Therefore, the main problems, first of all, include the absence of a criterion for the greening of the industrial sector among the priorities of Ukraine's economic policy. The article examines the situation in the slag industry of Ukraine, summarizes the existing experience of using metallurgical slags as technogenic raw materials. The problems of introducing a circular economy in the territory of intensive development of the metallurgical industry are considered primarily in the context of creating a flexible infrastructure for processing metallurgical waste, because the problem of waste is at the center of attention of the entire circular economy. But such an infrastructure cannot be created without overcoming the technological, economic, and institutional problems of utilizing blast-furnace slags in Ukraine, which hinder the creation of a slag processing industry on the principles of a circular economy. Based on the assessment of macroeconomic and environmental effects from the introduction of elements of a circular economy in the domestic metallurgical industry, the resource value of blast furnace slags as a technogenic raw material for the construction industry, in particular the cement industry, as well as road construction and other areas of use, has been proved. On the basis of the conceptual provisions of the structural-reproductive approach to the definition of the composite assets of mines, certain elements of the investment mechanism for conducting mining and preparation works for underground coal mining are substantiated. Proposals for the use of mine workings and underground structures of mines as warehouses or production workshops of the military-industrial complex are presented. The article reveals the essence, content and components of the potential of the state's defense capability in the parameters of the socio-economic space of Ukraine. It is emphasized that it is the level, standards and quality of life of the population of the country that determine and determine the ability of the state to protect itself from external armed aggression in the event of an internal armed conflict. The methodological provisions of the reference matrix of the index model of strategic planning and design of the state's defense potential in the parameters of the socio-economic space of Ukraine are outlined. Agriculture accounts for an average of 16% of gross value added in some regions and play a key role in ensuring food security. However, the current conditions of martial law in Ukraine have led to problems in the organization of logistics activities of enterprises of the agro-industrial complex as a result of non-fulfilment of the terms of contracts; emergence of risks of disruption of the sowing campaign; decrease in final harvest indicators and the level of food security; decrease in the volume of export deliveries of agricultural products; disruption of food supply chains; lack of adequate financing and logistics infrastructure facilities; insufficiently effective use of marketing management tools and a network approach in the process of distributing agricultural products to the final consumer; increase in transaction costs, etc. The article provides a statistical analysis of the main indicators of the development of foreign economic activity of enterprises of the agro-industrial complex of Ukraine in the pre-war period. Barriers that inhibit the effective organization of international logistics activities of agrarian enterprises in wartime have been identified. Vodyanyk","doi":"10.12958/1817-3772-2022-3(69)-74-79","DOIUrl":"https://doi.org/10.12958/1817-3772-2022-3(69)-74-79","url":null,"abstract":"The article proves that the creation of a mechanism for ensuring stability in the implementation of innovative strategies, according to the authors, should be based on the use of such a systemic characteristic of the enterprise as risk resistance, which depends on special disturbing influences caused by a high level of environmental instability and the specificity of cyclical innovation processes; in the context of enterprise or situation management, it characterizes the ability of the management apparatus to adequately respond to the threats of risk factors in view of internal vulnerabilities, using reserved resources for the purpose of normal business operations; creates for the enterprise conditions for purposeful functioning and implementation of innovative projects under the conditions of emergency situations. The definition of sustainable innovative development was given, a comparative analysis of the categories \"economic risk\" and \"economic risk resistance\" was carried out. The dual role of risk resistance in the enterprise management system consists in the fact that, on the one hand, risk resistance creates conditions for purposeful functioning and development, affects integral performance results, and on the other hand, it is determined by the complex of interactions of the enterprise with higher-level systems, internal and external factors that can become risk factors in conditions of an economic crisis and an unstable environment. It is proposed to consider the concept of risk tolerance as a system characteristic of the enterprise in the context of interrelationships between the categories of risk, sustainability and development. The role of economic risk tolerance in the system of managing the development of a manufacturing enterprise is determined. It is proved that the category \"economic risk\" is inextricably linked with the goals of the enterprise, linking the goals of activity and the economic resources used to achieve these