quelli di altri Paesi donatori, hanno per diversi anni seguito una logica essenzialmente economica, volta alla realizzazione di piattaforme di esportazione e alla creazione di un ambiente di investimento attrattivo. I programmi di assistenza hanno svolto una evidente funzione abilitante per gli investimenti diretti esteri giapponesi. Programmi di assistenza e investimenti diretti hanno realizzato esiti win-win, con benefici sia per il sistema produttivo, distributivo e logistico giapponese, sia per la Cina, grazie al loro contributo ai processi di sviluppo e crescita economica.