goals (resource losses) of various types and actual results. It was determined that the development of the innovative development management mechanism is related to the determination of the parameters of the controlled system and the standardization of their levels. Of course, the main controlled parameter can be the level of risk tolerance, which indirectly characterizes the value of system negentropy. Therefore, the sustainability of the enterprise during the implementation of innovative strategies is related to maintaining the level of risk tolerance. The solution of the tasks set in the article has been made with the use of general scientific and special methods of theoretical research, such as: analysis, systematization and generalization, project approach. The model of increasing the efficiency of work of the enterprises by improving technological processes of a life cycle of a product has been developed. The main advantage of the model is to ensure greater reliability of data obtained in production, as well as their reliability in tracking and documenting product changes throughout its life cycle based on the use of blockchain technologies and smart contracts integrated into the production process. Transparency of the entire supply chain, providing clear and complete information about the progress of production is provided comprehensive information about all the states in which the product has been in the life cycle, resources expended, changes made by workers or industrial installation. The conditions of port operations encourage private participation in the provision of port services in order to encourage the improvement of port efficiency. Ports are considered critical transportation hubs in economic development, which facilitates the movement of both imported and exported goods. Their ability to interact directly with the rest of the world can not only encourage or inhibit growth through trade, but can also bring with it international standards and expertise. Thus, countries depend heavily on their seaports to bring them closer to the globalization processes that surround them. Seaports are designed to facilitate the most efficient means of security, efficient loading / unloading and replenishment of ships. For these requirements, the ports are structured by different functions. The port can be divided into three separate areas of responsibility - port landowners, port operators and port regulation. \"Privatize\" in the sense of \"make private\" means the ability to transfer services or assets from state ownership or control to the ownership of a private entity. This happens in three ways: \"deprivation of the right\" – the transfer of state assets to private ownership through sale, return, transfer or liquidation; \"Delegation\" – the transfer of management and control over such government assets or activities to agents operating in accordance with certain market indicators; \"Relocation\" – passive assistance to the private sector to expand or by actively promoting the involvement of the private sector in former public sector activities – for example, transmission construction and operation projects and outsourcing. Privatization can be viewed in different ways, given the role of the state and its ability to produce results similar to those of privatized firms. Intervention by government agencies creates serious obstacles to the realization of competitive advantages, which allows such markets to operate effectively. Due to high cost structuring, underutilized resources and, as a result, high prices, SOCs are not only uncompetitive, but government regulation can actually continue to do so. SOC's ability to be innovative suggests that as consumer demands have changed, SOCs have adapted to more efficient production methods, which may not necessarily be new to the industry, but are at least new to the organization. The object of the study is the reference countries of Central and Eastern Europe. It was found that the CEE countries are at different stages of the path to sustainable development and demonstrate different degrees of concentration of national smart specialisation strategies on sustainable innovations. Croatia, Poland and the Czech Republic show the greatest interest in the implementation of smart priorities for sustainable development. Sustainable energy and renewables, resource efficiency, sustainable production and consumption prevail among the subject areas of sustainable innovation. In the sectoral aspect, the leading role in the implementation of smart innovative solutions to ensure sustainable development is assigned to manufacturing. In the developed smart specialisation strategies, most of the CEE countries focus on the manufacture of food products. This indicates the choice of smart priorities based on traditional specialisations. The prospects for the development of this sector are related to the bioeconomy, which also involves the resources of the wood industry and accumulated technological knowledge in chemical production and machine building. We have revealed two approaches in the practice of smart prioritisation: (1) concentrated prioritisation, which involves focusing on a certain innovative direction and is based on a limited number of types of economic activity with an understanding of their future interaction; (2) broad prioritisation, which is characteristic of territories with weak innovation ecosystems and involves unclear cross-sectoral interactions and coverage of a significant number of innovation directions, which are planned to be clarified in the course of further collaboration between key stakeholders.
